Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Testing Identified Elements for Success in Fatherhood Programs

Key Information

Abstract

This is the second of two information collection requests for the Testing Identified Elements for Success in Fatherhood Programs (Fatherhood TIES) study. The first request (approved December 7, 2023) included consent for participants to enter the study, baseline data collection, and data collection about program processes and outcomes during the study period to support the study team’s understanding of implementation and how it could be improved. In this second request, approval is being sought for the remainder of study data collection which seeks to gather additional information about program implementation and outcomes. Abstract

This information collection request (ICR) is for a revision to the umbrella Generic for ACF Program Monitoring Activities. The current expiration date is November 30, 2023. The overall proposed purposes, uses, and scope of the umbrella remain unchanged. The only changes are to the burden estimates, as described in sections A12 and A15. The Generic for ACF Program Monitoring Activities allows Administration for Children and Families (ACF) program offices to collect standardized information from recipients that receive Federal funds to ensure oversight, evaluation, support purposes, and stewardship of Federal funds. The information is necessary to ensure compliance with Federal and programmatic requirements, monitor progress on recipient activities, and determine and respond to recipient needs such as Training and Technical Assistance (T/TA). ACF is primarily a grant-making agency that promotes the economic and social well-being of families, children, individuals and communities with partnerships, funding, guidance, T/TA. ACF program offices have evolving monitoring needs, dependent on both internal and external factors, such as but not limited to: current grantee activities, needs; uses of federal funds; changes to aspects of programs based on statutory authority, federal regulations or policy, and/or Congressional appropriations; availability of program office funds for site visits (v. desk monitoring); matters of importance related to national health and safety needs of the public, or other events that lead to program changes. There are times when standardized collections of information would be helpful for program offices as they monitor recipient activities and needs. This generic clearance allows program offices the flexibility to create tailored information collections based on current circumstances and to receive approval for these in a timely manner. This is important to allow for ACF’s: • monitoring of compliance with federal practice, guidelines and requirements, • quick understanding of and remediation to national, regional, and/or site-specific issues, • provision of support as needed, • accurate assessment of the efficiency and efficacy of recipient activities • documentation of promising practice, innovative services, and program strengths • flexible and responsive oversight of federal funds

ACF’s Generic Clearance for Reviewer Recruitment Forms

Key Information

Abstract

This request by the Administration for Children and Families (ACF) is to extend approval of the generic clearance for Reviewer Recruitment Forms with no changes (note that burden estimates have been updated to reflect ongoing collections and estimated future burden, but the purpose and use of this generic have not changed). ACF may recruit reviewers for a variety of different activities and each program office within ACF has a slightly different needs for information about reviewer applicants for different activities. This overarching generic clearance allows ACF to request slightly different information from potential reviewers, yet the individual forms serve the same general function. The abbreviated clearance process of the generic clearance allows program offices to gather a suitable pool of candidates within the varied time periods available for reviewer recruitment. The forms submitted under this umbrella generic are and will be voluntary, low-burden and uncontroversial. Information will be collected electronically unless specified otherwise in an individual generic information collection (GenIC) request.

FY2023 Teen Pregnancy Prevention Performance Measures

Abstract

The Office of Population Affairs (OPA), in the Office of the Assistant Secretary for Health (OASH), U.S. Department of Health and Human Services (HHS), requests a new clearance for the collection of performance measures specifically for new FY2023 Teen Pregnancy Prevention (TPP) Program grantees. In FY2023, OPA expects to award 5-year TPP cooperative agreements to up to 96 organizations across three Notice of Funding Opportunities (NOFOs). Collection of performance measures is a requirement of all TPP awards and is included in the NOFOs. Abstract

Data from U.S. state birth defect surveillance systems, or population-based studies derived from them, will be used to identify a population-based sample of children and adolescents 2 to 17 years of age born with congenital heart defects (CHD). [NCIPC] The National Intimate Partner and Sexual Violence Survey (NISVS)

Key Information

Abstract

The National Intimate Partner and Sexual Violence Survey is an ongoing, nationally representative survey of non-institutionalized adult men and women aged 18 years or older in the United States assessing lifetime experiences to assess experiences of intimate partner violence, sexual violence and stalking among adults in the US. . It measures lifetime victimization for these types of violence as well as in the previous 12 months. NISVS has historically been administered through random-digit-dial sampling. From 2018-2021, CDC conducted feasibility testing and pilot testing aimed at developing methods for transitioning NISVS to an address-based sampling design that would reduce reliance on cell and landline phone participation and improve response rates. The modification in this revision request is to do a full-scale implementation of address-based sampling frame with push-to-web data collection and a call-in telephone option, intended to increase the response rate, and reduce respondent burden.

