Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

This is to request approval for the continued use of an electronic Individual Development Plan (eIDP), with an exit survey. Completing an eIDP is a crucial step in a trainees’ professional development and is a standard in graduate and postdoctoral education. An IDP is an effective tool for trainees to think about their career goals and skills needed to achieve them during their time at the NEI. Trainees work together with their research mentor to organize and describe their research projects, consider career paths, and set training goals and expectations. The information provided by the trainee on their proposed project, for example, helps their mentor judge the merits and feasibility of said project, helping identify problems early on and prevent possible delays. As research training at the NIH is time-limited (for example, postdoctoral fellows can only stay five years without special permission) and the types of research emphasized at the NIH and NEI are high-risk/high-reward projects that typically span much of the trainee’s tenure, the use of the project section in the eIDP assists mentors and mentees in aligning their goals and has ensured that projects are well thought out and planned to avoid delays. Additionally, in case of a dispute on the direction of a project, the mentor and mentee can refer back to what’s proposed within the eIDP.

Abstract

This request is for a revision of a currently approved information collection. This revision is being requested in support of the final rule to implement Framework Adjustment 16 to the Mackerel, Squid, and Butterfish Fishery Management Plan. Framework 16 proposes adding a vessel hold baseline requirement for limited access Illex squid vessels in order to cap fishing power and limit expansion of effort in the fishery. In order to comply with this requirement, limited access Illex squid permit holders will need to submit certified vessel hold capacity measurements to NMFS approximately 12 months after implementation of the rule, and vessel hold capacity measurements will be required on all subsequent vessel permit applications and RPH applications for limited access Illex squid vessels. This action will also clarify an existing requirement for limited access Illex squid permit holders to submit daily reports via vessel monitoring system (VMS) to better verify catch in this fishery. The burden hours and cost associated with daily VMS reporting in the Illex squid fishery were already calculated and approved through previous actions; therefore, this clarification does not need additional approval through the PRA. Additionally, this action will require Illex and longfin squid vessels to declare their primary annual vessel processing type in order to assist stock assessment scientists in calculating catch per unit effort (CPUE). This information will be collected through the use of existing vessel permit applications and there will be negligible additional burden and no cost; therefore, this requirement also does not need additional approval through the PRA.

Abstract

The information collection request is for an extension without change of a currently approved collection under OMB control number 2132-0564 “Survey of FTA Stakeholders". There have been no changes to the collection of information or the survey instrument. However, although there was no change in survey instrument/methodology, regulatory environment or FTA programmatic changes, there has been a change in the respondent universe. This shift is associated with an increase in unique individuals with system accounts, which increased the respondent universe. Due to FTA’s outreach efforts to increase participation in the survey there was an increase in CEO respondents and Editor respondents. As a result, the total respondent universe is now 8,177, an increase of 27 percent. Correspondingly, the burden hours submitted with this information collection request is 2,045, an increase of 27 percent. There has also been an increase in burden cost as new labor rates were used for calculations of the respondents and federal employees. This is a voluntary collection of information via a survey that is distributed on a biennial basis. The survey provides FTA decision makers with the information necessary to determine current levels of service, establish realistic service delivery standards and opportunities for improvement, and establish mechanisms for ongoing monitoring of customer satisfaction. The information collected from FTA's grantees helps ensure that users have an effective, efficient, and satisfying experience with the Agency's programs. The entities that will respond to the "Rating FTA Services to its Customers" survey include the CEO's, CFO's Executive Director as well as professional staff aka as NTD editors, such as engineers, urban planners, grant managers at public and private transit operators, state agencies and Metropolitan Planning Organizations across the country. As required, the supporting statement A, supporting statement B, survey instrument, methodology, and checklist are included without change as previously approved from DOT's Office of Bureau for Transportation Statistics (BTS).

The purpose of this ICR is to authorize the ‘Solar Ambassador Household Intake Form’ as the means to collect homeowner information necessary to qualify households as eligible to participate in the deployment phase of the PR-ERF. Eligibility is limited to very low-income single-family households residing in Puerto Rico that (1) include an individual with an energy-dependent disability or (2) are located in a Last Mile Community.Emergency Justfication:DOE requires emergency approval for this collection of information to comply with its legal obligations under the Consolidated Appropriations Act of 2023, Public Law 117- 328. The Consolidated Appropriations Act of 2023, Public Law 117-328,1 directs the Department of Energy to improve the resilience of the Puerto Rican electric grid, including grants for low-and-moderate-income households and households that include individuals with disabilities for the purchase and installation of renewable energy, energy storage, and other grid technologies. Specifically, DOE requires emergency approval for this collection to address the urgent need to accelerate the provision of solar PV and 2 battery storage systems to ensure reliable electric service is available to vulnerable residents of Puerto Rico. Collection of this information is essential to the mission of DOE. DOE plans to continue installations of solar PV and battery storage systems to address the harm and risk represented by the fragility of the island’s power system. However, DOE has received significant public input from program awardees and potential beneficiaries2 to expand the types of information that may be submitted to verify eligibility under the program. Many awardees and potential beneficiaries of this program have requested DOE expand the definition “very low-income single-family household” to consider additional income qualifying programs and allow potential beneficiaries to submit this information as verification of eligibility to the program. As a result, it is necessary for DOE to modify the program information collection practices in response to this public feedback. Failure to collect the information necessary to verify eligibility in a timely manner will cause unacceptable delays in providing assistance necessary to reestablish the reliability of electric service to these vulnerable residents. As such, public harm is reasonably likely to result in the absence of emergency approval of this request.

