An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public.
Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.
Federal agencies are required to submit an ICR whenever they create, renew, modify, or discontinue an information collection. Each ICR includes a description of the collection,
supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.
The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after
which the collection must be renewed through a new ICR submission.
ICRs are publicly available on RegInfo.gov, and additional guidance can be found in the FAQs.

Abstract
This information collection request is an Non-Disclosure Agreement (NDA) used for domestic and foreign entities to obtain and use the NRC’s nuclear safety analytical computer codes. NRC develops and uses computer codes to independently model and evaluate safety issues associated with the licensed use of radioactive materials. As a global leader in nuclear regulatory research and safety assessment, NRC is frequently approached by domestic and international organizations requesting copies of NRC computer codes. In general, to obtain an NRC code an individual or organization first agrees to not redistribute the code (i.e., non-disclosure) through an NDA. The NDA also imposes terms and conditions for code use, and requires notification to NRC of code errors, code modifications, and updated user information. An officially signed and executed NDA of users agreeing to the terms and conditions is current NRC practice for access to NRC-developed computer codes. Once the NDA has been signed, received, reviewed, and accepted, the requesting individual or organization is given access to the requested code. The information collection enables the NRC to ensure that proper procedures and agreements are in place to guide the distribution and use of these codes according to NRC and U.S. Government policies and international agreements such as import-export restrictions and intellectual property rights. Further information collection on code errors and modifications by code users permits NRC to maintain control and quality of its codes in a timely and efficient manner. |

The federal Low Income Home Energy Assistance Program (LIHEAP) statute requires the Department of Health and Human Services (HHS) to collect data annually from all LIHEAP grant recipients regarding the status of obligated and unobligated funding (42 U.S.C. § 8626). The Administration for Children and Families (ACF), which is the agency in HHS that administers LIHEAP, shall not make payment to a grant recipient for a fiscal year (FY) unless the grant recipient has complied with this reporting requirement with respect to the prior fiscal year. The amount held available from a prior FY may not exceed 10% of the funds awarded for that FY [42 U.S.C. § 826(b)(2)(B)]. Funds exceeding 10% shall be reallotted in the following FY to all LIHEAP grant recipients [42 U.S.C. § 8626(b)(1)(C)]. ACF collects the amounts of unobligated funding from LIHEAP grant recipients on the LIHEAP Carryover and Reallotment Report (CRR). According to HHS block grant regulations at 45 CFR § 96.81, the CRR must contain the following information: (1) The amount of funds that the grant recipient requests to hold available for obligation in the following fiscal year, not to exceed 10% of the funds payable to the grant recipient; (2) a statement of the reasons that this amount to remain available will not be used in the fiscal year for which it was allotted; (3) a description of the types of assistance to be provided with the amount held available; and (4) the amount of funds, if any, to be subject to reallotment. The form as approved includes three lines that cover unobligations from the following sources: (1) regular LIHEAP funds, including those reallotted from the prior year; (2) supplemental funds from the Infrastructure Investment and Jobs Act (IIJA) [Public Law (Pub. L.) 117-58]; and (3) supplemental funds from other sources. The proposed changes include the addition of three lines covering awards from the same sources and minor updates to numbering and wording. |
