Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

The Highway Performance Monitoring System (HPMS) Field Manual support the HPMS program by outlining and consolidating the data collection and reporting requirements for State Departments of Transportation (including the District of Columbian and Commonwealth of Puerto Rico). States are required to submit HPMS data annually using a web-based portal. The HPMS data includes information on the scope, condition, performance, usage, and operating characteristics of the nation’s publicly traveled roadways. The data is essential to the Federal Highway Administration and Congress in evaluating the effectiveness of the Federal-aid highway program and developing forecasts for investment needs; HPMS data is a key input into the development of the Condition and Performance Report to Congress. HPMS is also a key source of data used for the apportionment formulas of Federal-Aid Highway Funds. Furthermore, the HPMS program is the mechanism by which Transportation Performance Measures information is transmitted from the States to the Federal Highway Administration. The HPMS program is periodically reassessed to ensure that it’s collecting the most vital data and to reduce, where possible, the collection burden on the States. This most recent revision of the Field Manual captures the changes made to the overall HPMS program with the most recent reassessment.

FCC Authorization for Radio Service License – 3.45 GHz Band Service

Key Information

Abstract

On March 17, 2021, the Federal Communications Commission (“Commission” or “FCC”) adopted a Second Report and Order, FCC 21-32, GN Docket No. WT-19-348 (Second Report and Order) that establishes rules for flexible-use wireless access to the 100 megahertz in the 3450-3550 MHz (3.45 GHz) band, creating the new 3.45 GHz Service. The rules will create additional capacity for wireless broadband allowing full-power operations across the band in the entire contiguous United States, while also ensuring full protection of incumbent Federal operations remaining in particular locations. As part of this process, the Commission also adopted rules related to the relocation of incumbent non-Federal radiolocation operations, and reimbursement of expenses related to such relocation. The 3.45-3.55 GHz band was previously allocated solely for Federal operations on a primary basis; non-Federal operations (both amateur and radiolocation) had previously been permitted on a secondary status, but this allocation was deleted in a prior action in this proceeding. Those secondary non-Federal operations will terminate at dates to be determined by the close of the auction for the new 3.45 GHz Service. In the Second Report and Order, the Commission allocated the band to commercial wireless operations on a co-primary basis with Federal operations. As a result of the co-primary status of flexible-use wireless operations in the 3.45 GHz Service and Federal incumbents, the rules adopted in the Second Report and Order will require licensees in the 3.45 GHz Service to coordinate with Federal agencies, including those in the Department of Defense, in their deployment of networks in particular geographic areas called Cooperative Planning Areas and Periodic Use Areas. This coordination will require information be provided to those agencies. This information may include locations and technical characteristics of proposed deployments, as well as other information that will enable incumbent Federal operators to ensure these deployments will not interfere with Federal operations, and vice versa. In order to promote access to spectrum and the provision of service, the Second Report and Order adopted revised performance requirements for 3.45 GHz Service licensees, including the use of interim and end-of-term benchmarks. The Second Report and Order imposed interim reporting requirements on licensees to provide the Commission with information concerning the status of licensees’ efforts to meet performance requirements and the manner in which their spectrum is being utilized. In addition to coordination with Federal incumbents, licensees in the 3.45 GHz Service may also be required to provide information to operators in the adjacent Citizens Broadband Radio Service. This information would be for the purpose of enabling synchronization between the relevant systems. Finally, incumbent secondary, non-Federal radiolocation operators being relocated out of the 3.45 GHz band to alternate spectrum will be required to submit information related to their relocation expenses to an independent clearinghouse to be named at a later date. The clearinghouse will be selected by a search committee of third-party stakeholders identified by the Commission’s Wireless Telecommunications Bureau. The clearinghouse will enable verification of the relocation expenses and repayment of those costs. The Commission is requesting a three year approval from the Office of Management and Budget for this information collection.

