Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Where to find an ICR?

ICRs are publicly available on RegInfo.gov, and additional guidance can be found in the FAQs.

Note: Presidential Action influences are notated for ICRs received between January 20, 2025 and July 19, 2025.

FCC Form 2100, Schedule 340 – Noncommercial Educational Station for Reserved Channel Construction Permit Application

Key Information

Abstract

The Commission is requesting an extension of this information collection in order to receive approval/clearance from the Office of Management and Budget (OMB) for three years. FCC Form 2100, Schedule 340, Noncommercial Educational Station for Reserved Channel Construction Permit Application (Schedule 340), is used to apply for authority to construct a new full-service noncommercial educational (NCE ) FM or DTV broadcast station (including a DTS facility ), to make changes in an authorized NCE broadcast station, or to amend a pending Schedule 340 application. Schedule 340 is used only if the station will operate on a channel that is reserved exclusively for NCE use, or in the situation where applications for NCE stations on non-reserved channels are mutually exclusive only with one another. Also, Schedule 340 is used by Native American Tribes and Alaska Native Villages (Tribes), Tribal consortia, or entities owned or controlled by Tribes when qualifying for the “Tribal Priority” under 47 CFR §§ 73.7000, 73.7002. National Survey of Organ Donation Attitudes and Practices (NSODAP)

Key Information

Abstract

The Division of Transplantation (DoT), within the Health Systems Bureau of the Health Resources and Services Administration (HRSA) at the U.S. Department of Health and Human Services (HHS), is the primary federal entity responsible for oversight of the solid organ and blood stem cell transplant systems in the United States and for initiatives to increase organ donor registration and donation. Sponsorship of a national survey on the American public’s donation attitudes and practices is one of the services that DoT provides for the larger donation community, consistent with its legal authority to establish a public education and awareness program (Section 377A of the Public Health Service Act, 42 USC 274f-1). Patients in need of organ transplantation in the US face a longstanding critical shortage of organs. Approximately 103,000 Americans were on the waiting list for transplantation in 2022, but only 42,000 transplants were performed—meeting only two-fifths of the national need. While this represents an increase in the number of transplants performed in 2021, the organ shortage remains. Understanding public attitudes about organ donation and how the attitudes change over time is critical to addressing organ shortage through public awareness and education efforts. Data from the National Survey of Organ Donation Attitudes and Practices (NSODAP) is essential for planning, targeting, and implementing outreach efforts to increase public donation commitment as well as for tracking the results of such efforts over time. Members of the donation and transplantation community also use the findings of these national surveys in their outreach and research efforts.

Building and Sustaining the Child Care and Early Education Workforce (BASE)

Key Information

Abstract

The BASE project aims to understand factors that affect child care and early education (CCEE) workforce dynamics, including employment recruitment, retention, and advancement, as well as to build the evidence base about strategies that may help to recruit, retain, and advance the CCEE workforce. The proposed information collection aimed to build the evidence base about the implementation, costs, and impacts of strategies aimed at improving the compensation and economic well-being of educators in child care center-based and home-based settings. The BASE project will do so by leveraging two pilot initiatives being implemented by the Colorado Department of Early Childhood (CDEC) that provide additional funding and supports to center-based child care settings to improve teacher compensation and funding for home-based child care settings to support the provision of benefits to owners (referred to as providers hereafter) and staff (referred to as assistants hereafter). Key data collection activities included a follow-up survey fielded to teachers in the center-based pilot and a follow-up survey fielded to providers and assistants in the home-based pilot. Staff at CDEC suggested that, although the outreach materials were ok to send in English, the instruments for teachers and home-based providers should also be offered in Spanish for those who may feel more comfortable completing the survey in that language. The Administration for Children and Families (ACF) has translated the teacher and provider follow-up surveys (Instruments 2 and 3) and the consent information for these surveys (Appendix C) into Spanish (Instruments 2S and 3S, Appendix CS). These translations do not change any content of the currently approved survey instruments or consent documentation.

