What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

The Objective Work Plan (OWP) information collection is conducted in accordance with 42 USC of the Native American Programs Act of 1972, as amended. This collection is necessary to evaluate applications for financial assistance and determine the relative merits of the projects for which such assistance is requested, as set forth in Sec. 806 [42 USC 2991d-1](a)(1). The Ongoing Progress Report (OPR) information collection is conducted in accordance with Sec. 811 [42 USC 2992] of the Native American Programs Act and will allow the Administration for Children and Families (ACF) Administration for Native American (ANA) to report quantifiable results across all program areas. It also provides grantees with parameters for reporting their progress and helps ANA better monitor and determine the effectiveness of their projects. This request includes revisions to the currently approved OPR and a request for an extension for the OPR and the OWP; there are no changes proposed to the OWP. ANA would like to coordinate the review and approval of the OWP/OPR and the Project Outcomes Assessment Survey (POAS) (OMB #0970-0379) information collection to align expiration dates in the future. ANA is currently revising the POAS in accordance with Executive Order (E.O.) 14112 (Reforming Federal Funding and Support for Tribal Nations To Better Embrace Our Trust Responsibilities and Promote the Next Era of Tribal Self-Determination) so took the opportunity to review and make updates, as needed, to the materials under this OMB number and is now submitting the updated materials in coordination with a revision request for OMB #: 0970-0379.

Abstract

Public Law 117-333 Section 11, enacted January 5, 2023, amends title 38 CFR §3672, “Approval of Courses”. This provision of the law required VA to create and design two new uniform applications for approval of courses of educational programs, and for those forms to be available for use by October 1, 2023. These forms will be completed by educational institutions, training establishments and other organizations, as applicable, seeking approval of one or more of their programs of study for the payment of VA Education benefits to eligible beneficiaries. The institutions will submit the forms to the State Approving Agency (SAA) of jurisdiction for their review. By law, each SAA has the authority to make such approvals in their respective state. VA contracts with a SAA in each state for this work. Prior to the new legislative requirement, each SAA used their own application form making it difficult for training institutions operating in more than one state to readily complete the process as different states required different information. The new law ensures uniformity across all states. These forms will be used by educational institutions interested in applying for initial approval of their programs for payment of VA benefits, for revision of existing program approvals or withdrawal of approval for programs no longer offered. The institutions will complete either the VA Form 22-10287 or the VA Form 22-10288, based on the type of training offered at their institution. Institutions of Higher Learning (IHLs) will use the VA Form 22-10287 exclusively, and all other types of educational training establishments will use the VA Form 22-10288. Each institution will use their associated “program list” for adding, revising or removing any program they offer. Some administrative revision(s) may be required that do not involve program approval related matters, will be submitted on their respective application. In these instances, the associated program list will not be required. Administrative modifications include things such as changes of address, banking information, or ownership when all program offerings remain the same. The VA Forms 22-10287 and 22-10288 and their associated program lists will be submitted by the educational institution to the SAA of jurisdiction for review. The SAA makes an approval decision and notifies the institution accordingly. Immediately following, the SAA sends the approval package to the VA Education Liaison Representative (ELR) of jurisdiction. The approval package includes the application from the training institution, the SAA’s findings and additional related information to support payment of GI Bill benefits, as well as a copy of the notification to the training institution. The ELR reviews the approval package for completeness (or requests additional required information). Once the package is deemed complete, the ELR processes the package by entering the required information into WEAMS. Lastly, the ELR provides a report containing the final information to the training institution, with a copy to the SAA of jurisdiction. The approval data in WEAMS is used by Veterans Claims Examiners.

Key Information

Abstract

Early research and development work has demonstrated the value of a high-quality panel to improve representativeness and significantly reduce burden on respondents in the interest of collecting high-frequency data. The Military Panel is a national survey panel by the U.S. Census Bureau (Census) and the U.S. Department of Defense (DOD). Data collected from service members and their spouses on a variety of topics through the Panel will be used to improve military life and policies affecting active-service members and their families. The panel will consist of active-duty service members and spouses of active-duty service members that have agreed to be contacted and invited to participate. The goal for the overall panel project is to recruit at least 2,000 panel members (1,000 service members and 1,000 spouses), with data collection taking place once every two months, through fiscal year 2025.

