What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Key Information

Abstract

This information collection is mandatory reporting for which the frequency is on an as needed basis. The information is collected from for-hire motor carriers, brokers and freight forwarders who are required to notify the Office of Registration and Safety Information located within DOT’s Federal Motor Carrier Safety Administration (FMCSA), when they change the name or address of their company. The name change request may be filed online through the Licensing and Insurance website, or companies may fax or mail the form requesting either name or address changes. Carriers may also, by use of this form, request reinstatement of a revoked operating authority either online or via fax. The purpose of the collection is to enable FMCSA to maintain up-to-date records which will allow the agency to recognize the entity in question in case of enforcement actions, or other procedures required to ensure the carrier is fit, willing and able to provide for-hire transportation services. The collection will also enable entities whose authority has been revoked to undergo the process to resume operations, if they are not otherwise blocked from doing so. This multi-purpose form simplifies the process of gathering the information needed to process the entities’ requests in a timely manner, with the least amount of effort for all parties involved. The information reported to and collected by FMCSA is motor carrier identification information (such as legal names, DOT numbers, etc.), phone numbers, address changes, changes in ownership, management, or control of the company, reinstatement of operating authority information, and payment information. This ICR renewal has a program adjustment of an increase of 37,551 responses and 9,387 burden hours. The increase is due to the increase in the number of respondents who completed Form MCSA-5889 from 2020-2022.

Data Security Requirements for Accessing Confidential Data

Abstract

When an application for confidential data is approved through the SAP Portal, ERS will collect information to fulfill its data security requirements. This is a required step before providing the individual with access to restricted use microdata for the purpose of evidence building. Key Information

Abstract

The Quarterly Report of Interest Rates on Selected Direct Consumer Installment Loans (FR 2835) collects information on interest rates on loans for new vehicles and loans for other consumer goods and personal expenses from a sample of commercial banks, and the Quarterly Report of Credit Card Plans (FR 2835a) collects information on interest rates, finance charges, and loan balances for credit card accounts from a sample of commercial banks. The data from these reports help the Board analyze current household financial conditions and the implications of these conditions for household spending and, as such, these data provide valuable input to the monetary policymaking process. The data are also used to create aggregate statistics on consumer loan terms that are published in the Federal Reserve’s monthly statistical releases, G.19 Consumer Credit and G.20 Finance Companies, and in the Federal Reserve Bulletin. Some of the aggregates are used by the Board in the calculation of the aggregate household debt service and financial obligations ratios for the Federal Reserve’s quarterly Household Debt Service and Financial Obligations Ratios statistical release and by the Bureau of Economic Analysis to calculate interest paid by households as part of the National Income and Product Accounts.

Abstract

The Securities and Exchange Commission ("Commission")is adopting new rules and forms to implement Section 21F of the Securities Exchange Act of 1934 ("Exchange Act") entitled "Securities Whistleblower Incentives and Protection." The Dodd-Frank Wall Street Reform and Consumer Protection Act, enacted on July 21, 2010 ("Dodd-Frank"), established a whistleblower program that requires the Commission to pay an award, under regulations prescribed by the Commission and subject to certain limitations, to eligible whistleblowers who voluntarily provide the Commission with original information about a violation of the federal securities laws that leads to the successful enforcement of a covered judicial or administrative action, or a related action. Dodd-Frank also prohibits retaliation by employers against individuals who provide the Commission with information about possible securities violations. The Commission is adopting new rules 21F-1 through 21F-17, and new Forms TCR and WB-APP, under the Securities Exchange Act of 1934.

Abstract

FDA maintains a medical device database which allows FDA to identify locations and manufacturers of hard to locate medical devices in the context of a Federally-declared disaster/emergency, an official emergency preparedness exercise, or a potential public health risk posed by non-disaster-related device shortage. Because of the dynamic nature of the medical device industry, particularly with respect to specific product lines, manufacturing capabilities and raw material/subcomponent sourcing, it is necessary to update the data in the Emergency Shortages Data Collection System at regular intervals, but efforts are made to limit the frequency of outreach to a specific manufacturer to no more than every 4 months. The Emergency Shortages Data Collection System will only include those medical devices for which there will likely be high demand during a specific emergency/disaster, or for which there are sufficiently small numbers of manufacturers such that disruption of manufacture, or loss of one or more of these manufacturers would create a shortage.

Abstract

Title XI of the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 (FIRREA) (12 U.S.C. § 3331 et seq.) requires that, for federally related transactions, regulated institutions obtain real estate appraisals performed by certified or licensed appraisers in conformance with uniform appraisal standards. The Board’s regulations implementing Title XI of FIRREA, contained in the Board’s Regulation Y - Bank Holding Companies and Change in Bank Control (12 CFR Part 225), include certain recordkeeping requirements that apply to state member banks (SMBs), bank holding companies (BHC), and nonbank subsidiaries of BHCs that extend mortgage credit (together, institutions). The Board and other supervisory agencies also have issued Interagency Appraisal and Evaluation Guidelines (the Guidelines) that convey supervisory expectations relating to real estate appraisals and evaluations used to support real estate-related financial transactions. These Guidelines recommend that institutions adopt certain policies and procedures to ensure compliance with Title XI of FIRREA and Regulation Y.
