Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Safety and Health Requirements Related to Camp Cars

Abstract

This collection of information is mandatory under 49 CFR Part 228. The information collected under this regulation is used by FRA to ensure that the affected railroad still using camp cars-- Norfolk Southern -- protects the health and safety of its camp car occupants by fully complying with the requirements stipulated under Part 228. Both reporting and record keeping information, including training information, is collected on occasional basis under this regulation. FRA estimates that there is one Class I railroad (Norfolk Southern) that may choose to use camp cars in the three-year period covered by this ICR. That estimate is unchanged from the last ICR submitted to OMB in 2021. Since March 2020, no railroads have used camp cars. However, camp cars were used by one railroad before the COVID-19 pandemic led to discontinuation of their use and it is possible the same railroad or another railroad may decide to again use camp cars in the next three years.

Abstract

The National Science Foundation's (NSF's) Division of Graduate Education (DGE) in the Directorate for STEM Education (EDU) administers the NSF Research Traineeship (NRT) program. The NRT program is designed to encourage the development and implementation of bold, new, and potentially transformative models for STEM graduate education training. The NRT program seeks to ensure that graduate students in research-based master's and doctoral degree programs develop the skills, knowledge, and competencies needed to pursue a range of STEM careers. NRT is dedicated to providing effective training of STEM graduate students in high priority interdisciplinary or convergent research areas through the use of a comprehensive traineeship model that is innovative, evidence-based, and aligned with changing workforce and research needs. The NRT program also focuses on broadening participation in STEM learning and careers, particularly among those individuals traditionally underrepresented and underemployed in the STEM workforce, including but not limited to, women, persons with disabilities, and racial and ethnic minorities. Currently, NRT awardees provide NSF with information on their activities through periodic research performance progress reports (RPPR). The introduction of the annual and final reports based on the RPPR format has improved the submission of project information but does not address the fact that the NRT program requires (for program management and assessment/evaluative purposes) additional (and more finely grained) information beyond that requested/specified in the RPPR format. Without these data, NSF will be unable to document the implementation of NRT project activities and outcomes. NSF will also be unable to provide satisfactory responses to requests from OSTP and Congress that require demographic data that are not currently collected.

Federal Student Aid (FSA) requests extension without change of the Person Authentication Service (PAS) which creates an FSA ID, a standard username and password solution. In order to create an FSA ID to gain access to certain FSA systems (the Free Application for Federal Student Aid (FAFAFSA) on the Web, National Student Loan Data System (NSLDS), StudentLoans.gov, etc.) a user must register on-line for an FSA ID account. The FSA ID allows the customer to have a single identity, even if there is a name change or change to other personally identifiable information. The information collected to create the FSA ID enables electronic authentication and authorization of users for FSA web-based applications and information and protects users from unauthorized access to user accounts on all protected FSA sites.

Survey of Market Absorption of New Apartment Buildings

Key Information

Abstract

The Department of Housing and Urban Development conducts this survey in order to determine if the supply of rental housing is keeping pace with current and future needs. Additional information such as asking rent (or price for condominium unites) and number of bedrooms is also collected. We will now also asking availability of assisted living for "senior" (55+ restricted) buildings. The Survey of Market Absorption (SOMA) provides the data necessary to measure the rate at which new rental apartments and new condominium apartments are absorbed; that is, taken off the market, usually by being rented or sold, over the course of the first 12 months following completion of a building. The data are collected at quarterly intervals until the 12 months conclude, or until the units in a building are completely absorbed. The survey also provides estimates of certain characteristics, including asking rent/price, number of units, and number of bedrooms. The survey provides a basis for analyzing the degree to which new apartment construction is meeting the present and future needs of the public.

Refugee Data Submission System for Formula Funds Allocations (ORR–5)

Abstract

The Refugee Data Submission System for Formula Funds Allocations and Service Analysis (ORR-5) is designed to satisfy the statutory requirements of the Immigration and Nationality Act (INA). Section 412(a)(3) of the INA (8 U.S.C. § 1522(a)(3)) requires that the Director of the Office of Refugee Resettlement (ORR) make a periodic assessment of the needs of refugees for assistance and services and the resources available to meet those needs. In order to satisfy statutory requirements, ORR requires each state and replacement designee (hereinafter referred to as “states”) participating in the program to annually submit disaggregated individual records containing certain data elements for eligible ORR populations. ORR utilizes the data collected to assess the number of clients served in each state, resettlement assistance or services clients received, and to determine the corresponding Refugee Support Services (RSS) allocations. ORR also collects data elements to inform evidence-based policy making and program design. New data elements were added in 2021, including additional demographics, primary goals identified, and referrals made to assist clients work towards self-sufficiency, progress made towards achieving said goals, and employment status of employable clients 12 months post-enrollment. This was done to enable ORR and states to monitor implementation of the requirements put forth in ORR Policy Letter 19-07, which provides guidance on RSS family self-sufficiency plans. Individual level data collection enhances ORR and the states’ ability to make data-informed programmatic and policy decisions to strengthen services and best support refugee populations on their path to self-sufficiency and integration. Through this current request, ORR proposes to make minor updates to the ORR-5 to improve formatting and to improve functionality.

Risk Management and Financial Assurance for OCS Lease and Grant Obligations

Abstract

The Department of the Interior, acting through BOEM, is finalizing new regulations to modify its criteria for determining whether oil, gas, and sulfur lessees, right-of-use and easement grant holders, and pipeline right-of-way grant holders are required to provide bonds or other financial assurance above the regulatorily prescribed base bonds to ensure compliance with their Outer Continental Shelf Lands Act obligations. This final rule will: streamline the criteria used for evaluating the financial health of lessees and grantees; codify the utilization of the Bureau of Safety and Environmental Enforcement’s probabilistic estimates of decommissioning cost for determining the amount of supplemental financial assurance required; remove restrictive provisions for third-party guarantees and decommissioning accounts; add new criteria for which a bond or third-party guarantee that was provided as supplemental financial assurance may be canceled; and clarify bonding requirements for RUEs serving Federal leases. On June 29, 2023, BOEM published a notice of proposed rulemaking in the Federal Register at 88 FR 42136 which proposed amendments that impact this information collection. BOEM is submitting this information collection clearance package to request OMB approval for revision of OMB control number 1010-0114.

This implementation plan reflects consideration that responsible entities will need time to develop revised data and information specifications under Reliability Standard IRO‐010‐5, including: (i) developing new protocols for submission periodicity, performance criteria, and provisions to update information as needed; (ii) developing provisions for using intermediary entities to provide data; and (iii) codifying in the data and information specification the mutually agreed upon formats, process for resolving conflicts, and security protocols to use for data and information exchange. This implementation plan also reflects consideration of the time that responsible entities will need to distribute the revised data and information specifications to the reporting entities, and that the reporting entities will need to comply with the revised data and information specifications.

This collection will provide the Commission, CMS providers, emergency alerting authorities, and the general public with improved situational awareness of the reliability and performance of the Wireless Emergency Alert (WEA) system through analysis of the results of the newly authorized WEA Performance and Public Awareness Testing.