FTC Cigarette and Smokeless Tobacco Data Collection

Key Information

Abstract

Pursuant to Section 6(b) of the FTC Act, 15 U.S.C. 46(b), the Commission collects information on sales and/or marketing of cigarettes, smokeless tobacco products, tobacco-free nicotine lozenges and pouches, and electronic devices used to heat non-combusted cigarettes (collectively, “subject products”) from manufacturers of cigarettes and smokeless tobacco products. Depending on the type of product a manufacturer produces, the Commission requests the information using two different instruments—that is, a Cigarette Order and a Smokeless Tobacco Order. The Commission compiles and publishes the data in two periodic reports. Using compulsory process under Section 6(b) of the FTC Act, the Commission plans to continue sending information requests annually to the ultimate parent companies of the largest cigarette companies and smokeless tobacco companies in the United States (collectively, “industry members”). The information requests will seek data regarding, among other things: (1) the cigarette or smokeless tobacco sales of industry members; (2) how much industry members spend advertising and promoting their cigarette or smokeless tobacco products, and the specific amounts spent in each of a number of specified expenditure categories; (3) whether industry members are involved in the appearance of their cigarette or smokeless tobacco products or brand imagery in television shows, motion pictures, on the internet, or on social media; (4) how much industry members spend on advertising intended to reduce youth cigarette or smokeless tobacco usage; (5) the events, if any, during which industry members’ cigarette or smokeless tobacco brands are televised; and (6) how much industry members spend on public entertainment events promoting their companies but not specific cigarette or smokeless tobacco products or such products generally. The information requests will also seek information from the cigarette companies pertaining to the annual sales, give aways, and marketing expenditures for electronic devices used to heat non-combusted cigarette products. While, in previous years, the information requests only sought information pertaining to the annual unit and dollar sales of tobacco-free nicotine lozenges and pouches, the Commission plans to seek a modification of its existing clearance in order to collect information concerning advertising and promotional expenditures for tobacco-free nicotine lozenges and pouches. The need to collect this information is predicated upon the fact that sales of tobacco-free nicotine lozenges and pouches more than doubled between 2020 and 2022, and these products appear to be especially popular with youth.

Abstract

By 2030, the Texas Higher Education Coordinating Board expects that 60 percent or more of all new jobs in Texas will require some postsecondary education. However, in 2019, less than half of the Texas population ages 25–34 years (44.3 percent) had some type of postsecondary credential. To close this gap and support districts in meeting the state statute that requires schools to fully develop each student’s academic, career, personal, and social abilities, the Counseling, Advising, and Student Supports team (under the Division of College, Career, and Military Preparation) at the Texas Education Agency established the Effective Advising Framework. This framework expands access to effective college and career advising by streamlining and modernizing advising offerings and services for secondary and postsecondary students. The initiative aims to support students in making informed decisions about postsecondary education and careers and to offer professional development to educators and guidance counselors on advising services. This proposed study will examine the implementation of the Effective Advising Framework across school districts participating in the pilot program. Because it is expected that districts are applying the framework in a variety of ways, the study will examine the variation in implementation across districts, including an analysis of the factors that support or hinder implementation. To do this, the research team will collect data from public education staff at the school, district, and regional levels. Surveys will be administered to gather information on how and what is being implemented at each level and what factors may act as barriers to successful implementation. One-on-one interviews and focus group interviews will be conducted with a subsample of respondents from each level to gather more in-depth information on the successes and challenges they faced in applying the framework. The results of this study will inform the continued development of the framework and the associated resources and supports that will be provided to districts and schools when the initiative is implemented statewide.

The AHRQ Safety Program for Telemedicine: Improving Antibiotic Use

Key Information

Abstract

This program aims to improve antibiotic use among telemedicine practices by implementing the AHRQ- and Johns Hopkins Armstrong Institute for Patient Safety and Quality (JHAI)-developed Comprehensive Unit-based Safety Program (CUSP) approach. The original materials submitted for OMB clearance included materials for two cohorts: the diagnostic process cohort and the improving antibiotic use cohort. The diagnostic process cohort was cancelled prior to the cohort’s start date. Therefore, this revision removes all references to the diagnostic process cohort including removal of all data collection tools specific to the cohort, updated versions of the annualized cost and burden tables, and removal of the reference to “Improving the Diagnostic Process” in the Safety Program name. Additionally, the previously submitted materials for OMB clearance included a single version of the Structural Assessment and Participant Experience Survey to be completed by all participants in the improving antibiotic use cohort. However, following pre-recruitment discussions with the program's Technical Expert Panel (TEP) and potential participants, it was learned that the target audience for the improving antibiotic use cohort is comprised of healthcare providers from both brick-and-mortar and telemedicine-only settings. Therefore, this revision proposes revisions to account for the differences in the two practice settings.

Abstract

Community Service Block Grant (CSBG) grant recipients (CSBG state and territory lead agencies) develop and submit the data in the CSBG State Plan to the OCS, Division of Community Assistance (DCA). DCA reviews the CSBG State Plans to determine whether CSBG grant recipients submitted a complete application to qualify for federal funds in compliance with the CSBG Act. OCS administers the ACSI biennially to CSBG sub-grant recipients (CSBG-eligible entities) to seek feedback and better understand performance in several areas related to the CSBG grant recipients administration of CSBG. The results of this survey provide data to the CSBG lead agency that can be used in developing future CSBG State Plans and in guiding improved performance efforts. The next time OCS will administer this survey is 2025 and participation in the survey is voluntary. The automated CSBG State Plan streamlines both the state development and the federal review of the information. In addition, with the automated plan, state and federal staff will interact with and use the data to improve performance and track results from year-to-year. This data collection also includes the collection of the CSBG Eligible Entity Master List. The CSBG Eligible Entity Master List interacts with the CSBG State Plan to ensure that eligible entities are correctly identified across all forms and systems. There are no proposed revisions to the CSBG State Plan, CSBG Eligible Entity List, or ACSI. Burden estimates have been updated to reflect current estimates for number of respondents and the State Plan has minor edits for 508-compliance purposes.