This information collection is mandatory for cargo tank carriers transporting flammable cryogenic liquids. This reporting and recordkeeping requirements is required each time a carrier transports a cargo tank carrying flammable cryogenic liquids. The carrier must create a written record indicating details such as the one-way travel time, the pressure of the tank at discharge, ambient (outside) temperature, and indications of valve pressures during loading and unloading operations. This report is provided to subsequent drivers to ensure that they are aware of the cargo tank integrity from previous trips. These reports ensure that the integrity of the cargo tank is maintained and appropriate actions are taken by a driver in the event of an accident or incident, excessive pressure, or delayed transport. Furthermore, they ensure that a driver can determine that the cargo tank was loaded within its proper limits and that the cargo tank or its insulation has not been compromised.

Abstract

The Dodd-Frank Wall Street Reform and Consumer Protection Act charges the Consumer Financial Protection Bureau with researching, analyzing, and reporting on topics relating to the Bureau's mission including consumer behavior, consumer awareness, and developments in markets for consumer financial products and services. To improve its understanding of how consumers engage with financial markets, the Bureau has successfully used surveys under its “Making Ends Meet” program. The “Making Ends Meet” program has also used the Bureau's Consumer Credit Information Panel (CCIP) as a frame to survey people about their experiences in consumer credit markets. The Bureau seeks approval for two yearly surveys under the “Making Ends Meet” program. These surveys solicit information on the consumer's experience related to household financial shocks, particularly shocks related to the economic effects of the COVID–19 pandemic, how households respond to those shocks, and the role of savings to help provide a financial buffer. The first survey will be a follow-up to respondents from the Bureau's 2023 “Making Ends Meet” survey to better understand household financial experiences dealing with medical debt as well as consumers' interactions with various financial products. The second survey will go to a new sample of consumers from the CCIP and will address several topics of interest to the Bureau possibly including the impact of natural disasters and other environmental events, credit shopping behavior, additional follow-up regarding debt collection, and the assessment of various fees throughout the financial services ecosystem.

This is to request the Office of Management and Budget’s (OMB) renewed three-year extension for the information collection “Response Plans for Shipments of Oil,” OMB Control No. 2137-0591. This information collection is a mandatory reporting requirement. A basic response plan is required when a carrier transports 3,500 gallons or more of liquid petroleum oil in a package and a comprehensive written response plan is required when a carrier transports liquid petroleum or non-petroleum oil in a quantity greater than 1,000 barrels (42,000 gallons). When a carrier becomes subject, they will need to create an initial plan, with more minor annual updates, if the carrier continues to transport oil in a quantity that subjects them to this information collection. The response plans identify a manner of response if discharge of the oil occurs, the maximum potential discharge for each package, who will respond if a discharge occurs, and who will contact the appropriate authorities. This information is only required to be maintained by the carrier, and implemented by the carrier and any emergency response personnel in the event of a discharge.

The Securities and Exchange Commission utilizes an Electronic Data Collection System, a Tips and Complaints Referral database. The database supports information provided by the general public that would like to file a tip or fraud complaint with the SEC. The database is a web based e-filed dynamic report based on current technology that pre-populates and establishes a series of questions based on the data that the individual enters. The individual will then complete specific information on the subject(s) and nature of the suspicious activity, using the data elements appropriate to the type of tip or complaint. The information collection is voluntary. A paper form is also available and has been approved under OMB Control number 3235-0686.

Abstract

The Transportation Security Administration (TSA) is conducting a multiphase rulemaking to amend the regulations to address mDLs. To initiate the first phase, TSA published a notice of proposed rulemaking (NPRM) on August 30, 2023, and a final rule on October 25, 2024. This initial phase enables States to apply to TSA for a temporary waiver of the prohibition on Federal acceptance of non-compliant mDLs. The waiver enabled by this rule permits Federal agencies, at their discretion, to continue accepting for official REAL ID purposes mDLs issued by States to whom TSA has issued a waiver. In the second phase, TSA intends to follow the finalization of industry technical standards and issue another rule that would replace the waiver provisions with minimum technical requirements and security standards necessary for states to issue REAL ID-compliant mDLs. Through this final rule, TSA requires States to apply to TSA for a waiver, following the processes set forth in section 37.9(a) and submitting materials required by sections 37.10(a) and (b). The final rule also imposes continuing obligations on a State that has been issued a waiver, which may require States to submit additional materials to TSA.

