Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Outer Continental Shelf Activities - - Title 33 CFR Subchapter N

Key Information

Abstract

Title 43 U.S. Code (U.S.C.) 1333(d), as part of the 1978 amendments to the Outer Continental Shelf (OCS) Lands Act (the Act), states that the Coast Guard has the authority to promulgate and enforce reasonable regulations promoting the safety of life and property on OCS facilities. The Coast Guard OCS regulations include the following reporting and recordkeeping requirements: ď‚· Annual inspection of fixed OCS facilities. The regulations provide for scheduled on-site inspection, at least once a year, of each facility on the OCS subject to any environmental or safety regulation promulgated pursuant to the Act. Regulations that require self-inspection of fixed OCS facilities follow the statutory on-site inspection requirements of 43 U.S.C. 1348(c). The collection requirement can be found in 33 CFR 140.103(c). ď‚· Records to be kept by the employer. The regulations ensure compliance with the statutory mandate of the Act (43 U.S.C. 1356) to man OCS facilities or OCS vessels with U.S. citizens or permanent resident aliens. The collection requirement can be found in 33 CFR 141.35. ď‚· Facility Certificate (or letter). For certain Floating OCS Facilities (FOF), the Coast Guard will issue a Facility Certificate (or letter) per the requirements in 33 CFR 143.120. ď‚· Station bill. The regulations require Station bills on all manned OCS facilities (with the exception of Mobile Offshore Drilling Units (MODUs)). The Station bills provide an efficient means of disseminating information to all personnel with regard to their duties, duty station, and signals used during emergencies and drills. The collection requirement can be found in 33 CFR 146.130. ď‚· Emergency Evacuation Plan. The regulations require a comprehensive, site-specific contingency plan for the evacuation of all personnel from manned fixed facilities and MODUs operating on the OCS. The collection requirement can be found in 33 CFR 146.140 & 146.210. ď‚· Equivalent Equipment or Procedures. The regulations make provision for the use of alternate equipment or procedures for safety on the OCS so long as they insure a degree of safety comparable to or greater than that provided by the minimum standards in Subchapter N. If these alternate measures are to be used, then a submittal to the Coast Guard is required. The Coast Guard then determines whether the type of equipment or procedure to be used is safe. The collection requirement is outlined in 33 CFR 140.15. The statutory authority is 43 U.S.C. 1333, 1348, 1350 and 1356, and 46 U.S.C. 3102, 70001, 70105, and 70116.

The purpose of the proposed data collection is to conduct a survey of thermal spray coating facilities to (1) better understand work practices and controls related to metals, particles, and gases generated during thermal spray coating, (2) identify areas for potential intervention, and (3) identify thermal spray coating facilities willing to participate in future NIOSH exposure and health research. The resulting data will help identify areas for intervention and the burden of exposure to metals, particles, and gases in the thermal spray coating industry, and develop communication strategies for NIOSH recommendations to prevent workers’ exposure. The data will be collected via either online or telephone calls with trained interview staff using an online survey instrument. This non-substantive change requests modifications to the format of the questions to reduce complexity and does not affect the burden.

Evaluation of the Innovative Assessment Demonstration Authority Pilot Program Survey Data Collections

Key Information

Abstract

The Institute of Education Sciences (IES) is requesting clearance to administer surveys and follow-up interviews for a Congressionally mandated evaluation of the Innovative Assessment Demonstration Authority (IADA) program. Congress created the program to improve the quality and usefulness of assessments required under the Every Student Succeeds Act of 2015 (ESSA), by allowing the U.S. Department of Education (the Department) to exempt states that agree to pilot new assessments from certain testing requirements. IES had initially requested clearance in 2020 to survey participating IADA districts, schools, and teachers on the implementation of these new assessments. However, the COVID-19 pandemic and other challenges extensively slowed implementation, and two states have since withdrawn from IADA. As a result, there are few available districts, schools, and teachers that actually administered the IADA assessment and could share their experiences in ways that would meaningfully contribute to this evaluation. IES is instead requesting to survey and conduct follow-up interviews with state assessment officials, technical advisors, and assessment vendors. Their perspectives will be more informative at this stage of the program and will lead to a much smaller overall burden on respondents.

