Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Key Information

Abstract

This request is to establish a new umbrella generic clearance for the Administration for Children and Families (ACF) to request information from potential participants at ACF gatherings, such as meetings or conferences. This may include large scale conferences, meetings for grantees or contractors, workshops, trainings, poster sessions, and other in-person and virtual gatherings for individuals with interest in ACF programs (clients, researchers, policymakers, etc.), among others. To ensure ACF has adequate information to plan these activities, the Agency must often collect information from potential participants such as basic contact information, preferences for attendance (mode, special requests, etc.), organizational affiliation, feedback about meeting content, etc. Additionally, some activities require ACF to have additional information to have the means to select the most appropriate participants for attendance according to the type or purpose of a given activity, or to group participants into the most appropriate category or activity during an event. This may include information about poster presentations, speaking panels, training courses, professional perspectives or experiences, etc. In addition, attendees may be asked to submit an application or abstract for prescreening to be selected for attendance. The planning for meetings is most often on a quick timeline and the standard timeline to comply with a full request under the Paperwork Reduction Act would inhibit the ability to collect information to inform these activities. Therefore, an umbrella generic is necessary to allow for quick turnaround requests for similar information collections related to these activities. As part of this generic, ACF requests OMB provide a response on individual generic information collections within 5 business days. If no response is received and the request meets the purposes, uses and scope outlined in this document, ACF may move forward with the proposed information collection.

NASA Safety Reporting System

Key Information

Abstract

The NASA Safety Reporting System (NSRS) was established to provide a fast response hazard identification and reporting system, which aids in the elimination of unsafe conditions and the prevention of accidents. In addition, the NSRS serves as a mechanism for elevating problems to selected upper management when standard channels fail. The NSRS is a voluntary, anonymous, and non-punitive supplement to formal safety reporting procedures and is administered by an independent agent, ARES Corporation of McLean Virginia. The only means of reporting to the NSRS is the NSRS report form, which is available to all NASA and contractor employees. During the first year of operation the NSRS handled safety hazard reports pertaining to the Space Shuttle program. Subsequently, the NSRS has been expanded to handle safety hazard reports pertaining to all NASA programs, projects, and operations. The information provided by these reports has resulted in direct changes to NASA policies, procedures, and operations which has significantly reduced NASA's safety risk. Information collected is maintained in accordance with NASA Records Retention Schedule 1441.1, 2017 Edition. This information collection enables NASA Contractors to voluntarily and confidentially report safety concerns or hazards pertaining to any NASA program, project, or operation which has not been resolved through local safety reporting processes. The report is received and processed by an independent agent. No changes to the collection instrument have been made since the collection's previous PRA approval in 2016.

This information collection comprises the following reports: • Debit Card Issuer Survey (FR 3064a) collects data from issuers of debit cards (including general-use prepaid cards) that, together with their affiliates, have assets of $10 billion or more, including information regarding the volume and value of debit card transactions; chargebacks and returns; costs of authorization, clearance, and settlement of debit card transactions; other costs incurred in connection with particular debit card transactions; fraud prevention costs and fraud losses; and interchange fee revenue. • Payment Card Network Survey (FR 3064b) collects data from payment card networks, including the volume and value of debit card transactions; interchange fees; network fees; and payments and incentives paid by networks to acquirers, merchants, and issuers. The data from the FR 3064a and FR 3064b are used to fulfill a statutory requirement that the Board disclose certain information regarding debit card transactions on a biennial basis.3 In addition, the Board uses data from the Payment Card Network Survey (FR 3064b) to publicly report on an annual basis the extent to which networks have established separate interchange fees for exempt and covered issuers.