FERC-545, Gas Pipeline Rates: Rate Change (Non-formal) (Final Rule RM96-1-43)

Key Information

Abstract

FERC-545 is required to implement sections 4, 5, and 16 of the Natural Gas Act (NGA), (15 USC 717c, 717d, and 717o). NGA Sections 4, 5, and 16 together authorize the Commission to inquire into rate structures and methodologies and to set rates at a just and reasonable level. Specifically, a natural gas company must obtain Commission authorization for all rates and charges made, demanded, or received in connection with the transportation or sale of natural gas in interstate commerce. The following information is the subject of the FERC-545 information collection: (1) tariff filings and any related compliance filings; (2) rate case filings and any related compliance filings; (3) informational reports; (4) negotiated rates; (5) non-conforming agreement filings; and (6) NAESB Activity (tariff portion only). In summary, the Commission uses the FERC-545 information to (1) ensure there are adequate customer protections under section 4 of the NGA; (2) review rates and terms and conditions of service changes by natural gas companies for the transportation and storage of natural gas; (3) provide general industry oversight; and (4) supplement documentation during FERC’s audits process. The Commission reviews the FERC-545 materials to determine whether proposed transportation and sales rates and terms and conditions of service are just and reasonable. The Commission uses the information to monitor rates and terms and conditions of service related to jurisdictional transportation, natural gas storage, and unbundled sales activities of jurisdictional companies. In addition to fulfilling the Commission’s obligations under the NGA, the information enables the Commission to monitor the activities and evaluate transactions of the natural gas industry to ensure competitiveness and improved efficiency of the industry’s operations. Consistent with our practice since Order No. 587-V, each pipeline must designate a single tariff section under which every NAESB WGQ Standard incorporated by reference by the Commission is listed. For each standard, the pipeline must specify in the tariff section or tariff sheet(s) listing all the NAESB standards: (a) whether the standard is incorporated by reference; (b) for those standards not incorporated by reference, the tariff provision that complies with the standard; or (c) for those standards with which the pipeline does not comply, an explanatory statement, including an indication of whether the pipeline has been granted a waiver, extension of time, or other variance with respect to compliance with the standard.

Abstract

The Final rule in RM96-1-043 would revise FERC-549C by amending 18 CFR 284.12 to incorporate by reference, with certain enumerated exceptions, Version 4.0 of Standards for Business Practices of Interstate Natural Gas Pipelines adopted by the Wholesale Gas Quadrant of the North American Energy Standards Board. The Final Rule revises the information collection activities in FERC-549C by: • Adding a new data element, “Cycle Indicator,” to the data set for the Storage Information standard to address technical details for the reporting of storage balances and the activities that affect storage balances; • Revising the data element “Service Requester Contract” contained in the data set for the Flowing Gas Related Allocation standard to identify the applicable contract and to support the communication of the results of processes used to allocate the actual flow of gas quantities to parties involved in a transaction; and • Adding a new sender’s option data element, “Location Indicator Data,” to the Transactional Reporting – Capacity Release standard to improve efficiencies by providing a mechanism for a transportation service provider to communicate the locations at which a discounted rate is offered as well as if the rate is associated with a single location, multiple locations, or all locations. Failure to collect the FERC-549C data would prevent the Commission from monitoring and properly evaluating pipeline transactions and/or meeting statutory obligations under both the NGA and NGPA. The implementation of these standards and regulations has promoted the additional efficiency and reliability of the natural gas industries’ operations thereby helping the Commission to carry out its responsibilities under the NGA. In addition, the Commission’s Office of Enforcement will use the data for general industry oversight. These requirements conform to our plan for efficient information collection, communication, and management within the natural gas pipeline industries.

