Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

Improving diagnostic safety and quality is an AHRQ priority. In recognition of the multifaceted approach needed to effectively advance diagnostic safety, AHRQ supported the development of three tool -- Calibrate Dx, Measure Dx, and the Patient Toolkit -- to prevent diagnostic errors and have prioritized these tools for implementation and testing. These resources vary in the types of stakeholders they target. The goal of this research is to implement and test these three diagnostic safety resources to identify specific ways in which each resource can be used to maximize its value.

National Saltwater Angler Registry and State Exemption Program

Key Information

Abstract

This request is for an extension of a currently approved information collection. The National Saltwater Angler Registry Program and State Exemption Program (Registry Program) was established to implement recommendations included in the review of national saltwater angling data collection programs conducted by the National Research Council (NRC) in 2005/2006, and the provisions of the Magnuson-Stevens Reauthorization Act, codified at Section 401(g) of the Magnuson-Stevens Fishery Conservation and Management Act (MSA), which require the Secretary of Commerce to commence improvements to recreational fisheries surveys, including establishing a national saltwater angler and for-hire vessel registry, by January 1, 2009. A final rule that includes regulatory measures to implement the Registry Program (RIN 0648–AW10) was adopted and codified in 50 CFR 600, subpart P. The Registry Program collects identification and contact information from those anglers and for-hire vessels who are involved in recreational fishing in the United States Exclusive Economic Zone or for anadromous fish in any waters, unless the anglers or vessels are exempted from the registration requirement. Data collected includes— for anglers: Name, address, date of birth, telephone contact information and region(s) of the country in which they fish; for for-hire vessels: Owner and operator name, address, date of birth, telephone contact information, email address, vessel name and registration/documentation number and home port or primary operating area. This information is compiled into a national and/or series of regional registries that is being used to support surveys of recreational anglers and for-hire vessels to develop estimates of recreational angling effort.

3D Nation Elevation Requirements and Benefits Study

Key Information

Abstract

This is a request for extension of an approved information collection. NOAA and the U.S. Geological Survey (USGS) are working to improve the technology systems, data, and services that provide information about 3D elevation data and related applications within the United States. By continuing to learn about business uses and associated benefits that would be realized from improved elevation data, the agencies can more effectively prioritize and direct investments that will best serve user needs. The 3D Nation Elevation Data Requirements and Benefits Study (“3D Nation Study”) is part of the continuing effort to develop and refine future program alternatives that would provide enhanced 3D data to meet many Federal, State, and other national business needs. The 3D Nation Study seeks to understand needs for 3D elevation data in terms of mission-critical activities, geographic extents of data needs, accuracy requirements, frequency needed, and anticipated benefits of having the required data. In 2022, NOAA and the USGS completed the first 3D Nation Study assessing requirements and benefits of topographic (terrestrial elevation) and bathymetric (water depth) data in inland, nearshore, and offshore geographies. The 3D Nation Study consisted of a standardized questionnaire covering a wide range of business uses that depend on elevation data to inform policy, regulation, scientific research, and management decisions. Input was gathered from a variety of government entities (e.g., Federal, State, local, Tribal) as well as not-for-profit, academic, and private/commercial users of elevation data. Collected responses were aggregated at the agency, organization, state and national levels. Responses associated with individuals were not distributed. Responses were one-time and voluntary. In-person interviews to clarify questionnaire results were arranged on a case-by-case basis. NOAA and USGS plan to revisit national elevation data needs to assess changes to the 3D Nation Study baseline in or after 2026, which is why NOAA and USGS are seeking to extend this ICR. The survey tool for the future 3D Nation Study collection will likely include a subset of questions from the original questionnaire because the 2022 3D Nation Study provides a sufficient foundation to minimize questions in a number of study areas. Prior to conducting the next round of surveys, NOAA will submit a request for questionnaire revision to OMB based on analysis of the baseline survey.

Abstract

Section 101.82(c)(2)(ii)(B) of FDA's regulations (21 CFR 101.82(c)(2)(ii)(B)) authorizes use of a health claim about consumption of soy protein and heart disease risk on labels of foods that contain qualifying amounts of soy protein. The regulation requires that manufacturers of food products that bear the health claim and that contain non-soy sources of protein identify and retain records that permit the calculation of the ratio of soy protein to total protein, and provide such records upon written request to appropriate regulatory officials.

NOAA Fisheries Greater Atlantic Region Gear Identification Requirements

Abstract

The National Oceanic and Atmospheric Administration’s (NOAA’s) National Marine Fisheries Service (NMFS) requests the approval by the Office of Management and Budget (OMB) of an extension of the existing collection of information under OMB Control Number 0648-0351 for Greater Atlantic Region Gear Identification. Regulations at 50 CFR 648.84(a),(b), and (d), 648.125(b)(3), 648.144(b)(1), 648.264(a)(5), and 697.21(a) and (b) require Federal fishery permit holders using certain types of fishing gear to mark the gear with information necessary to identify the vessel and gear (e.g., hull identification number, Federal fishing vessel permit number). The regulations also specify gear marking requirements for visibility (e.g., buoys, radar reflectors). These regulations are critical for successful fisheries management. State and Federal enforcement personnel rely on gear markings to identify owners of gear in an unapproved configuration or used in restricted areas or times. Gear markings also help determine ownership of gear that is lost, damaged, or involved in gear conflict and increase gear visibility to aid in navigation and safety at sea. Overall, there was a reduction in the costs and burden hours associated with this collection due to the general trend of industry downsizing and an updated analysis based on the number of relevant permit holders that reported landings with the specified gear, rather than all permit holders within the fisheries. There were no changes to the regulations or gear marking requirements since the last collection renewal, so all changes in the burden are a result of changes in the number of participating entities and the approach to analysis.