The Application and Annual Report fulfill the requirements of Section 505 and Section 506, respectively, of the Title V legislation. Abstract

This is a request for a new collection. The National Oceanic and Atmospheric Administration’s (NOAA) National Marine Fisheries Service (NMFS or NOAA Fisheries) proposes to conduct a data collection intended to assist in the mandatory evaluation of the red snapper and grouper-tilefish Individual Fishing Quota (IFQs) programs in the Southeast Region of the United States. Congress requires this evaluation every 5 to 7 years, as stipulated in the Magnuson-Stevens Fishery Conservation and Management Act (MSA) and its subsequent reauthorizations. The survey will gather information on demographics, knowledge and transparency about IFQ transactions, barriers obtaining and selling IFQ share and allocation, social networks' role in the fishery, multi-activity engagement within the IFQ program value chain, and factors influencing discarding practices. The collected data will support mandatory periodic evaluations of these catch share programs, inform fishery management plan amendments, and enhance socio-economic analyses of regulatory proposals. This research aims to strengthen fishery management decision-making and fulfill legal mandates under various statutes, including the Magnuson-Stevens Fishery Conservation and Management Act and Executive Order 12866.

Abstract

This is a request for an extension of an existing information collection. The National Oceanic and Atmospheric Administration’s (NOAA) Office of Education is sponsoring data collection efforts on its Bay Watershed Education and Training (B-WET) program. B-WET advances NOAA’s mission by awarding education grants that foster an environmentally literate citizenry who have the knowledge, attitudes, and skills needed to protect watersheds and related ocean, coastal, and Great Lakes ecosystems. B-WET currently funds projects in seven regions (California, Chesapeake Bay, Great Lakes, Gulf of America, Hawaii, New England, and the Pacific Northwest). To ensure high-quality educational activities funded by B-WET, we created a cross-region, internal evaluation system that collects information from B-WET awardees and their teacher participants to provide ongoing monitoring of program implementation and to identify opportunities for improved program outcomes. B-WET awardees and teacher participants complete online survey forms to provide data for the evaluation system. Awardees are surveyed once per year of the project and teachers are surveyed twice, once after completing professional development programs and once after teaching their students about watersheds. Information collected from awardees includes program elements such as program duration, format, audience, location, support and/or materials offered, and topics covered. Information collected from teacher professional development participants includes teaching methodologies, program satisfaction, program coverage, suggestions for improvement, and teaching confidence. This data collection effort benefits those who receive B-WET grants and project participants of those grants by providing regular program improvements that they can leverage to implement successful projects. The B-WET evaluation system is designed to collect data on a continuous basis (annually for grantees and as described above for teachers). However, data collection is currently paused due to the fact that the national evaluation instruments are not designed to assess project implementation during the ongoing impacts of the pandemic.

Abstract

This request is to initiate a new collection of information from members of the recreational and commercial fishing communities along the U.S. Pacific Coast to support expansion of fishery-independent groundfish research surveys conducted by the National Marine Fisheries Service’s (NMFS) Northwest Fisheries Science Center (NWFSC) and Southwest Fisheries Science Center (SWFSC). This collection will generate information essential for the expansion of existing industry-collaborative research surveys, eliminate spatial gaps in survey coverage, and provide information for the monitoring, assessment, and management of ecologically and economically important groundfish stocks. Due to the paucity of data for many species and the resulting uncertainty surrounding the health of these stocks, large areas of the coast have been closed to most fishing as a precautionary measure, which has been economically damaging to the recreational and commercial fishing communities. Partnering with these communities will close data gaps, reduce scientific uncertainty, and enable more effective management of U.S. Pacific Coast groundfish stocks. NMFS will generate a spreadsheet template that will be distributed on a voluntary basis to members of the recreational and commercial fishing communities along the U.S. Pacific Coast to solicit information about potential sampling locations to include in an expansion of existing research surveys. Specifically, NMFS requests data including GPS coordinates depth, seafloor type, target species, and recommended gear types for consideration as potential new sampling locations. Respondents will include existing contacts and research partners within the industry as well as individuals recommended by industry leaders and liaisons along the coast to ensure broad spatial coverage. NMFS plans to place no restrictions on broader distributions by primary respondents to other knowledgeable members of the fishing community (i.e., secondary respondents) on a voluntary basis.
