What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

Section 239 of the Fiscal Year 2016 Appropriations Act, P.L. 114-113 (2016 MTW Expansion Statute), authorizes HUD to expand the Moving to Work (MTW) demonstration program from the current size of 39 Public Housing Agencies (PHAs) to an additional 100 agencies over a period of 7 years. The Statute directs HUD to add new MTW PHAs in cohorts, with each cohort testing a specific policy change so that HUD can conduct a rigorous evaluation of that policy’s effects. A copy of the relevant section of law authorizing the Department to undertake “such programs of research, studies, testing, and demonstration relating to the mission and programs of the Department” (12 USC 1701z-1 et seq.) is included as Appendix H. The second cohort of MTW Expansion PHAs will test alternative ways of setting rents in the public housing and housing choice voucher programs. The traditional rent policy (the Brooke rent) typically sets each household’s rent at 30 percent of their adjusted monthly income. This rent policy is administratively complex and burdensome for PHAs and assisted households. The Brooke rent is hypothesized to be a disincentive for households to increase their earnings, as $100 dollars of increased income would result in $30 of increased rent. In this project—the Stepped and Tiered Rent Demonstration (STRD)—PHAs will implement alternative rents that might be easier to administer and might incentivize assisted households to increase their earnings. Five PHAs will implement a stepped rent, under which a household’s rent will increase modestly each year regardless of their income. Five PHAs will implement a tiered rent, under which households are assigned to income-based tiers and rents are set based on the tier. Both policies will enable households to increase their income without causing an immediate rent increase. Both policies include hardship provisions to prevent high rent burdens. And both policies include less frequent income reexaminations, to reduce the amount of PHA staff time required to administer the program. The STRD will be implemented as a randomized controlled trial (RCT); eligible households (limited to non-elderly, non-disabled households) will be randomly assigned to the new rent policy, or to remain on the traditional rent policy. This design is the gold standard for program evaluation and will enable HUD to conclude whether the new rent policies caused any differences observed between the two groups over time. HUD’s evaluation is expected to last 6 years. HUD has contracted with MDRC to carry out the first phase of HUD’s evaluation, to launch the STRD and lay the foundation for a long-term evaluation. HUD has also allocated resources to support software modifications required by the PHAs to implement the STRD Demonstration. This new information collection has the following components in this collection, all of which are necessary for the evaluation to succeed.

West Coast Region Vessel Monitoring System and Pre-Trip Reporting System Requirements

Key Information

Abstract

This request is for extension and revision of a currently approved information collection. At its 101st meeting in August 2023, the IATTC adopted Resolution C-23-11 which specifies a manual reporting requirement in the event of a malfunctioning vessel monitoring system (VMS) unit. The intent is to ensure that vessel locations and identification numbers remain available to relevant authorities at a consistent interval, even in the event of a technical failure. The final rule (0648-BM67) applies to U.S. vessels larger than 24 meters operating in the Eastern Pacific Ocean (EPO) and harvesting tuna or tuna-like species. These vessels are already required to have an operational VMS unit, and to notify NMFS Office of Law Enforcement (OLE) and follow its instructions in the event of a failure. This rule adds a requirement to manually report a vessel’s ID, location, and time every six hours in the event of a VMS unit malfunction at sea. This collection applies to owners and operators of vessels that fish out of the Inter-American Tropical Tuna Commission Convention Area in the eastern Pacific Ocean for highly migratory species (HMS) as defined by the Fishery Management Plan for U.S. West Coast Fisheries for HMS, as well as a broader group of tuna and tuna-like species covered by the IATTC. Vessel owners and operators using gear types such as longline, purse seine, drift gillnet or deep-set buoy gear, or using vessels 24 meters or more in length, are required to submit information in regard to their intended and actual fishing activities. This information allows NMFS to monitor the fisheries under international and domestic regulations. These include pre-trip reporting requirements for deep-set buoy gear, longline, and drift gillnet vessels, and VMS reporting. Pre-trip reporting requirements are essential for assigning available observer coverage to selected HMS vessels. VMS units facilitate enforcement of management measures associated with HMS fisheries, provide timely information on associated fleet activities and enable confirmation of reported vessel fishing activity locations, which help validate logbook record accuracy.

