Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Where to find an ICR?

ICRs are publicly available on RegInfo.gov, and additional guidance can be found in the FAQs.

Note: Presidential Action influences are notated for ICRs received between January 20, 2025 and July 19, 2025.

Federalwide Assurance (FWA)

Key Information

Abstract

The Office of the Assistant Secretary for Health, Office for Human Research Protections (OHRP) is requesting a revision of the currently approved collection for the OMB No. 0990-0278, Federalwide Assurance (FWA) Form. The form is currently approved through October 31, 2026. The purpose of the FWA form is to provide a simplified procedure for institutions engaged in research conducted or supported by the Department of Health and Human Services (HHS) to satisfy the assurance requirements of (1) Section 491(a) of the Public Health Service Act (the PHS Act) (42 U.S.C. 289); and (2) HHS regulations for the protection of human subjects at 45 CFR 46.103. The respondents for this information collection are institutions engaged in HHS-conducted or –supported research involving human subjects. With this revision, OHRP is seeking to remove information from the FWA form to adopt the changes at 45 CFR 46.103 of the 2018 Requirements and reduce burden on respondents. The proposed changes to the FWA form include: 1) removing the Pre-2018 Common Rule requirement that institutions provide a statement of ethical principles; 2) removing the Pre-2018 Common Rule requirement that an institution designate one or more IRBs to review the research to which the FWA applies; 3) removing “check the box”, or the option for U.S. institutions to voluntarily apply the Common Rule, or the Common Rule and subparts B, C, and D of the HHS regulations at 45 CFR part 46, to all of an institution’s nonexempt human subjects research regardless of the source of support; and 4) eliminating the requirement for institutions outside the U.S. to provide procedural standards they apply for human subjects research when assuring compliance with the Terms of the Federalwide Assurance. Updates to the software applications OHRP uses to manage the FWA application process will be deployed to enable such changes.

Application Status

Key Information

Abstract

Application Status provides users with the capability to check the status of their pending Social Security claims either via the Internet or the National 800 Number Automated Telephone Service. Users need their Social Security number and a confirmation number to access this information. The Application Status shows users when SSA received the application, if we requested additional documents (e.g., military discharge papers, W2s, birth records, etc.), and provides the address for the office that is processing their application. Once SSA makes a decision on a claim, we post a copy of the decision notice online for the user to view. There are some exceptions to posting a copy online, such as disability denial notices (even if filed electronically) or claims that users did not file via the Internet, as we may not have those notices available for online review. Users access this application either via http://www.ssa.gov/onlineservices/ or through the National 800 Number. Respondents are Social Security claimants. We are submitting a Change Request to enhance the current Application Status system to give more information to the public when they request the status of their applications or claims.

Key Information

Abstract

The Children’s Bureau (CB), Administration for Children and Families (ACF), Administration for Children, Youth and Families (ACYF), U.S. Department of Health and Human Services (HHS), is requesting revisions to the approved information collection: Regional Partnership Grants (RPG) National Cross-Site Evaluation and Evaluation Technical Assistance (OMB #0970-0527). The proposed information collection will be used in a national cross-site evaluation of the seventh cohort of Children’s Bureau’s Regional Partnership Grants (RPG7). Specifically, this request is to extend approval of the majority of the currently approved instruments, remove two information collections, and add two information collections. This will allow CB to continue to conduct site visits, administer a web-based sustainability survey, and collect data on participants’ enrollment, service use, and outcomes. The addition of individual interviews and focus groups with adult participants enrolled in RPG services will allow for the first time the cross-site evaluation to include participants’ own voices to describe their experiences receiving RPG services. CB is removing the partnership survey, which will no longer be administered to grantees and the semiannual progress reports (SAPRs) which are now approved under a separate OMB number (0970-0490).

Evaluation of the Center for Legal and Judicial Innovation and Advancement (CLJIA) (previously Evaluation of the Capacity Building Collaborative)

Key Information

Abstract

This request is for a revision to the Information Collection Request (ICR) under Office of Management and Budget (OMB) #: 0970 – 0576. This information collection was originally related to a larger project, the Evaluation of the Child Welfare Capacity Building Collaborative, by the Children’s Bureau (CB) in the Administration on Children, Youth and Families (ACYF), Administration for Children and Families (ACF), U.S. Department of Health and Human Services (HHS). The original request and approval included thirty-five instruments. Most of that effort was concluded. This request seeks to extend the approval period for just three of the originally approved instruments to allow CB to continue to administer data collection instruments and procedures for the Academies and Workshops that are provided by the grant/technical assistance (TA) provider to court improvement programs (CIP) and the legal and judicial community. The Center for Legal and Judicial Innovation and Advancement (CLJIA) is the current provider, continuing to provide these services, which were previously provided by the Capacity Building Center for Courts (CBCC). The data collection is necessary to provide ongoing evaluation of the Academies and Workshops to inform continuous quality improvement (CQI) for these ongoing services. The three instruments have not changed except that the name of the grant/technical assistance provider was changed from CBCC to CLJIA. Additionally, burden estimates were updated to reflect the estimated number of new service recipients. CLJIA is currently planning new services and evaluation plans and related information collections that are subject to the Paperwork Reduction Act (PRA) will be submitted through a separate OMB ICR when ready.

Key Information

Abstract

Registered clearing agencies must send the Commission copies of materials the clearing agency distributes or makes generally available to its participants and other business contacts. Rule 17a-22 (17 CFR 240.17a-22) enables the Commission to stay informed about the clearing agency's activities and enhances the Commission's monitoring of the clearing agency's compliance with the Securities Exchange Act of 1934 and applicable regulations. 2025 PARTIAL REVISION: The Commission has amended Rule 17a-22 to: (i) replace the requirement to file supplementary materials with the Commission or an ARA in paper form with a requirement to post such materials on the clearing agency's internet website; and (ii) reduce the timeframe for compliance with the rule from 10 days to 2 business days for the posting requirement. Rule 17a-22 enables the Commission's monitoring of the clearing agency's compliance with the Securities Exchange Act of 1934 and applicable regulations. The Commission does not estimate that there would be any changes in the burdens as a result of these amendments.

Rule 19b-4 Filings with Respect to Securities-Based Swap Submissions, Advance Notices and Proposed Rule Changes by Self-Regulatory Organizations and the Security-Based Swap Stay of Clearing Requiremen

Key Information

Abstract

Rule 19b-4, 17 CFR 240.19b-4, requires each self-regulatory organization to file with the Commission on Form 19b-4 any proposed rule, or any proposed change in, addition to, or deletion from the rules of such SRO. The rule is designed to allow the Commission to review proposed rule changes and to solicit public comment on whether they should be approved or disapproved. 2025 AMENDMENT: The Commission recently adopted amendments to the rule and form related to signature requirements. However, the amendments do not change the estimated burden of the collection of information. The amended Rule 19b-4(j) will no longer require that the signatory to an electronically submitted Form 19b-4 manually sign a signature page or other document authenticating, acknowledging, or otherwise adopting his or her signature that appears in typed form within the electronic filing, execute that document before or at the time the rule filing is electronically submitted, and retain that document for its records in accordance with Rule 17a-1. The amended Form 19b-4 and the instructions to Form 19b-4 will no longer require that a duly authorized officer of the SRO manually sign one copy of the completed Form 19b-4 and that the manually signed signature page be maintained pursuant to section 17 of the Exchange Act.