Abstract

The Emission Guidelines for Large Municipal Waste Combustors Constructed on or before September 20, 1994 (40 CFR Part 60, Subpart Cb) were proposed on September 20, 1994; promulgated on December 19, 1995; and amended on both August 25, 1997, and May 10, 2006. The Agency received petitions on various aspects of the standards, however, and the 2006 rule was remanded in 2008. EPA is finalizing a rulemaking to address that remand, which includes a reevaluation of maximum achievable control technology (MACT) floors and the next iteration of the 5-year review of the standards as required by the CAA. The EPA is proposing revised requirements to existing subpart Cb (Emissions Guidelines and Compliance Times for Large Municipal Waste Combustors That are Constructed on or Before September 20, 1994) on January 23, 2024. The EPA is proposing the revised requirements in new subpart 40 CFR Part 60, Subpart WWWW (Emission Guidelines and Compliance Times for Large Municipal Waste Combustors Constructed on or Before January 23, 2024). Subpart WWWW applies to existing facilities constructed either on or before January 23, 2024 that own and operate municipal waste combustion (MWC) units with a combustion capacity greater than 250 tons per day of municipal solid waste (large MWC units). In general, all EG standards require initial notifications, performance tests, and periodic reports by the owners/operators of the affected facilities. They are also required to maintain records of the occurrence and duration of any startup, shutdown, or malfunction in the operation of an affected facility, or any period during which the monitoring system is inoperative. These notifications, reports, and records are essential in determining compliance, and are required of all affected facilities subject to the EG. The final amendments reflect the results from the MACT floor reevaluation and the 5-year review; remove startup, shutdown and malfunction exclusions and exceptions; streamline regulatory language; revise recordkeeping and electronic reporting requirements; and clarify requirements for certain air curtain incinerators. Additionally, the amendments re-establish new source and existing source applicability dates. Large MWC units that are currently subject to the New Source Performance Standards (NSPS) of subparts Ea and Eb will become “existing” sources under the amended standards and would be required to meet the revised emission guidelines (EG) under subpart WWWW by the applicable compliance date for the revised guidelines. Burdens associated with the 2006 standards are addressed separately under EPA ICR Number 1847.09 and are not included in this ICR. This ICR applies only to the incremental burden incurred by existing units due to the revisions to these standards. The guidelines do not apply directly to large MWC unit owners and operators, since they are implemented through state plans (SPs). If a state does not develop, adopt, and submit an approved state plan, or if a state’s plan is not approved, the EPA must promulgate a Federal plan to implement the emission guidelines in a state without its own SP. This information is being collected to ensure compliance with the final amendments to 40 CFR Part 60, Subpart Cb.

Abstract

The New Source Performance Standards (NSPS) for Municipal Waste Combustors (40 CFR Part 60, Subparts Ea and Eb) apply to existing and new facilities with a municipal waste combustor unit capacity greater than 225 megagrams per day of municipal solid waste. In general, all NSPS standards require initial notifications, performance tests, and periodic reports by the owners/operators of the affected facilities. They are also required to maintain records of the occurrence and duration of any startup, shutdown, or malfunction in the operation of an affected facility, or any period during which the monitoring system is inoperative. These notifications, reports, and records are essential in determining compliance with 40 CFR Part 60, Subparts Ea and Eb.

Abstract

The National Industrial Security System (NISS) is the repository of records and collection instrument for information pertaining to contractor facility security clearances (FCL) and contractor capabilities to protect classified information in its possession. Information collected and stored is utilized to determine if a company and its key management personnel are eligible for issuance of a facility clearance in accordance with 32 CFR Part 117 requirements. In addition, information is utilized to inform Government Contracting Activities (GCAs) of contractor’s ability to maintain facility clearance status and/or storage capability as well as to analyze vulnerabilities identified within security programs and ensure proper mitigation actions are taken to preclude unauthorized disclosure of classified information.

