Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

In an effort to address current known biases in goose harvest data collection, our research project aims to test the efficacy of a new online data submission platform, streamline multiple concurrent surveys currently in place into one centralized survey, and reduce cost and time of current surveys to Federal and State Agencies. We are proposing the development and testing of an online, mobile-friendly, self-submission data platform for hunters to enumerate and speciate their own goose harvest. Key Information

Abstract

The purpose of Internal Revenue Code (IRC) section 482 is to ensure taxpayers clearly reflect income attributable to controlled transactions and to prevent avoidance of taxes regarding such transactions. IRC section 482 places a controlled taxpayer on a tax parity with an uncontrolled taxpayer by determining true taxable income. Previously approved, TD 9568 (76 FR 80082) published December 22, 2011, contained final regulations regarding methods to determine taxable income in connection with a cost sharing arrangement under section 482 of the Internal Revenue Code (Code). The final regulations address issues that had arisen in administering the cost sharing regulations. The final regulations affect domestic and foreign entities that enter into cost sharing arrangements described in the final regulations.

Abstract

Section 72(t)(1) generally imposes a 10 percent additional tax on any distribution from a qualified retirement plan within the meaning of section 4974(c), unless the distribution qualifies for one of the exceptions listed in section 72(t)(2). Section 72(t)(2)(L)(iii) provides that, in order to be considered a terminally ill individual, an employee must furnish sufficient evidence to the plan administrator. This information will be used by a plan administrator to determine whether an individual is eligible for a terminal illness distribution and thus eligible for the exception to the 10 percent additional tax under section 72(t)(2)(L). Section 72(t)(2)(I)(iv) provides that an emergency personal expense distribution is any distribution made from an applicable eligible retirement plan to an individual for purposes of meeting unforeseeable or immediate financial needs relating to necessary personal or family emergency expenses. Section 72(t)(2)(K)(iii)(I) generally provides that a domestic abuse victim distribution is any distribution from an applicable eligible retirement plan to a domestic abuse victim if made during the 1-year period beginning on any date on which the individual is a victim of domestic abuse by a spouse or domestic partner.

Generic Clearance for Marine Recreational Information Program: Design & Field Test Studies

Abstract

This is a request for a new collection of a generic clearance for the Marine Recreational Information Program (MRIP) that will allow it to carefully develop, test and evaluate survey instruments and data collection methodologies. The primary objective of MRIP is to monitor marine recreational fishing activity and produce statistics required to manage marine resources. Current MRIP surveys include the Fishing Effort Survey (0648-0652), the Access-Point Angler Intercept Survey (0648-0659), the For-Hire Survey (0648-0709) and the Large Pelagics Survey (0648-0380). This request is part of an on-going initiative to improve MRIP surveys as mandated by the Magnuson-Stevens Fishery Conservation and Management Act (16 U.S.C. 1852) and the Modernizing Recreational Fisheries Management Act of 2018 (16 U.S.C. 1881) and recommended by the National Academies of Science, Engineering and Medicine. The generic clearance will be an important planning tool for MRIP. Conducting these activities in a timely manner will allow MRIP to more effectively address emerging needs for data, including more timely estimates and/or estimates at finer levels of resolution; evaluate the effects of non-sampling errors on the accuracy of survey estimates; and incorporate new technologies into ongoing data collection designs. The procedures expected to be used include but are not limited to exploratory surveys and interviews, focus groups, cognitive laboratory activities, and pilot studies that explore sampling methods, questionnaire design, incentives, and data collection mode. Conducting these activities in a timely manner would allow MRIP to improve both the quality and turnaround time of its policy relevant evaluations.

This ICR collects information from medical device manufactures who participate (or who wish to enroll) in the Total Product Life Cycle Advisory Program (TAP) Pilot. A key goal of the TAP Pilot is to improve various aspects of medical device development and to increase the predictability and reduce the time from concept to commercialization, in part, by facilitating robust engagement early in the process with FDA, industry, and key stakeholders. Abstract