This is a resubmission with the final rule, of a request by the National Marine Fisheries Service (NMFS), Alaska Regional Office, for revision of this currently approved information collection. This collection is revised due to the final rule to implement electronic monitoring for pelagic trawl pollock catcher vessels and tender vessels delivering pollock to shoreside processors or stationary floating processors in the Bering Sea, Aleutian Islands, and Gulf of Alaska (RIN 0648-BM40). This action is intended to improve salmon accounting, reduce monitoring costs, and improve the quality of monitoring data. This collection is revised because this rule requires shoreside and stationary floating processors to have an approved Catch Monitoring and Control Plan (CMCP) in place before receiving deliveries from catcher vessels and tender vessels participating in the trawl EM category. This increases the respondents for the CMCP annual submission and printed report. With this revision, NMFS added a template that a processer may use to develop their CMCP. Minor editorial and formatting changes were made to this template from the proposed rule to the final rule. The hourly wage rate in the response to question #12 was updated to use the most current rate available from the U.S. Bureau of Labor Statistics. This final rule also affects information collection requirements approved under OMB Control Numbers -0213, -0318, -0515, and -0711. NMFS is submitting separate requests to revise these collections.

From the proposed rule to the final rule, in response to comments NMFS clarified a regulation for the EM hardware service provider permit and added to what must be included in the Trawl EM Incentive Plan Agreement Annual Report; updated public burden statements on forms; and updated hourly wage rates in question #12 to use the most current rates. This final rule also affects OMB Control Numbers -0213, -0330, -0515, and -0711. NMFS is submitting separate requests to revise these collections. OMB Control Number 0648-0815 is being merged into this collection and will be discontinued upon issuance of the final rule.

Collection of data associated with this testing, surveillance, monitoring herd status, reporting, and epidemiological investigation/animal movement tracing to verify compliance with the Federal Order’s requirements for moving dairy cattle within the United States and limit the spread of HPAI (Influenza A virus)Emergency Justfication:Highly pathogenic avian influenza (HPAI) is a contagious viral disease of domestic poultry and wild birds. HPAI is deadly to domestic poultry and can wipe out entire flocks within a matter of days. HPAI H5N1 has now been detected in dairy cattle. The disease is a threat to the poultry and dairy industries, animal health, human health, trade, and the United States and worldwide economy.

Abstract

This is a resubmission with the final rule, of a request by the National Marine Fisheries Service Alaska Regional Office (NMFS) for revision of this currently approved information collection that contains requirements for the NMFS Alaska Region fee programs. This information collection is necessary under the Magnuson-Stevens Act, which authorizes observer deployment fees and requires cost recovery fees to be collected for all limited access privilege programs and community development quota programs. This information collection is revised due to a final rule to implement electronic monitoring (EM) for pelagic trawl pollock catcher vessels and tender vessels delivering pollock to shoreside processors or stationary floating processors in the Bering Sea, Aleutian Islands, and Gulf of Alaska (RIN 0648-BM40). This action is intended to improve salmon accounting, reduce monitoring costs, and improve the quality of monitoring data. This collection is revised to add the submission of the new full coverage trawl EM fee. This fee increases the total respondents, responses, and burden for this collection. This final rule also affects information collection requirements approved under OMB Control Numbers 0213, -0318, -0330, and -0515. NMFS is submitting separate requests to revise these collections. One change was made to this supporting statement from the proposed rule. The hourly wage rate in the response to question #12 was updated to use the most current rate available from the U.S. Bureau of Labor Statistics.

This collection sets forth the information collection requirements for the Emergency Connectivity Fund Program, as established by Congress in the American Rescue Plan Act of 2021 and implemented in the Commission’s Report and Order, in order to obtain information from applicants and service providers who agree to invoice on behalf of applicants, that will be used to reimburse schools and libraries for the purchase of eligible equipment and/or advanced telecommunications and information services for use by students, school, staff, and library patrons who would otherwise lack the connected devices and broadband connections necessary to fully engage in remote learning during the COVID-19 emergency period.
