Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Annual Report on Children in Foster Homes and Children Receiving Payments (ACF-4125)

Key Information

Abstract

The Elementary and Secondary Education Act of 1965 (ESEA), Section 1124 of Title I, as amended by P.L. 114-95, requires the Secretary of Health and Human Services (HHS) to determine the number of children aged five to seventeen, inclusive, that (1) are being supported in foster homes with public funds; or (2) are from families receiving assistance payments in excess of the current poverty income level for a family of four. The Administration for Children and Families (ACF) within HHS passes this information to the Secretary of Education for purposes of allocating grants authorized under this law. The statute requires that the formula to allocate these grants and distribute funds be based, in part, on October caseload data of the number of children in foster care or in families receiving payments from state programs funded under Title IV-A of the Social Security Act [Temporary Assistance for Needy Families (TANF)]. Both the TANF and foster care programs fall under the purview of ACF within HHS. The purpose of this annual data report is to provide annually updated data so that funds may be allocated in accordance with the ESEA.

Key Information

Abstract

OWCP will require the claimant’s treating physician to complete a Form OWCP-26 online before payment will be made for a compounded drug. The physician will be required to specify the ingredients in the compounded drug, indicate whether the compounded drug and each of its ingredients are medically necessary, and explain why the claimant cannot use an FDA-approved drug instead of the compounded drug being prescribed. The form will permit the OWCP to more easily track the volume, type, and characteristics of compounded drugs prescribed for claimants. It will allow additional oversight of the pharmacy benefit—improving patient safety, decreasing cost for stakeholders, and decreasing the risk for fraud, waste, and abuse. Completed forms will be reviewed by a clinical pharmacist or physician before being reviewed for decision by the individual program staff.

Voluntary Agencies Matching Grant Program Data Reporting

Key Information

Abstract

The Voluntary Agencies Matching Grant (MG) Program Data Reporting was approved by OMB in February, 2024. Under this data collection, resettlement agencies submit MG Program data to the Office of Refugee Resettlement (ORR). Upon OMB approval of the collection, the Refugee Arrivals Data System (RADS) team within ORR began building the new reporting module in ORR’s database. Over the course of building the database system, ORR program staff and RADS teams have identified minor technical changes needed to accurately capture the approved information. Changes include updated options to certain drop-down menus or acceptable values, clarification to instructions for certain fields, or correction to conflicting guidance within the instructions.

Abstract

Insured financial institutions must provide quarterly reports of condition and income (Call Reports) to the appropriate regulatory agency for supervisory, surveillance, regulatory, research, insurance assessment and informational purposes. Section 7 of the Federal Deposit Insurance Act requires all insured depository institutions to submit four "reports of condition" each year to their primary federal bank supervisory authority, i.e., the FDIC, the OCC, or the FRB, as appropriate. FDIC-supervised institutions, i.e., insured state nonmember banks and state savings associations, submit these reports to the FDIC. The FDIC uses the quarterly Call Reports to monitor the condition and performance of individual institutions and the industry as a whole. In addition, Call Reports provide the FDIC with the most current statistical data available for evaluating depository institution corporate applications such as mergers; identifying areas of focus for both on-site and off-site examinations; calculating all insured institutions' deposit insurance and Financing Corporation assessments; and other public purposes. Within the Call Report information collection system as it is proposed to be revised, separate report forms apply to institutions that have domestic and foreign offices (FFIEC 031) and to institutions with domestic offices only (FFIEC 041 and, for those with total assets less than $5 billion, FFIEC 051). The proposed rule would implement section 205 of the Economic Growth, Regulatory Relief, and Consumer Protection Act by: expanding the eligibility to file the agencies’ most streamlined report of condition, the FFIEC 051 Call Report, to include certain insured depository institutions with less than $5 billion in total consolidated assets that meet other criteria; and, establishing reduced reporting on the FFIEC 051 Call Report for the first and third reports of condition for a year.

The Veterans Supplement to the Current Population Survey is conducted annually. This supplement is co-sponsored by the U.S. Department of Veterans Affairs and by the U.S. Department of Labor's Veterans Employment and Training Service. Data collected through this supplement will be used by the co-sponsors to determine policies that better meet the needs of our Nation's veteran population. The supplement provides information on the labor force status of veterans with a service-connected disability, combat veterans, past or present National Guard and Reserve members, and recently discharged veterans. Afghanistan, Iraq, and Vietnam veterans are identified by location of service. Also, questions include items about veterans’ transition from Active Duty to civilian employment, details about working with service-connected disabilities, awareness of VA benefits, and work duties while in the Armed Forces. Data are provided by period of service and a range of demographic characteristics. The supplement also provides information on veterans’ participation in various transition and employment and training programs. Respondents are veterans who are not currently on active duty or are members of a household where a veteran lives.