Abstract

The Dodd-Frank Wall Street Reform and Consumer Protection Act charges the CFPB with researching, analyzing, and reporting on topics relating to the CFPB's mission including consumer behavior, consumer awareness, and developments in markets for consumer financial products and services. To improve its understanding of consumers and institutional actors in financial markets, the CFPB makes use of data collected through the complaint process. The CFPB seeks to enhance the utility of these data by better understanding the broader population of consumers who experience issues with their financial products and services. The CFPB proposes to collect data with two new surveys intended to identify factors that influence a consumer's decision to use the complaint process. The initial pilot survey will focus on consumers who have experienced issues with their credit cards and will include a sample of people who have used the CFPB's complaint process, and another sample of people who experienced similar issues but did not file a complaint with the CFPB. This design (known as a case-control study) will allow us to identify key factors that are associated with submitting regulatory complaints. The pilot survey will inform a second survey which will focus on a broader range of products and services. The second survey will (to the extent feasible) cover additional products about which consumers can submit complaints to the CFPB including (but not limited to) mortgages, vehicle loans, bank accounts, and debts owed to third-party debt collectors. Both surveys will collect data about factors that may play a role in consumer's decision to submit a complaint. These include information about their use of a given product, the problems they encountered when using a given product, their attitudes and perceptions towards the product and its offeror, as well as demographic information.

EAC-Federal Financial Report (EACFFR)

Abstract

The EAC Office of Grants Management (EAC/OGM) is responsible for distributing, monitoring, and providing technical assistance to states and grantees on the use of federal HAVA funds. EAC/OGM also reports on how the funds are spent, negotiates indirect cost rates with grantees, and resolves audit findings on the use of HAVA funds. The EAC-FFR is employed for all grant related financial reports issued under HAVA authority. The use of this form directly benefits award recipients by making it easier for them to administer federal grant and cooperative agreement programs through routine reporting on 2CFR200 required information - thereby reducing their administrative effort and costs. No fields will be changed from the previous authorized use of the SF425 under RCF ID: 202203-3265-005. The only requested changes will affect the reporting burden associated with EAC/OGM use of the SF425. First, the reporting schedule will increase from semi-annual reports to quarterly reports for all formula recipients. Second, use of the SF425 will be employed for new discretionary grant awardees on a semi-annual or annual basis depending on award type. By expanding upon the frequency and use of the SF425 to report expense activity related to HAVA formula and discretionary funding guidelines, the EAC can better coordinate required financial data for both the grantee, agency, and Congress. The population for the data collection are the 56 states and territories (EAC formula grantees) receiving HAVA formula grants and the recipients of new HAVA discretionary funding. EAC will email grantees notice of the required forms and guidance on our website for easy location and access. EAC will also offer technical assistance as requested in completing and submitting financial reporting.

Medical Expenditure Panel Survey - Household and Medical Provider Components

Abstract

The MEPS was initiated in 1996. Each year a new panel of sample households is selected. Recent annual MEPS-HC sample sizes average about 13,500 households. Data can be analyzed at either the person, family, or event level. The panel design of the survey, which includes 5 Rounds of interviews covering 2 full calendar years, provides data for examining person level changes in selected variables such as expenditures, health insurance coverage, and health status (see Medical Expenditure Panel Survey Content Summary of the Household Interview (ahrq.gov) for information on how the Covid-19 pandemic impacted this design). Using a combination of computer assisted personal interviewing (CAPI), computer assisted video interviewing (CAVI), and self-administered paper and web questionnaires, information about each household member is collected, and the survey builds on this information from interview to interview. CAVI is a new data collection technology and offers the best of both telephone and in-person interviewing, while offering opportunities for cost savings and more accurate reporting. This Information Collection Request (ICR) is for a revision to the Medical Expenditures Panel Survey – Household Component (MEPS-HC). These changes will be fielded in the Spring and Fall of 2025 and includes the addition of the Burdens and Economic Impacts of Medical Care Self-Administered Questionnaire (ESAQ), minor changes to questions in both the Core MEPS Interview and the Adult SAQ and removing the Cancer SAQ (CSAQ).

FERC-921 is essential to carrying out FERC's market monitoring and surveillance efforts in compliance with the Federal Power Act. Under 18 CFR 35.28(g)(4), FERC requires ongoing, electronic delivery of data from Regional Transmission Organizations and Independent System Operators. Without the routine collection of this information, monitoring adherence to market rules and enhancing Commission policies would rely on more general, less reliable data. There are program changes to improve the accuracy of this information collection request. As previously approved, FERC-921 included only one collection activity for Ongoing Electronic Delivery of RTO/ISO Data, thus erroneously omitting Data Delivery Change Over the Year. That single activity has been removed, resulting in a decrease of 12 responses and 532 hours. This request includes burden estimates for two activities: (1) Ongoing Electronic Delivery of Data, and (2) Data Delivery Changes Over the Year. This program change increases the accuracy of the disclosure of burdens. This program change results in no net effect on the number of responses and a net increase of 2,660 hours.

