Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Loans are made to eligible entities to finance predevelopment costs of water and wastewater (W&WW) projects, or short-term small capital projects not part of the regular operation & maintenance of current W&WW systems. Abstract

The purpose of this data collection is to follow-up with and assess newly-arrived persons in the United States who received overseas tuberculosis classifications in order to assist in the national effort to prevent new transmission of TB. The information collected by The EDN Tuberculosis Follow-Up Worksheet for Newly-Arrived Persons with Overseas Tuberculosis Classifications, also commonly known as the TB Follow-Up Worksheet, will provide outcomes for improving national TB prevention programs. The Division of Global Migration and Quarantine (DGMQ) staff, along with other federal partners will use this information to assess overseas panel physician performance, overseas prevention activities, and TB control program performance in the United States. Specifically, to improve overseas panel physician performance and TB prevention activities, CDC needs information on the U.S. domestic chest x-rays, chest x-ray comparison sputum smear and culture, and diagnosis results along with U.S. domestic reviews of overseas treatment. To monitor and assess U.S. domestic TB program performance, CDC needs to collect data on all elements of TB U.S. domestic follow-up evaluations, including chest x-rays, diagnosis, and U.S. treatment outcomes. This Non-Substantive Change Request is submitted to make minor modifications that do not alter the overall scope of the currently approved collection. Additionally, there is no change in burden associated to respondents.

Environmental Justice Thriving Communities Grantmaking Program: Applications for Subawards November Launch

To meet the goals and objectives that demonstrate the U.S. Environmental Protection Agency (EPAs) and the Administrations commitment to achieving environmental justice and embedding environmental justice into Agency programs, the Environmental Justice Thriving Communities Grantmaking Program provides about $600 million in 11 cooperative agreements funding to Grantmakers who will function as pass-through entities for the Environmental Justice Thriving Communities Subgrants (2 CFR Parts 200 and 1500). Each Grantmaker will collaborate with EPA to design and build their own processes to receive and evaluate applications to fund the initial development of community-led environmental justice projects.Emergency Justfication:With this Information Collection Request (ICR), EPA seeks emergency clearance by October 31, 2024 for six Grantmakers to solicit applications for their first round of subgrants to be launched in October 2024. EPA cannot reasonably comply with the normal clearance procedures because the time between the Grantmakers receipt of their funding awards and the launch of their subaward programs (3 months) does not allow sufficient time to obtain PRA clearance using the standard ICR process (which typically takes 6-9 months). Collection of the information requested under this emergency clearance (i.e., applications) is essential for the Grantmakers to have a mechanism for selecting and distributing subaward grants to fund environmental justice projects in underserved communities, thus fulfilling the central objective of the program. The six-month emergency clearance period will cover the first round of subaward applications that will be solicited by six Grantmakers in October 2024. Subsequent rounds of applications for these six Grantmakers will be authorized via a Standard ICR package for the Grantmaking Program that will be submitted for review via the standard ICR approval process.

Key Information

Abstract

The Historic Sites Act of 1935 (16 U.S.C. 461-467) directs the Secretary of the Interior (Secretary), through the National Park Service (we, NPS), to survey historic and archeological sites, buildings, and objects to determine those that possess exceptional value in commemorating or illustrating the history of the United States. In accordance with the law and 36 CFR Part 65, individuals, businesses, Federal agencies, State and local public agencies, State Historic Preservation Officers, territories, and Indian tribes, may submit nominations for National Historic Landmark (NHL) designation. An NHL is an historic building, site, structure, object, or district that represents an outstanding aspect of American history and culture. There are over 2,600 properties designated as NHLs.

The Office of Minority Health is seeking an approval on a revision to a currently approved collection OMB # 0990-0275. The revised data collection activities seeks to further streamline the current questions grantees are asked by reducing the number of questions, and reduce the cost of the data collection system by using a more cost efficient alternative to the Performance Data System, (PDS) web-based portal. The overall reduction in questions will reduce the number of burden hours on grantees. The movement from a customized web-based portal to reporting using commercial, off-the shelf software (i.e., a spreadsheet) significantly reduces the cost of performance data collection and reporting. To collect program management and performance data for all OMH-funded projects, grantee data collection via the Uniform Data Set, UDS (original data collection system) was first approved by OMB on June 7, 2004 (OMB No. 0990-275).

Abstract

This information collection request is for a new project. The research team is requesting two years of approval. The purpose of this project is to understand the role of economic risk in public benefit recipients’ decision making about whether to increase earnings. This study will investigate the factors that influence the decisions made by people with low incomes to increase earnings (or not) by presenting beneficiaries with vignettes about other people with the opportunity to increase their earnings and asking them what decision they would make in similar circumstances. The vignettes will vary the risk of an opportunity, the ease of regaining benefits if income later dropped, and the extent of the earnings increase. The job opportunities and associated risks will vary systematically. The choices that study participants recommend will provide insight into the relative importance of these different factors – both alone and in combination. Guided by a better understanding of the role of risk and risk tolerance in families’ decisions about work, the government could design policy levers to reduce risk and thereby support families’ choices to increase earnings and achieve greater economic security.

The Water Resources Research Act of 1984, as amended (42 USC 10301 et seq.), authorizes a research institute water resources or center in each of the 50 States, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, Guam, the Federated States of Micronesia, the Commonwealth of the Northern Marina Islands, and American Samoa. There are currently 54 such institutes, one in each State, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, and Guam. The institute in Guam is a regional institute serving Guam, the Federated States of Micronesia, and the Commonwealth of the Northern Mariana Islands. Each of the 54 institutes submits an annual application for an allotment grant and provides an annual report on its activities under the grant. The State Water Resources Research Institute Program issues an annual call for applications from the institutes to support plans to promote research, training, information dissemination, and other activities meeting the needs of the States and Nation. The program also encourages regional cooperation among institutes in research into areas of water management, development, and conservation that have a regional or national character. The U.S. Geological Survey has been designated as the administrator of the provisions of the Act.

Abstract

The purpose of the collection of information is used to evaluate whether foreign air carriers requesting new authority or with existing authority to operate in the U.S. will be able to conduct their operations safely within the National Airspace System (NAS) and in compliance with international obligations. Operators meeting those standards are issued operations specifications (OpSpecs) authorizing them to operate in the U.S. Consistent with previous practices, FAA includes a regulatory standard for issuing maintenance OpSpecs to persons operating U.S.-registered aircraft outside the U.S. in common carriage. Operators are required to respond, as needed, to the collection to obtain or retain a benefit (OpSpecs). OpSpecs are issued to the operator applying. OpSpecs are not available for viewing to the general public. OpSpecs are available for viewing to FAA offices for the purpose of safety oversight of the operators. FAA occasionally shares OpSpecs information, as needed, with other agencies such as Transportation Security Administration (TSA), Department of Transportation (DOT) or to answer questions from U.S. congress. The FAA requires foreign operators applying for the issuance or amendment of OpSpecs to submit supporting documentation. The type of documentation that a foreign operator needs to provide to the FAA is identified in FAA Order 8900.1 volume 12, which is publicly available . The information is helpful to new applicants as well as existing operators.
