What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

This information collection pertains to onshore geophysical exploration on Federal lands. Federal land-management agencies are responsible for regulating geophysical exploration on the Federal surface estate. The Bureau of Land Management (BLM) regulates exploration for oil and gas on lands it manages, and on occasion it regulates such exploration on lands managed by other Federal land-management agencies. The U.S. Forest Service (FS or Forest Service) regulates exploration for various types of minerals, including oil and gas, on lands it manages. Key Information

Abstract

The FERC-512 is an application for a preliminary permit or to extend a preliminary permit term. Preliminary permits, issued for up to three years, preserve the right of permit holders to have first priority in applying for a license for a project being studied, but do not authorize construction of any facilities. Nor does a preliminary permit allow the use of eminent domain to acquire lands for the project. The preliminary permits are issued pursuant to sections 4(f), 5, and 7 of the FPA. Preliminary permits can be extended one time for up to two additional years, pursuant to section 5 of the FPA. The application for a preliminary permit is used by Commission staff to assess the scope of the proposed project, the technology to be used, and jurisdictional aspects of the project. The staff assessment includes a review of the proposed hydro development for conflicts with other permits or existing projects and public notice of the application to solicit public and agency comments. The application for a one-time extension, up to two years, of a preliminary permit is used by Commission staff to determine if a permittee has met the Hydropower Efficiency Act’s good faith and reasonable diligence standards. An application for a preliminary permit includes an initial statement and three numbered exhibits, per 18 CFR 4.81. The initial statement includes information on the applicant, the project, the requested term of the permit, affected political jurisdictions, and a verification of the facts presented. The three numbered exhibits are as follows: • Exhibit One is a description of the proposed project and includes a characterization of the project structures, transmission facilities, and reservoir; estimates of energy and capacity; identification of affected United States lands; and any other information that demonstrates how the proposed development of the water resource would be in the public interest. • Exhibit Two is a description of project studies, either completed or planned, for the purpose of assessing project feasibility, determining environmental impacts, and preparing an application for license including a proposed schedule for completing each study. The exhibit includes a statement of costs and financing that includes an estimate of the costs of doing the project studies described above and the source of funding for these studies. • Exhibit Three includes a map or series of maps that clearly show the location of the project, the location and relationship of the principal project features, a proposed boundary for the project, any lands or reservations of the United States needed for project purposes, and areas which are specially protected.

Representative Availability Portal for Social Security Administration (SSA) Hearings

Key Information

Abstract

As part of the appeals process, claimants can request a hearing with an Administrative Law Judge (ALJ). Approximately 80 percent of claimants have appointed representatives at the hearing level. When the Social Security Administration (SSA) schedules hearings before an ALJ, it usually considers the availability of appointed representatives, if applicable. Appointed representatives may be members of large firms, appearing at hearings nationwide, or may be solo practitioners servicing a specific geographic location or hearing office. In both situations, it is typical for appointed representatives to represent more than one claimant at any given moment; some represent hundreds of claimants at once. Historically, the process of seeking, tracking, and considering representative availability has been a manual and time-intensive activity. In the past, hearing offices sought representative availability information by contacting each representative individually. More recently, Office of Hearings Operations’ Regional Offices representatives collected availability information. However, the process for gathering and considering representative availability was not standardized and varied greatly amongst Regional Offices. The appointed representative community informed SSA they would appreciate a consistent and standardized electronic process to submit their availability for hearing appearances. In the Spring of 2023, SSA initiated the Enhanced Representative Availability Process (ERAP) to provide representatives with a more standardized and streamlined process to email their availability for hearings. In the interim, SSA also obtained OMB approval to test a new Representative Availability Portal (Portal) to offer the representative community a web-based option to submit their monthly availability to SSA. SSA tested the portal among 11 appointed representative practice groups nationwide. We are currently seeking OMB approval for the national rollout of the Portal, which collects standardized information regarding appointed representative availability for the purpose of scheduling hearings. SSA plans to roll the Portal out to all appointed representatives registered with the Registration, Appointment and Services for Representatives (RASR) application, other professional representatives who regularly conduct hearing business with SSA but are not registered with RASR, and delegated officials from appointed representative’s Designated Scheduling Groups (DSG). A DSG is a representative-identified scheduling group which can include one representative, or multiple representatives. Respondents will need to have a mySocial Security account to use the Portal and be registered into the Portal by SSA systems. Respondents who wish to use the Portal, but who are not registered with RASR, or who do not have a Representative ID, must provide SSA systems with the necessary data, including name and SSN, to complete the Portal registration process. SSA will use the Portal to track availability for hearings for the DSG. Representatives provide hearing availability for the DSG monthly, and SSA considers the DSG-provided availability when scheduling hearings. SSA will announce the response window for the Portal each month. Following the submission deadline, the Portal will ‘‘lock,’’ and respondents will not be able to submit availability through the Portal at that time (although SSA will have the capacity to unlock if there is good cause). We expect use of the Portal will result in receiving consistent structured data from appointed representatives, which will allow for a more streamlined and effective hearing scheduling process. It also meets a long-standing customer-experience request from the representative community. The respondents are appointed representatives, and delegated officials from appointed representatives DSGs who need to submit their availability to SSA for hearings.