This rule is necessary to give effect to such cross-default restrictions in the ISDA Protocol. The rule requires that FDIC-supervised institutions that are subsidiaries of GSIBs and their counterparties either adhere to the ISDA Protocol or take the prescribed steps to amend the contractual provisions of their QFCs, consistent with the requirements in the rule, within a specified period of time. If such institutions elect to amend their QFCs in lieu of adhering to the ISDA Protocol, they must seek the FDIC’s approval of the proposed amendments, giving rise to the information collection. The information collection is necessary to ensure QFC contracts are amended in compliance with the rule. The FDIC’s rule applies to FDIC-supervised institutions that are subsidiaries of GSIBs and sets forth requirements parallel to those contained in similar rules recently published by the FRB and the OCC with regard to entities they supervise to ensure consistent regulatory treatment of QFCs among the various entities within a GSIB group.

VA uses fee basis appraisers to appraise residential real estate and recommend value for loan purposes. A fee appraiser is a qualified person requested by the Secretary to render an estimate of the reasonable value of a property, or of a specified type of property, within a stated area for the purpose of justifying the extension of credit to an eligible Veteran (38 CFR 36.4301). The fee appraiser's estimate of value is reviewed by a VA staff appraiser or lender’s staff appraisal reviewer who uses the data to establish the VA reasonable value (38 U.S.C. 3710(b)(4), (5), (6) and 3731(f)(1)), which becomes the maximum loan guaranty amount an eligible Veteran can obtain.

Abstract

The Commission seeks revision of this OMB control number due to recent amendments to the Safety Convention by way of Resolution Marine Safety Committee (MSC) 496(105) that was adopted on April 28, 2022; as a result of SOLAS revisions of its Passenger Ship Safety Certificate and Cargo Ship Radio certificates, FCC Forms 806 and 829 are being revised accordingly. Regarding the remaining forms associated with this OMB control number, FCC Forms 824 and 827 will undergo technical amendments for non-substantive edits. Inspection certificates issued in accordance with the Safety Convention must be posted in a prominent and accessible place on the ship. Further, section 80.59(d) states that the Commission may, upon a finding that the public interest would be served, grant a waiver of the annual inspection required by section 362(b) of the Communications Act, for a period of not more than 90 days for the sole purpose of enabling a U.S. vessel to complete its voyage and proceed to a port in the U.S. when an inspection can be held. An information application must be submitted by a ship’s owner, operator, or authorized agent. The application must be electronically submitted to the FCC Headquarters (via e-mail to Ghassan.Khalek@fcc.gov, Katie.Knox@fcc.gov, Kathleen.Curameng@fcc.gov, and Thomas.Derenge@fcc.gov) at least three days before the ship’s arrival. The application must provide specific information that is contained in rule section 80.59. The forms to be completed are FCC Forms 806, 824, 827, and 829.

Key Information

Abstract

The Department of Transportation’s (Department) Office of Aviation Consumer Protection (OACP, formerly the Office of the Assistant General Counsel for Aviation Enforcement and Proceedings) has broad authority under 49 U.S.C., Subtitle VII, to investigate and enforce consumer protection and civil rights laws and regulations related to air transportation. OACP's website has an online form by which a consumer can voluntarily electronically submit a service-related complaint against (or comment about) an airline and other travel-related companies that have an air component. The remaining complaints are received by letter, email, and in some cases by telephone. All complaints are reviewed to determine the extent to which carriers are in compliance with federal aviation consumer protection and civil rights requirements and to determine when enforcement action may be necessary.

Women’s Reproductive Health Care Provider Survey (WRHCPS)

Key Information

Abstract

The proposed survey is devised to be a sufficiently large and representative sample of the diverse professionals who provide reproductive and contraceptive care to ADSW at health care visits. The survey will be designed to capture provider self-reported beliefs, clinical knowledge on reproductive health care (including contraceptive counseling) and prescribing and providing contraception care for and during deployment. Data and analysis from the survey will enable DoD to evaluate, enhance, and where needed, improve reproductive services delivery and educational interventions; provide a strong basis for planning policy and services related to ADSWs reproductive and contraceptive health; and provide data, programs, and details necessary for replication and peer review. In addition, the proposed one-time survey meets a Congressional mandate and serves as an appropriate follow-up to the WRHS by determining whether identified gaps in contraceptive access are the result of provider knowledge and attitudes. The 116-48 SASC Report for FY2020 required DoD to conduct a survey to better understand provider knowledge and beliefs related to provision of contraceptives to ADSW.

DD Form 2088, “Statement of Ecclesiastical Endorsement,” is used to endorse that a Religious Ministry Professional is professionally qualified to become a chaplain. It requests information about name, address, professional experience, and previous military experience to be used in determining grade, date of rank, and eligibility for promotion for appointees to the chaplaincies of the armed forces.
