Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

This information collection request (ICR) is for data collection under the Administration for Children and Families (ACF) Generic Program-Specific Performance Progress Report (PPR) (0970-0490). This overarching generic has allowed ACF program offices to collect performance and progress data from recipients who receive funding from ACF under a discretionary award. This information is required under 45 CFR 75.342, monitoring and reporting program performance; 45 CFR 75.301, performance measurement; and the GPRA Modernization Act of 2010 (Pub.L. 111-352, Sec 12). In January 2025, the current Administration released multiple Executive Orders (EO) and memoranda requiring updates to information collections that request gender and/or gender identity, to only request “Sex” with the options Male/Female. Abstract

The National Ocean Service (NOS) proposes a revision to an approved information collection to collect data on the opinions, values, attitudes, and behaviors of visitors and residents local to National Estuarine Research Reserves (NERRs). The revisions to the collection were informed by the pre-tests and also include updates to ensure compliance with current Administration directives. No substantive changes have been made. Up-to-date socio-economic data is needed to support the individual NERR sites’ conservation and management goals. The initial surveys will be conducted for the Chesapeake Bay National Estuarine Research Reserve in Virginia (CBNERR-VA), Weeks Bay NERR (WBNERR), and Grand Bay NERR (GNDNERR), and the survey will be repeated regularly in other NERRs based on information needs and budget. This information will be used by NOAA and others to: ● understand who visits the NERRs, ● identify impacts of management decisions, ● inform management decisions, and ● extend education and outreach efforts. NOAA has a vested interest in this research as it supports comprehensive ocean and coastal planning and management. The data collected and resulting products are beneficial for NOAA, resource managers, and policy-makers.

This request is for reinstatement with changes of a previously approved information collection (OMB Control Number 0648-0639). Relative to the previously approved information collection, this information collection focuses on collecting data from a subset of the Alaska saltwater angler population targeted in previous collections, specifically all Alaska saltwater anglers fishing by charter boat rather than all Alaska saltwater anglers. The focus on charter anglers excludes anglers who fish from a private boat or from shore. The focus on the charter angler subpopulation is due to that population being of primary concern for fishery managers. Charter anglers fishing for federally-regulated Pacific halibut are subject to different regulations and management actions compared with other Alaska saltwater anglers. Harvest regulations (e.g., daily bag limits) for Pacific halibut off Alaska have been unchanged for decades and are unlikely to change in the foreseeable future. Charter fishing for halibut in Alaska, on the other hand, has experienced a number of important changes that affect both charter anglers and the charter fishing businesses providing charter fishing services. The proposed data collection is needed to improve estimates of fishing trip values and fishing behavior potentially affected by changes in federal recreational fisheries off Alaska, including recent declines in populations of Pacific halibut and subsequent measures to manage harvest in the Alaska recreational charter fishing sector. Numerous questions in the survey have been updated to better reflect, and understand the effects of, recent changes in Alaska marine recreational fisheries.

The Federal Communications Commission seeks to revise an existing information collection associated with the Advanced Methods to Target and Eliminate Unlawful Robocalls Sixth Report and Order and Call Authentication Trust Anchor Fifth Report and Order (“Gateway Provider Report and Order”). These revisions stem from the Advanced Methods to Target and Eliminate Unlawful Robocalls Eighth Report and Order (“Call Blocking Eighth Report and Order”). Unwanted and illegal robocalls have long been the Federal Communication Commission’s (“Commission”) top source of consumer complaints and one of the Commission’s top consumer protection priorities. Foreign-originated robocalls represent a significant portion of illegal robocalls, and gateway providers serve as a critical choke-point for reducing the number of illegal robocalls received by American consumers. In the Gateway Provider Report and Order, the Commission took steps to prevent these foreign-originated illegal robocalls from reaching consumers and to help track these calls back to the source. Along with further extension of the Commission’s caller ID authentication requirements and Robocall Mitigation Database filing requirements, the Commission adopted several robocall mitigation requirements, including a requirement for gateway providers to respond to traceback within 24 hours, mandatory blocking requirements, a “know your upstream provider” requirement, and a general mitigation requirement.

Abstract

We are requesting an extension of a currently approved data collection with no changes. Economic data is collected from vessel owners who operate in the Gulf and South Atlantic federal waters of US Southeast Region, and who have one or more federal permits for the commercial catch of shrimp. The Annual Economic Survey of Federal Gulf and South Atlantic Shrimp Permit Holders is conducted by the Social Science Research Group of the Southeast Fisheries Science Center (SEFSC) of the National Marine Fisheries Service (NMFS). Now in its 20th year, the survey collects data about operating expenses and the costs of owning and maintaining shrimp vessels. Each spring, surveys are sent by mail to a random sample of about a third of all vessels with federal permits for the harvest of Gulf penaeid shrimp or South Atlantic penaeid or rock shrimp. The survey has been very successful, with high response rates. For the 2021-2023 data years, response rates by permit type and year have ranged from 61% to 87%; with open access permits at the lower end as would be expected (permit non-renewal is less of a motivation to complete the survey if you can always get a new one). A collection of economic information from fishermen affected by the management of federal commercial fisheries is needed to ensure that national goals, objectives, and requirements of the Magnuson-Stevens Fishery Conservation and Management Act (MFCMA) and other laws are met. This information is vital in assessing the economic and social effects of management decisions and regulations on individual fishing enterprises, fishing communities, and the nation as a whole.

This request is for an extension of the current information collection. Pursuant to the High Seas Driftnet Fishing Moratorium Protection Act (Moratorium Protection Act) and the Marine Mammal Protection Act (MMPA), certain fish products may be excluded from U.S. markets. For example, if a nation is identified under the Moratorium Protection Act and fails to receive a positive certification decision from the Secretary of Commerce, certain fish or fish products from that nation may be prohibited from import to the United States. Similarly, if a nation does not receive a comparability finding for a fishery under the MMPA, products from that nation's fishery may also be prohibited. In each case, if certain fish or fish products of a nation are subject to import prohibitions (e.g., harvest of a particular fishery), NMFS requires that similar fish or fish products from that nation that are not subject to the import prohibitions be accompanied by Certification of Admissibility (COA) fish harvest record form to be eligible for entry into the United States. The benefit of this data collection is to ensure the continuance of permissible trade where import restrictions would otherwise result in blanket prohibitions on all relevant fish and fish products.

Section 90.483, Permissible Methods and Requirements of Interconnecting Private and Public Systems of Communications

Abstract

Section 90.483 requires when a frequency is shared by more than one system, automatic monitoring equipment must be installed at the base station to prevent activation of the transmitter when signals of co-channel stations are present and activation would interfere with communications in progress. Licensees may operate without this equipment if they have obtained the consent of all co-channel licensees located within a 120 kilometer (75 mile) radius of the interconnected base station transmitter. A statement must be submitted to the FCC indicating that all co-channel licensees have consented to operate without the monitoring equipment. The information is used by the FCC to ensure that licensees comply with the Commission's technical and operational duties.