Abstract

When a Social Security beneficiary or claimant reports work outside the United States, SSA uses Form SSA 7163 to determine if foreign work deductions are applicable. Specifically, SSA uses Form SSA-7163 to determine: (1) whether work performed by beneficiaries outside the United States is cause for deductions from their monthly benefits; (2) which of two work tests (foreign or regular test) is applicable; and (3) the number of months, if any, for SSA imposed deductions. As the respondents are beneficiaries living and working outside the United States, SSA must determine whether the annual earnings test applies to all earnings from work covered by the Social Security Act (Act), including earnings from covered work performed outside the United States. However, because of the differences in foreign currency values, it is administratively impractical to apply this test to earnings from non-covered work performed outside the United States and base it on United States dollars. Accordingly, the 45-hour work test provides for deductions from the benefits of employees under full retirement age who engage in non-covered remunerative activity for more than 45 hours in a calendar month. SSA asks beneficiaries working outside the United States to complete this form annually or every other year (depending on the country of residence). Respondents are beneficiaries or claimants for Social Security benefits who are engaged in work outside the United States. We are submitting this non-substantive change request to remove the signature requirement.

Abstract

The Program for International Student Assessments (PISA) is an international assessment of 15-year-olds which focuses on assessing students’ reading, mathematics, and science literacy. PISA was first administered in 2000 and is conducted every three years. The ninth cycle of the study, PISA 2025, is being administered at a time when interest is increasing, both worldwide and in the United States, in how well schools are preparing students to meet the challenges of the future, and how the students perform compared with their peers in other education systems of the world. Approximately 85 education systems, including the U.S., are expected to participate in 2025. The U.S. has participated in all previous cycles and is participating in 2025 in order to track trends and to compare the performance of U.S. students with that in other education systems. PISA 2025 is sponsored by the Organization for Economic Cooperation and Development (OECD). In the U.S., PISA 2025 is conducted by the National Center for Education Statistics (NCES) of the Institute of Education Sciences (IES), U.S. Department of Education. PISA is a collaboration among the participating countries, the OECD, and a group of international organizations each under contract to the OECD (hereafter referred to as the PISA International Consortium). In each administration of PISA, one of the subject areas (reading, mathematics, or science literacy) is the major domain and has the broadest content coverage, while the other two subjects are the minor domains. Science literacy will be the major domain in PISA 2025. Other areas may also be assessed, such as, in the case of PISA 2025, Learning in a Digital World (LDW), which will be an innovative domain in 2025. PISA assesses students’ knowledge and skills gained both in and out of school environments. The focus on the “yield” of education in and out of school makes it different from other international assessments such as the Trends in International Mathematics and Science Study (TIMSS) and the Progress in International Reading Literacy Study (PIRLS), which are closely tied to school curriculum frameworks and assess younger and grade-based populations. Like previous rounds of PISA in 2015, 2018, and 2022, in PISA 2025 the entire assessment and the questionnaires will be administered on computer. In addition to the cognitive assessments, PISA 2025 will include questionnaires administered to school principals and assessed students. The school questionnaire will be delivered online. The school and student questionnaires are core components of PISA and as such are required for all participating countries. The teacher questionnaire, which is optional and was administered in previous rounds (2015 and 2018), will not be administered in 2025 because the U.S. has deemed the resulting data inadequate for analyses due to the lack of weights for the teacher data. To prepare for the main study in 2025, PISA countries conducted a field test in the spring of 2024, primarily to evaluate newly developed assessment and questionnaire items but also to test the assessment operations. The PISA 2025 field test data collection occurred in the U.S.A. March-April 2024 and the main study data collection will take place September-November 2025. This submission requests approval for all final materials associated with recruitment and data collection activities related to the PISA 2025 main study and is accompanied by a notice published in the Federal Register allowing a 30-day public comment period on the final details of the PISA 2025 main study data collection. In order to conduct the main study by March 2025, we are submitting this 30D revision with the final main study student video (Appendix A-2) and final school and student questionnaires (Appendix C-2), as well as refined details about changes to the design and procedures for the main study (Parts A & B).
