What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Key Information

Abstract

The UCFE law (5 U.S.C. 8501, et seq.) requires state workforce agencies to administer the UCFE program in accordance with the same terms and provisions of the paying state's unemployment insurance law, which apply to unemployed claimants who worked in the private sector. Each state agency must be able to obtain certain information (wage, separation data) about each claimant filing claims for UCFE benefits to enable them to determine his/her eligibility for benefits. The Department of Labor (DOL) has prescribed forms to enable the state agencies to obtain this necessary information from the individual's Federal employing agency. Each of these forms is essential to the UCFE claims process and the frequency of use varies depending upon the circumstances involved. These are model forms which states may customize as needed to collect the necessary information required to operate the UCFE program.

Abstract

The Ryan White HIV/AIDS Program’s (RWHAP) AIDS Education and Training Center (AETC) Program, authorized under Title XXVI of the Public Health Service Act, supports a network of regional centers that conduct targeted, multi-disciplinary education and training programs for health care providers treating people with HIV. The RWHAP Regional AETC Program’s purpose is to increase the number of healthcare providers who are effectively educated and motivated to counsel, diagnose, treat, and medically manage people with HIV. The RWHAP Regional AETC Program recipients are required to report data on the training activities and trainees to HRSA once a year. HRSA is requesting the approval of new AETC data collection forms to accurately capture data relating to Regional AETC activities, participants, and site information for both Practice Transformation and Interprofessional Education sites as well as involvement in the HIV care and treatment workforce (1-year post-participation), knowledge gained through participating in an activity, and satisfaction with the activity.

These interim final regulations set forth rules implementing revisions to the Public Health Service (PHS) Act section 2719 for internal claims and appeals and external review processes to implement Section 110 of the No Surprises Act (NSA), which protects participants, beneficiaries, and enrollees in group health plans and group and individual health insurance coverage from receiving surprise medical bills when they receive emergency services, non-emergency services from non-participating providers at participating facilities, and air ambulance services, under certain circumstances. Specifically Section 110 of the NSA amends section 2719 of the PHS Act to require the external review process to apply to participants, beneficiaries, and enrollees of such plans with respect to any adverse determination by a plan or issuer under section 2799A-1 or 2799A-2 of the PHS Act. These protections also extend to grandfathered plans.

Moving to Work, Landlord Incentives Cohort Evaluation

Abstract

The Office of Policy Development and Research (PD&R) at the U. S. Department of Housing and Urban Development (HUD) contracted with Abt Associates (in partnership with the University of Hawai’i) to conduct an evaluation of the Moving to Work, Landlord Incentives cohort. As required under the Paperwork Reduction Act, HUD seeks approval from the Office of Management and Budget (OMB) for data collection instruments associated with the evaluation. The Housing Choice Voucher (HCV) program is tenant-based housing assistance program and is the Department of Housing and Urban Development’s (HUD’s) largest rental assistance program. Rather than limiting households to rental units located in specific housing projects, the HCV program lets households use vouchers to find their own housing in the private rental market. For this reason, the HCV program works well only if private market landlords are willing to make their units available to voucher holders. Many public housing agencies (PHAs) struggle to attract and retain landlords in the program, leading to low rates for voucher holders successfully leasing units and other program inefficiencies. Moving to Work (MTW) is a HUD demonstration program that encourages PHAs to test ways to increase the cost effectiveness of federal housing programs, encourage greater self-sufficiency of households receiving housing assistance, and increase housing choice for low-income families. MTW designation gives PHAs relief from many of the regulations and statutory provisions that apply to HCV and public housing programs. MTW was initially authorized by Congress in 1996, and in 2016, HUD was authorized to expand the Demonstration to an additional 100 PHAs. In January 2021, HUD published a Request for Applications for the Landlord Incentives Cohort of the MTW Expansion. In this cohort, PHAs will implement incentives for landlords to encourage their participation in the HCV program. In January 2022, HUD announced that twenty-nine (29) PHAs were selected to participate in the Landlord Incentives Cohort. PHAs participating in the Landlord Incentives Cohort must adopt at least two incentives from a menu of nine incentive options. Incentive options include payment standards flexibility, one-time financial incentives (such as signing bonuses and damage reimbursements), and simplified inspections processes. The goals of these incentives are: (1) to increase landlord participation in the HCV program and (2) to increase voucher holder success rates in leasing units in the program. The Moving to Work Landlord Incentives Evaluation (“Landlord Incentives Evaluation”), led by Abt Associates, will examine how PHAs implement these incentives and how these incentives affect program outcomes. This request relates to primary data to be collected for the Landlord Incentives Evaluation. This supporting statement is the first in a series of OMB submissions that correspond to an array of data collection activities for the evaluation of the Moving to Work, Landlord Incentives cohort. HUD seeks clearance in this submission for: • Semi-structured interview guides for site visits and telephone interviews with staff from treatment and a subset of comparison PHAs; • Online surveys to treatment and comparison PHAs; and • Semi-structured interview guides for site visits with landlords within treatment and a subset of comparison PHA jurisdictions.