Key Information

Abstract

FINAL RULE _ RENEWING NUCLEAR POWER PLANT OPERATING LICENSES – ENVIRONMENTAL REVIEW. The NRC’s regulations at 10 CFR part 51 specify information to be provided in environmental reports by applicants and licensees so that the NRC can make determinations necessary to adhere to the policies, regulations, and public laws of the United States, which are interpreted and administered in accordance with the provisions set forth in the National Environmental Policy Act of 1969, as amended. The NRC is amending its environmental protection regulations by updating the Commission’s 2013 findings on the environmental effect of renewing the operating license of a nuclear power plant. This final rule redefines the number and scope of the environmental issues that must be addressed during the review of each application for license renewal. As part of this update, the NRC is issuing Revision 2 to NUREG-1437, “Generic Environmental Impact Statement for License Renewal of Nuclear Plants” (LR GEIS), to account for new information and to address the impacts of initial license renewals, which the previous versions considered, as well as first subsequent license renewals. The LR GEIS, Revision 2, provides the technical basis for the final rule. The information submitted in the Environmental Report will be used by the NRC to fulfill its responsibilities in the licensing review of nuclear power plants.

National Double-Crested Cormorant Survey

Key Information

Abstract

The U.S. Fish and Wildlife Service (Service, we) is the Federal agency delegated with the primary responsibility for managing migratory birds. Our authority derives from the Migratory Bird Treaty Act of 1918 (MBTA; 16 U.S.C. 703–712), as amended, which implements conventions with Great Britain (for Canada), Mexico, Japan, and Russia. We implement the provisions of the MBTA through the regulations in parts 10, 13, 20, 21, 22, and 92 of title 50 of the Code of Federal Regulations (CFR). The MBTA protects migratory birds (listed in 50 CFR 10.13) from take directed at birds, except as authorized under the MBTA. Regulations pertaining to specific migratory bird permit types are at 50 CFR parts 21 and 22. The double-crested cormorant (cormorant) is a fish-eating migratory bird that is distributed across a large portion of North America. There are five different breeding populations, variously described by different authors as the Alaska, Pacific (or Western), Interior, Atlantic, and Southern populations. Although these populations are described by their breeding ranges, the birds commingle to various extents on their migration and wintering areas, with birds from populations closer to each other overlapping more than those that are more distant. In response to ongoing damage at aquaculture facilities and other damage and conflicts associated with increasing cormorant populations, the Service administers regulations that authorize the take of cormorants through regular Depredation Permits (50 CFR 21.100) or the Special Double-crested Cormorant Permit available only to State and Tribal Fish and Wildlife Agencies (50 CFR 21.123). Take through these two permit types is supported by National Environmental Policy Act (NEPA) assessments that were completed in 2017 (an Environmental Assessment (EA) supporting issuance of depredation permits) and 2020 (an Environmental Impact Statement (EIS) supporting creation of the Special Double-crested Cormorant Permit). The 2020 EIS contained a Potential Take Limit (PTL) assessment to determine sustainable take of cormorants that is used to inform permitting decisions. Federal, State, Tribal, and many private entities share the Service’s goal of maintaining sustainable cormorant populations. Many of these entities conduct cormorant monitoring and contribute to ongoing research and regional or local cormorant management efforts. However, to date, coordinated monitoring across the Flyways with shared objectives and standardized sampling design does not exist. The desire to enhance existing monitoring efforts was shared in comments by States, Tribes, nongovernment organizations, and members of the public during the 2020 rulemaking process. Therefore, the Service committed to work in partnership with the four North American Flyways (Pacific, Central, Mississippi, and Atlantic) to develop a monitoring program for each subpopulation of cormorants. In the 2020 FEIS, the Service made the commitment to monitor cormorant populations and produce a report every five years that provides analyses from population monitoring and other status information. The survey, which was develop in coordination with the four Flyways, will be conducted for the first time in 2024 and is scheduled to be repeated every 5 years in order to update population estimates and PTL assessments.