Abstract

The National Emission Standards for Hazardous Air Pollutants (NESHAP) for Lime Manufacturing (40 CR Part 63, Subpart AAAAA) were proposed on December 20, 2002, promulgated on January 5, 2004, and amended on April 20, 2006. These regulations apply to existing facilities and new major source facilities that either emit or have the potential to emit any single hazardous air pollutant (HAP) at a rate of 10 tons (9.07 megagrams) or more per year or any combination of HAP at a rate of 25 tons (22.68 megagrams) or more per year from all emission sources at the plant site. This subpart covers lime kilns, their associated coolers, and processed stone handling (PSH) operation systems located at a lime manufacturing plant that is a major source. New facilities include those that commenced construction, modification or reconstruction after the date of proposal. This information is being collected to assure compliance with 40 CFR Part 63, Subpart AAAAA. This ICR is prepared for final rule amendments to the NESHAP for Lime Manufacturing Plants (40 CFR part 63, subpart AAAAA). In general, all NESHAP standards require initial notifications, performance tests, and periodic reports by the owners/operators of the affected facilities. They are also required to maintain records of the occurrence and duration of any startup, shutdown, or malfunction in the operation of an affected facility, or any period during which the monitoring system is inoperative. These notifications, reports, and records are essential in determining compliance, and are required of all affected facilities subject to NESHAP.

5 USC 5520a(k) directs the establishment of provisions for the involuntary allotment of the pay of a member of the uniformed services for indebtedness owed a third party as determined by the final judgment of a court, and as determined by military authority to be in compliance with the Soldiers' and Sailors' Civil Relief Act of 1940. These provisions must also consider the absence of a military member of the uniformed services from appearance in a civil proceeding if the absence results from the exigencies of military duty. The DD Form 2653, "Involuntary Allotment Application," provides the Department of Defense the reviewing authority with the data necessary to act on results form the public for assistance in the collection of debt.

Abstract

This request is for revision and extension of a currently approved information collection by the Office of National Marine Sanctuaries (ONMS). ONMS manages national marine sanctuaries pursuant to the purposes and policies of the National Marine Sanctuaries Act (16 U.S.C. 1431 et seq.). National marine sanctuary regulations at 15 CFR part 922 list specific activities that are prohibited in national marine sanctuaries. These regulations also state that otherwise prohibited activities may be conducted if a permit is issued by ONMS. Persons desiring a permit must submit an application (note that requests for baitfish permits and Tortugas Ecological Reserve North Access permits require contacting Florida Keys National Marine Sanctuary and do not require a completed ONMS permit application), and anyone obtaining a permit is generally required to submit one or more reports on the activity allowed under the permit. The recordkeeping and reporting requirements at 15 CFR part 922 form the basis for this collection of information. This information is required by ONMS to protect and manage sanctuary resources. The permit application collects information about the proposed activities, the methods proposed to be used, the potential effects to sanctuary resources, and information on the regulatory review criteria at 15 CFR part 922. ONMS uses this information to evaluate whether the proposed activities are consistent with the goals and objectives of the sanctuary and the purposes and policies of the NMSA. Changes to this information collection include revisions to the permit application and instructions to collect information about small businesses to better assess the types of entities engaged in permitting activities. The estimated number of permits issued per year also changed from 424 to 567 to reflect the additional estimated permit numbers if the various proposed national marine sanctuary designations are finalized. In particular, this is based on adding an estimated fifteen additional permits and about 59 certifications for the proposed Chumash Heritage National Marine Sanctuary (88 FR 58123, August 25, 2023), an estimated five additional permits for the proposed designation of the National Marine Sanctuary for the Pacific Remote Islands (88 FR 23624; April 18, 2023), an estimated five additional permits for proposed Lake Ontario National Marine Sanctuary (88 FR 3334, January 19, 2023), an estimated five additional permits for proposed Lake Erie Quadrangle National Marine Sanctuary (88 FR 32198, July 18, 2023), an estimated nine permits for the proposed sanctuary in the Hudson Canyon area (87 FR 38387, June 8, 2022), and increasing the numbers of amendments and Tortugas access permits to reflect more recent average permit numbers. The number of baitfish permits was diminished by 35 permits and Florida Keys National Marine Sanctuary plans to phase out the bait fishing permits over the next three years (87 FR 42800, July 18, 2022).

The evaluation of visitor demographics, experiences, and opinions about visitor centers and exhibits is needed to support the conservation, education, and management goals of the National Oceanic and Atmospheric Administration Office of National Marine Sanctuaries (ONMS) to strengthen and improve the stewardship, sustainable use, and protection of natural, cultural, and historical resources. Under the jurisdiction of ONMS and to satisfy legal mandates, the National Oceanic and Atmospheric Administration (NOAA) is authorized to conduct evaluations, such as this information collection, under the American Innovation and Competitiveness Act (Section 314(c), codified at 33 U.S.C. § 893(a)) to ensure education programs have measurable objectives and milestones, as well as clear, documented metrics for evaluating its programs.