Abstract

In order to implement section 3507 of the National Defense Authorization Act of 2018, Public Law 115-91 (the “Act”), codified at 46 United States Code (U.S.C.) 51706 (previously designated as 46 U.S.C. 54102), MARAD developed a procedure to recommend to the Secretary the designation of eligible institutions as Centers of Excellence (CoE) for Domestic Maritime Workforce Training and Education. Pursuant to the Act, the Secretary of Transportation may designate certain eligible and qualified training entities as CoEs. Authority to administer the CoE program is delegated to MARAD in 49 Code of Federal Regulations (CFR) 1.93(a). The New Source Performance Standards (NSPS) for NSPS for Electric Utility Steam Generating Units (40 CFR Part 60 Subpart Da) were proposed on September 18, 1978, promulgated on June 11, 1979, and amended on November 19, 2014 and April 6, 2016. These regulations apply to new and existing electric utility steam generating units capable of combusting more than 73 megawatts (MW) heat input of fossil fuel. They are also required to maintain records of the occurrence and duration of any startup, shutdown, or malfunction in the operation of an affected facility, or any period during which the monitoring system is inoperative. The 2021 Consolidated Appropriations Act, Div. L, Title II - HUD Appropriations Act, 2021, provided $20,000,000 for competitive grants to nonprofit or governmental entities to provide legal assistance (including assistance related to pretrial activities, trial activities, post-trial activities and alternative dispute resolution) at no cost to eligible low-income tenants at risk of or subject to eviction. The collection of information in association with the Notice of Funding Opportunity (NOFO) will be used by the Office of Policy Development and Research to meet its program monitoring obligations under the Act, including ensuring that eligible tenants living in rural areas are served. The House of Representatives Explanatory Statement of the Consolidated Appropriations Act, 2021 Congressional Record 166, no. 218, book IV, at H8828, December 21, 2020, further emphasized the importance of implementing and overseeing this grant as a “demonstration program.” Accordingly, the collection of information enables HUD to meet its research and demonstration obligations under the Housing and Urban Development Act of 1970, section 501 (12 U.S.C. § 1701z-1) for this new program. This revision is being submitted because ongoing program execution has revealed grantee reporting questions and challenges, and the need for additional standardization, fillable formats, and data point clarifications and revisions. The forms are also revised to integrate the new Office of Management and Budget (OMB) race and ethnicity data standards. HUD is also seeking approval to implement a revised version of HUD Form 52698 and three additional forms. While these forms will require additional time to complete, they are expected to reduce confusion and corrections of administrative requirements, benefitting both HUD and grantees.

These regulations apply to affected facilities at petroleum refineries that were constructed, modified or reconstructed on or before May 14, 2007. The affected sources are: 1) fluid catalytic cracking unit (FCCU) catalyst regenerator or fuel gas combustion device (FGCD) other than a flare that commenced construction, reconstruction or modification after June 11, 1973 and on/or before May 14, 2007; 2) FGCD that is also a flare that commenced construction, reconstruction or modification after June 11, 1973 and on/or before June 24, 2008; or 3) any Claus sulfur recovery plant with a design capacity of more than 20 long tons per day sulfur feed which commenced construction, reconstruction or modification after October 4, 1976 and on/or before May 14, 2007. These regulations also apply to flares which commenced construction, modification, or reconstruction on/or before June 24, 2008. At the time of this ICR renewal, all refinery flares are subject to the NSPS Subpart Ja requirements. This information is being collected to assure compliance with 40 CFR Part 60, Subpart J. NOAA Competitive Research Program (CRP) Grants Proposal Application Package

Abstract

This request is for a revision and extension of a currently approved information collection. The National Oceanic and Atmospheric Administration’s Coastal Ocean Program (COP) now known as the Competitive Research Program (CRP) under the National Centers for Coastal Ocean Science provides direct financial assistance through grants and cooperative agreements for research supporting the management of coastal ecosystems and the NOAA Restore Science Program. The statutory authority for COP is P.L. 102-567, Section 201 (Coastal Ocean Program). NOAA was authorized to establish and administer the Restore Science Program, in consultation with the U.S. Fish and Wildlife Service, by the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies (RESTORE) of the Gulf States Act of 2012 (Public Law 112-141, Section 1604). Identified in the RESTORE Act as the Gulf Coast Ecosystem Restoration Science, Observation, Monitoring, and Technology Program, the Program is commonly known as the NOAA RESTORE Science Program (RSP). In addition to standard government application requirements, applicants for financial assistance for both programs are required to submit a project summary form, current and pending form, and a Data Management form template. The Data Management form template is a new addition to the application package. Data Management is a required element of the application package and the use of this form the will reduce the public burden by providing a specific format instead of requiring each applicant to create their own format. CRP recipients are required to file annual progress reports and a project final report using CRP formats. The RSP recipients are required to file semiannual progress reports, a final report and a Gantt chart showing project milestones using RSP formats. All of these requirements are needed for better evaluation of proposals and monitoring of awards.
