Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

The Patient Protection and Affordable Care Act, Public Law 111-148, enacted on March 23, 2010, and the Health Care and Education Reconciliation Act, Public Law 111-152, enacted on March 30, 2010 (collectively, "Affordable Care Act"), expand access to health insurance for individuals and employees of small businesses through the establishment of new Affordable Insurance Exchanges (Exchanges), including the Small Business Health Options Program (SHOP). The Exchanges, which will become operational by January 1, 2014, will enhance competition in the health insurance market, expand access to affordable health insurance for millions of Americans, and provide consumers with a place to easily compare and shop for health insurance coverage. The reporting requirements and data collection in the Exchange rule address Federal requirements that States must meet with respect to the establishment and operation of an Exchange; minimum requirements that health insurance issuers must meet with respect to participation in a State based or Federally-facilitated Exchange; and requirements that employers must meet with respect to participation in the SHOP and compliance with other provisions of the Affordable Care Act. The submission seeks OMB approval of the regulatory PRA requirements associated with 45 CFR parts 155, 156, and 157.

Streamlined Clearance Process for Discretionary Grants

Key Information

Abstract

Section 3505(a)(2) of the PRA of 1995 provides the OMB Director authority to approve the streamlined clearance process proposed in this information collection request. This information collection request was originally approved by OMB in January of 1997. This information collection streamlines the clearance process for all discretionary grant information collections which do not fit the generic application process. The streamlined clearance process continues to reduce the clearance time for the U.S. Department of Education's (ED's) discretionary grant information collections by two months or 60 days. This is desirable for two major reasons: it would allow ED to provide better customer service to grant applicants and help meet ED's goal for timely awards of discretionary grants. §3474.20(d) adds the requirement for grantees to develop a dissemination plan for copyrighted work under open licensing. Information contained in the narrative of an application will be captured in the Evidence of Effectiveness Form.

The Federal Pell Grant (Pell Grant) program is a student financial assistance program authorized under the Higher Education Act of 1965, as amended (HEA). The program provides grant assistance to an eligible student attending an institution of higher education. The institution determines the students award and disburses program funds on behalf of the Department of Education (the Department). Abstract

This collection is voluntary for laser operators (on a per occasion basis) planning to conduct outdoor laser operation(s). The Federal Aviation Administration (FAA) uses the information collected to evaluate potential hazards to aircraft operating in the National Airspace System (NAS). Ultimately, the goal of this collection is to maintain NAS safety and prevent an outdoor laser operation from striking an aircraft. Proponents complete and submit FAA Form 7140-1 to 1 of the 3 FAA service centers for review. Once the service center performs an initial review of the data provided in the response, they coordinate with one or more air traffic control facilities (e.g., a tower, approach control, or center) potentially affected by the proposed outdoor laser operation. The facility and/or facilities will review the proposed outdoor laser operation and provide feedback (no objection or list an objection to the operation) to the service center. If a facility lists an objection, the service center will contact the proponent and determine if the proponent can change the proposed operation to remove any objections. Once all coordination is complete, the service center will issue a determination to the proponent.

Abstract

Evaluation of the REL Midwest Teaching Fractions Toolkit

Key Information

Abstract

The U.S. Department of Education is supporting the development and evaluation of a toolkit that supports the implementation of effective grade 6 fractions instruction based on the evidence-based recommendations in the Developing Effective Fractions Instruction for Kindergarten Through 8th Grade practice guide. The evaluation will rigorously test the efficacy of the toolkit in improving teacher self-efficacy and practices for fraction computation and rate and ratio instruction as well as student learning outcomes in grade 6 mathematics. The evaluation will use a blocked randomized controlled trial design in which schools within each district or within each block of similar schools will be randomly assigned to receive the toolkit. The evaluation will be conducted in 40 Illinois schools during the 2024/25 school year. The evaluation will focus on measuring the toolkit’s impact on three key outcomes: teacher self-efficacy for fraction computation and rate and ratio instruction, classroom practice for fraction computation and rate and ratio instruction, and students’ ability to solve fraction computation and rate and ratio problems. In addition to collecting data to measure teacher and student outcomes, the evaluation team will collect data to document the implementation of the toolkit in treatment schools and the service contrast between treatment and control schools and to describe the characteristics of participating schools, teachers, and students at baseline. The evaluation will produce a publicly available report that summarizes evaluation findings. The findings from the evaluation will inform further refinement of the toolkit, to be released to the public after the evaluation. The study team has proposed incentives to teachers and administrators to partially offset respondent time and effort in completing the survey or interview in the existing information collection – teachers would receive a $30 gift certificate upon completion of a survey or an interview, and administrators would receive a $50 gift certificate upon completion of an interview. The study team is requesting a change in the incentive for teachers from a $30 gift certificate to a $50 gift certificate for completing a survey or an interview. In addition to the many responsibilities and challenges that teachers face daily in their classrooms, teachers also are the targets of numerous requests to complete surveys on a wide variety of topics from state and district offices, independent researchers, and ED. Teacher time therefore is extremely valuable. The study team believes that the requested increase in incentive amount for teachers is needed to achieve the target response rate of 85 percent and to ensure reliable data.

Abstract

Improving diagnostic safety and quality is an AHRQ priority. In recognition of the multifaceted approach needed to effectively advance diagnostic safety, AHRQ supported the development of three tool -- Calibrate Dx, Measure Dx, and the Patient Toolkit -- to prevent diagnostic errors and have prioritized these tools for implementation and testing. These resources vary in the types of stakeholders they target. The goal of this research is to implement and test these three diagnostic safety resources to identify specific ways in which each resource can be used to maximize its value.