Abstract

The U. S. Caribbean and many other island nations throughout the region suffered catastrophic damage to communities, infrastructure, farms, and forests during September 2017 hurricane events. To better understand the effects of Hurricanes Irma and Maria on agriculture, forestry, and rural communities in the U.S. Caribbean and the internal and external factors that affected their vulnerabilities or resilience, US Department of Agriculture (USDA) – Forest Service and Caribbean Climate Hub (CCH), request permission to conduct focus groups and in-depth interviews to collect information from farmers, forest owners, and other agriculture and forestry community members about their experiences with, preparations for, responses to, and recovery from these storms. Results from the proposed research will inform natural disaster and disturbance prediction, preparedness, response, and recovery efforts by USDA, Forest Service, and other Federal agencies, as well as related local government, civil society, private sector, and community efforts. In the short term, results from this information collection will be critical in informing ongoing post-hurricane response and recovery efforts by USDA and its partners. In the long term, knowledge generated will contribute to reducing societal costs from disturbance processes, increasing cost-effective management, mitigation, and adaptation efforts, and supporting more resilient communities and economies in the U.S. Caribbean and broader contexts.

Abstract

The U.S. Department of Education’s Rehabilitation Services Administration (RSA) requests clearance for a new data collection activity to support the 84.421F Disability Innovation Fund (DIF) Evidence-Building Support (EBS) project. The purpose of the DIF, as provided by the Consolidated Appropriations Act, 2023 (Pub. L. 117-328), is to support innovative activities aimed at increasing competitive integrated employment (CIE) as defined in section 7 of the Rehabilitation Act of 1973 (Rehabilitation Act) (29 U.S.C. 705(5)) for children, youth, and other individuals with disabilities. RSA is investing a total of $251,934,086 in grant funding to the 27 State Vocational Rehabilitation (VR), other State agencies, Public, Private and Nonprofit Entities, including Indian Tribes and Institutions of Higher Education through the 84.421F DIF program. This request covers the following single primary data collection for the EBS: • Annual interviews with 84.421F DIF project directors In September 2024, RSA awarded five-year cooperative agreements to 27 State VR, other State agencies, Public, Private and Nonprofit Entities, including Indian Tribes and Institutions of Higher Education to implement model demonstration projects. The projects vary across the 27 grants but they share the same purpose, which is to develop, implement, refine, assess, and disseminate innovative or substantially improved strategies or programs geared toward increasing CIE for individuals with disabilities. RSA is conducting evaluation and technical assistance (TA) activities and will report on implementation and evaluation progress across all grantees in Annual Evidence Reports. This report will also document findings that RSA can use to coordinate ongoing activities and communicate with outside agencies and congressional staff. To supplement the existing data sources, RSA will conduct one annual semi-structured interviews with the individual grantee project directors in grant Years 2, 3, 4 and 5 (Calendar Year (CY) 2025 - CY 2029). These interviews will provide valuable qualitative insights into overall project goals, implementation progress, and the barriers and facilitators encountered—information that is not captured through administrative data reporting alone. This richer understanding will help fill critical gaps and will support the development of the Annual Evidence Report, inform evaluations, coordination, and evaluation technical assistance efforts.

The purpose of the Food Supply Chain (FSC) Guaranteed loan is to make funds available to qualified applicants and projects to facilitate financing for the start-up or expansion of activities in the middle of the food supply chain, particularly the aggregation, processing, manufacturing, storing, transporting, wholesaling, or distribution of food, to increase capacity and help create a more resilient, diverse, and secure U.S. food supply chain.

Abstract

The Centers for Disease Control and Prevention (CDC) uses Fellowship Management System (FMS) to collect, process, and manage data from nonfederal applicants seeking training or public health support services through CDC fellowships. FMS is used to electronically submit fellowship applications, submit fellowship host site proposals, track fellows’ activities during their fellowships, and maintain fellowship alumni directories online. FMS is a key tool in CDC’s efforts to maintain and develop a robust public health workforce. This Non-Substantive Change Request is submitted to modify the content of two modules of the electronic Fellowship Management System (FMS). There is no change anticipated to the currently approved burden.