Abstract

The “Legal Services for the Unaccompanied Children Program” information collection contains 12 instruments that allow the Office of Refugee Resettlement (ORR) to provide legal services to unaccompanied children and include a list of available legal service providers, instruments to request or withdraw a Flores bond hearing, instruments to formally document the attorney of record and request a copy of the client case file, as well as instruments to motion for a change of venue, create legal services records for the child, and plan for the child’s release should they attain legal status. The collection was last approved by OMB on November 1st, 2021, and the current expiration date is November 30th, 2024. Currently, respondents utilize form L-3 to document both the provision of legal services screening and the establishment of the attorney-client relationship between the unaccompanied child and the attorney of record or DOJ accredited representative. ORR has noted that the reliance on this one form for two distinct purposes creates inefficiency and confusion for respondents; creating an alternate purpose-specific version of the form and re-naming the forms would reduce ambiguity and burden for respondents. ORR is proposing revisions for the Notice of Attorney Representation (NAR) (Form L-3) to better align with the role of respondents, including ORR-funded legal service providers who may request case file records for unaccompanied children for the purpose of conducting legal services screenings without entering an attorney-client relationship. Non-representational screenings for unaccompanied children may be necessary when the child is of tender age (12 years or younger), has a developmental disability, is non-verbal, or experiences a significant incident while in ORR custody that triggers a referral for additional legal screening. These revisions include splitting Form L-3 into two versions: L-3A and L-3B and making minor revisions to the content in each version.

The Jackie Walorski Maternal and Child Home Visiting Reauthorization Act of 2022 (Section 6101 of the Consolidated Appropriations Act, 2023, P.L. 117-328) amended Section 511 of the Social Security Act (42 U.S.C. § 711), the authority for the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program, by extending funding for an additional 5 years and adding new program requirements. Among these is a requirement for the Secretary of Health and Human Services to assess and reduce burden on MIECHV funding recipients in administering the program by (1) eliminating duplication and streamlining reporting requirements; (2) analyzing ways, in consultation with administering agencies (i.e., MIECHV funding recipients) to reduce the number of hours spent on complying with paperwork requirements by at least 15 percent; (3) reviewing paperwork and data collection requirements for tribal MIECHV funding recipients and exploring, in consultation with tribes and tribal organizations, ways to reduce administrative burden, respect sovereignty, and acknowledge the different focus points for tribal funding recipients; (4) collecting input from relevant state fiscal officials to align fiscal requirements and oversight for states and eligible entities to ensure consistency with standards and guidelines for other federal formula grant programs; and (5) consulting with administering agencies and service delivery model representatives on needed and unneeded data elements regarding the dashboards provided for in newly added Social Security Act subsection 511(d)(1)(B), consistent with the data requirements of such subsection.

Exchange Act Rule 18a-7, as adopted, would establish reporting requirements applicable to stand-alone SBSDs, stand-alone MSBSPs, bank SBSDs, and bank MSBSPs. Rule 18a-7 is modeled on Exchange Act Rule 17a-5, which applies to broker-dealers, but it does not include a parallel requirement for every requirement in Rule 17a-5 because some of the requirements in Rule 17a-5 relate to activities that are not expected or permitted of SBSDs and MSBSPs.

Abstract

The Commission is amending the regulation 17.00 reporting rules, which set out the requirement for futures commission merchants (“FCMs”), clearing members, foreign brokers, and certain reporting markets to submit daily position reports for large traders of futures and options. First, the Commission is removing current regulation 17.00(g)’s 80-character record format and amending regulation 17.03(d) to delegate authority to the Director of the Office of Data and Technology to determine whether to permit or require one or more particular data standards for reports required under regulation 17.00(a). That submission standard will be published in a Part 17 Guidebook, to be published on the Commission’s website. Second, the Commission is adding an Appendix C to Part 17 enumerating data elements to be included in regulation 17.00(a) reports. The form and manner for reporting these data elements in Appendix C will be provided in the Part 17 Guidebook.