Abstract

The Office of the Comptroller of the Currency (OCC), the Board of Governors of the Federal Reserve System (the Board), and the Federal Deposit Insurance Corporation (FDIC) (collectively, the agencies) implemented a quantitative liquidity requirement, known as the liquidity coverage ratio (LCR), and a stable funding requirement, known as the net stable funding ratio (NSFR), that apply to certain large banking organizations. For the OCC, these standards are implemented through 12 CFR part 50, Liquidity Risk Measurement Standards. The LCR is designed to promote the short-term resilience of the liquidity risk profile of covered banking organizations and promote improvements in the measurement and management of liquidity risk. The NSFR is designed to reduce the likelihood that disruptions to a banking organization’s regular sources of funding will compromise its liquidity position, promote effective liquidity risk management, and support the ability of banking organizations to provide financial intermediation to businesses and households across a range of market conditions. The reporting and recordkeeping requirements contained in this collection are used to monitor covered banks’ compliance with the LCR and NSFR.

Abstract

The SHIPS study is a randomized controlled trial (RCT) designed to determine whether participation in Individual Placement and Support (IPS) improves the employment, income, health, and self-sufficiency of people who are recently homeless and living in supportive housing. The SHIPS study will mark the first study testing the effectiveness of implementing IPS in a supportive housing program. SSA hypothesizes that combining the two most successful evidence-based practices that separately address homelessness and supported employment will yield a single intervention that effectively addresses both. The intent of the SHIPS study is to measure the effectiveness of evidence-based IPS compared to the services provided by local WorkSource Centers broadly available to jobseekers in the Los Angeles area, The housing case managers will refer PATH clients interested in finding employment and will randomly assign participants to one of two groups: 1. IPS: The Individual Placement and Support (IPS) service team will offer a range of structured services customized to participants’ personal needs, preferences, and challenges related to disabilities and/or mental health conditions. IPS was specifically designed as a supported employment model for individuals with serious mental illness and includes standardized training and fidelity requirements. Components of IPS that differ from those offered by WorkSource Services include integrated treatment that incorporates vocational and mental health services; benefits planning; and focus on rapid job search without extensive training. 2. WorkSource Centers: Under PATH’s current housing model, housing case managers refer PATH clients who express interest in finding employment to local American Job Centers, known as WorkSource Centers in Los Angeles. The WorkSource Centers are operated by the City of Los Angeles Economic and Workforce Development Department, and follow an employment services model that varies by WorkSource Center, is not evidence-based or subject to fidelity monitoring and is not necessarily responsive to the individual needs of jobseekers with disabilities.

FTA Program Evaluation for Processes and Outcomes

Abstract

This is a new information collection request titled “FTA Program Evaluation for Processes and Outcomes”. This collection of this will enable FTA to collect vital stakeholder perspectives on FTA’s programs to conduct program evaluations in accordance with requirements of the Foundations for Evidence-Based Policymaking Act of 2018 (the Evidence Act). Although participation from the respondent universe (FTA grant recipients and community partners) is voluntary, the collection of the information is essential to effectively evaluate FTA’s programs and allow FTA decision makers to understand challenges and barriers to program implementation, identify opportunities for improving program communications and outreach, and make stronger linkages between program progress and identified outcomes. This information collection will focus on identifying program outcomes so that FTA can evaluate overall performance and make informed decisions about the program moving forward. This outcome- and implementation-focused information collection is distinct from other current FTA efforts related to program management which are more focused on regular reporting metrics (for example, monthly progress reporting or other required reporting). Each evaluation will differ in its scope and requirements, but engagement of transit stakeholders external to FTA associated with FTA program implementation provides a critical perspective for each evaluated program. Data collection methods will include surveys and/or focus groups. Before submittal to OMB, FTA sought review and concurrence of PRA Part A, Part B, and FTA Question Bank from DOT's Bureau of Transportation Statistics to ensure that best practices for survey implementation in the Federal Government were met. Although the Question Bank has many possible questions for use in a survey or focus group, FTA determined that 31 questions were representative of a mix of questions from the question bank to create an estimated burden time. The PRA Part A-Supporting Statement, Part B and the FTA Question Pool have all been uploaded in ROCIS.