On September 11, 1993, Executive Order 12862, “Setting Customer Service Standards” was issued. This Executive Order expressed the vision that Federal agencies will put the people first. Executive Order 12862 directs Federal agencies to provide service to the public that matches or exceeds the best service available in the private sector. Section 1(b) of Executive Order 12862 requires government agencies to “survey customers to determine the kind and quality of services they want and their level of satisfaction with existing services” and Section 1(e) requires agencies “survey front-line employees on barriers to, and ideas for, matching the best in business.” On March 30, 2016, the Core Federal Services Council was established. The Council emphasized the need to deliver world-class customer service to the American people. The Council, composed of the major high-volume, high-impact Federal programs that provide transactional services directly to the public, were encouraged “to improve the customer experience by using public and private sector management best practices, such as conducting self-assessments and journey mapping, collecting transactional feedback data, and sharing such data with frontline and other staff.” In March 2018, the President’s Management Agenda (PMA) and new Cross-Agency Priority (CAP) Goals were launched. Excellent service was established as a core component of the mission, service, stewardship model that frames the entire PMA, embedding a customer-focused approach in all of the PMA’s initiatives. This model was also included in the 2018 update of the Federal Performance Framework in Circular A-11, ensuring ‘excellent service’ as a focus in future agency strategic planning efforts. The PMA included a CAP Goal on Improving Customer Experience with Federal Services, with a primary strategy to drive improvements within 25 of the nation’s highest impact programs. This effort is supported by an interagency team and guidance in Circular A-11 requiring the collection of customer feedback data and increasing the use of industry best practices to conduct customer research. From 2021¬-2023, Executive Order 14058, Transforming Customer Experience and Service Delivery to Rebuild Trust in Government, Memorandum M-22-10, Improving Access to Public Benefits Program Through the Paperwork Reduction Act, and an OIRA Memorandum titled Strategies for Reducing Administrative Burden in Public Benefit and Service Programs were issued. The Executive Order and memoranda, taken as a whole, direct agencies to take specific actions to improve customer experience and enhance public participation and community engagement. Furthermore, the President’s Management Agenda contains a Priority titled Delivering Excellent, Equitable, and Secure Federal Services and Customer Experience, which, among other things, seeks to improve the service design, digital products, and customer-experience management of Federal High Impact Service Providers by reducing customer burden, addressing inequities, and streamlining processes. These Presidential actions and requirements establish an ongoing process of collecting customer insights and using them to improve services. This new request will enable the Bureau of the Fiscal Service (hereafter “the Agency”) to act in accordance with OMB Circular A-11 Section 280, Executive Order 14058, and the OMB memoranda on burden reduction, to ultimately transform the experience of its customers to improve both efficiency and mission delivery, and increase accountability by communicating about these efforts with the public.

Abstract

The 2024 RPCV Impact Survey is the third wave of the Peace Corps’ multi-year RPCV Impact Survey project, intended to measure the demonstrable impact of the Peace Corps on Returned Volunteers. Each wave of the RPCV Impact Survey is administered to different cohorts of RPCVs based on their number of years post-service. The 2024 RPCV Impact Survey is designed to collect information from RPCVs whose first service ended in year 2003, 2013, 2018, or 2021, corresponding to 21, 11, 6, and 3 years post-service from the time the survey is fielded. The data generated through this project will allow the agency to better assess the continuing impact of the Peace Corps on American society, through the lives and careers that Peace Corps Volunteers build after they return to the United States from Peace Corps service. The fourth and final wave of the RPCV Impact Survey will take place in 2026, thereby fulfilling the congressional mandate for this data collection initiative.

Abstract

This collection sets forth the information collection requirements for the Emergency Connectivity Fund Program, as established by Congress in the American Rescue Plan Act of 2021 and implemented in the Commission’s Report and Order, in order to obtain information from applicants and service providers who agree to invoice on behalf of applicants, that will be used to reimburse schools and libraries for the purchase of eligible equipment and/or advanced telecommunications and information services for use by students, school, staff, and library patrons who would otherwise lack the connected devices and broadband connections necessary to fully engage in remote learning during the COVID-19 emergency period.

Collection of data associated with this testing, surveillance, monitoring herd status, reporting, and epidemiological investigation/animal movement tracing to verify compliance with the Federal Order’s requirements for moving dairy cattle within the United States and limit the spread of HPAI (Influenza A virus)Emergency Justfication:Highly pathogenic avian influenza (HPAI) is a contagious viral disease of domestic poultry and wild birds. HPAI is deadly to domestic poultry and can wipe out entire flocks within a matter of days. HPAI H5N1 has now been detected in dairy cattle. The disease is a threat to the poultry and dairy industries, animal health, human health, trade, and the United States and worldwide economy.

Chemical manufacturers submit chemical data to the Coast Guard. The Coast Guard evaluates the information for hazardous properties of the chemical to be shipped via tank vessel. A determination is made as to the kind and degree of precaution which must be taken to protect the vessel and its contents. 33 U.S. Code 1903, 46 U.S.C. 3703, and 9101 are the statutory authorities for this collection.

Key Information

Abstract

The Commission is submitting this revised information collection to enable consumers or other members of the public to file complaints relating to digital discrimination of access to broadband. On November 15, 2021, Congress enacted the Infrastructure Investment and Jobs Act (Infrastructure Act). Section 60506(e) of the Infrastructure Act directed the Commission to “revise its public complaint process to accept complaints from consumers or other members of the public that relate to digital discrimination.” To implement this provision, as well as the other requirements of section 60506, the Commission adopted a Report and Order and Further Notice of Proposed Rulemaking on November 15, 2023. The Commission is also revising other informal consumer complaint forms. These changes, informed by the data collected through the Consumer Complaint Center (CCC) at https://consumercomplaints.fcc.gov/hc/en-us, will improve the clarity, ease of use and utility of the CCC. This will allow the Commission to process consumer complaints more efficiently and provide more detailed data to inform enforcement and policy efforts.

The following information requirement, which was inadvertently included in the information collection requirements in this collection, applies only to the annual reports that must be filed by competitive ETCs receiving legacy high-cost support for mobile wireless services and should be removed from OMB 3060-1291.
