What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

The Rural Utilities Service, Rural Business-Cooperative Service, and Rural Housing Service, agencies that comprise the Rural Development Mission Area within the United States Department of Agriculture, are issuing a final rule to establish the authority authorized by Section 6210 of the Agriculture Improvement Act of 2018, which will assist rural families and small businesses in gaining access to broadband service by permitting recipients of a loan, grant, or loan guarantee from RD to use up to 10 percent of the amount provided to construct broadband infrastructure in areas not served by minimum acceptable level of broadband service. The collection of information described in this package is necessary for the identified RD programs that have established their respective programs requirements, to determine an applicant’s ability to borrow under the terms of Sec. 6210 of the 2018 Farm Bill and comply with statutory, regulatory, and administrative eligibility requirements for loan assistance. Applicants for RD programs that wish to will apply under the appropriate program regulation and follow the application requirements of that specific regulation. As part of that submission, applicants are required to provide a service area map, where applicable, of their entire service territory.

Abstract

The goal of this proceeding is to advance the transition to NG911, which, in its end state, will facilitate interoperability and 911 system resilience, improve connections between 911 call centers, and support the transmission of text, photos, videos, and data to PSAPs by individuals seeking emergency assistance. We require originating service providers (OSPs) to take steps in two phases to complete all translation and routing to deliver 911 traffic, including associated routing and location information, to 911 Authorities in the requested IP-based format. We are requiring 911 Authorities that wish to make Phase 1 or Phase 2 valid requests for delivery of 911 traffic in IP-based formats to provide notification containing certain certifications and information to either OSPs or to a registry to be made available by the Commission. We permit OSPs to file a petition to challenge 911 Authority requests, 911 Authorities to file oppositions, and OSPs to file replies. Finally, if a 911 Authority and an OSP enters into a voluntary mutual agreement that establishes a terms or terms different from the Commission's rules, the OSP must notify the Commission and provide information about alternative term(s) and transition deadline(s).

Abstract

The Rural Utilities Service (RUS) was established in 1994 by the Federal Crop Insurance Reform and Department of Agriculture Reorganization Act of 1994 (Pub. L. 103-354, 108 Stat. 3178, 7 U.S.C. 6941 et. seq.) as successor to the Rural Electrification Administration (REA) with respect to certain programs, including the electric loan and loan guarantee program authorized under the Rural Electrification Act of 1936 (7 U.S.C. 901 et seq., as amended) (RE Act). The RE Act authorizes and empowers the Administrator of RUS to make and guarantee loans to furnish and improve electric service in rural areas. These loans are amortized over a period of up to 35 years and secured by the borrower's electric assets and/or revenue. In the interest of protecting loan security, monitoring compliance with debt covenants, and ensuring that RUS loan funds are used for purposes authorized by law, RUS requires that borrowers prepare and submit for RUS evaluation certain studies and reports. Some of these studies and reports are required only once for each loan application; others must be submitted periodically until the loan is completely repaid. The RE Act also authorizes and empowers the Administrator of RUS to make or cause to be made, studies, investigations, and reports concerning the condition and progress of the electrification of several States and Territories; and to publish and disseminate information with respect thereto. Information supplied by borrowers forms the basis of many of these reports.