Retaining Employment and Talent After Injury/Illness Network (RETAIN) demonstration

Abstract

The Social Security Administration and the Department of Labor are undertaking the Retaining Employment and Talent After Injury/Illness Network (RETAIN) demonstration, which will test promising early intervention approaches to improve the labor force participation and retention of individuals with recently-acquired injuries and disabilities and to reduce their future need for Social Security disability benefits. The Department of Labor (DOL) is funding the intervention approaches and American Institutes for Research to provide programmatic technical assistance for the demonstration. The Social Security Administration (SSA) is funding Mathematica to provide evaluation support for the demonstration, including evaluation-related technical assistance and conducting a comprehensive evaluation. The purpose and proposed use of this information collection is to gather qualitative and quantitative data needed to conduct the analysis, these activities, include (1) surveys of RETAIN enrollees and (2) follow-up interviews with RETAIN service users. The qualitative data collection consists of: (1) semi-structured interviews with program staff and service users; and (2) staff activity logs. Program staff interviews focus on staff’s perceptions of the successes and challenges of implementing each states program, while staff activity logs house information on staff’s time to inform the benefit-cost analysis. Service user interviews inform SSA’s understanding of users’ experiences with program services. The quantitative data include SSA’s program records and survey data. The survey data collection consists of: (1) two rounds of follow up surveys, focusing on individual-level outcomes, with enrollees, all of whom who have experienced a disability onset; and (2) two rounds of surveys with RETAIN providers. The first round of the enrollee survey began in December of 2021 and end in October of 2024. The second round will began in October of 2022 and end in October of 2025. Respondents learn of the RETAIN program data collection efforts through various outreach methods, including, but not limited to mailings, phone calls, and from other individuals. SSA is constantly reviewing our outreach strategies to ensure maximum exposure and accessibility to the materials. the respondents are staff members selected for staff interviews and staff activity logs, and RETAIN service users, enrollees, and providers.

The primary purpose of this project is to simplify administrative burdens and mitigate potential zero defects and expectations associated with the current IR0‐010‐4 standard, while ensuring that Registered Entities with operational responsibilities continue to request and receive the data necessary to support Operational Planning Analysis, Real‐time Assessments, Real‐time monitoring, and Balancing Authority analysis functions. This implementation plan reflects consideration that responsible entities will need time to develop revised data and information specifications under Reliability Standard IRO‐010‐5, including: (i) developing new protocols for submission periodicity, performance criteria, and provisions to update information as needed; (ii) developing provisions for using intermediary entities to provide data; and (iii) codifying in the data and information specification the mutually agreed upon formats, process for resolving conflicts, and security protocols to use for data and information exchange. This implementation plan also reflects consideration of the time that responsible entities will need to distribute the revised data and information specifications to the reporting entities, and that the reporting entities will need to comply with the revised data and information specifications.

Abstract

The request is for renewal and extension of this information collection. The EFP program includes not only EFPs but also SRPs, LOAs, display permits, and shark research fishery permits, which are issued to participants in the Shark Research Fishery. This collection is necessary for the application and collection of data associated with exempted fishing permits (EFPs), including scientific research permits (SRPs), letters of acknowledgement (LOAs), display permits, and shark research fishery permits issued by the Atlantic Highly Migratory Species (HMS) Management Division. Each of these permits require an application to be submitted to the agency that includes information about the research being conducted, fishing gear used for research, collaborating scientist(s), and vessel(s) being used during research activities. These permits involve commercial and recreational fishermen as well as various researchers from academic institutions. EFPs, SRPs, and display permits all require reporting on an interim and annual basis on forms specific to the EFP Program submitted via the HMS Management Division’s new online EFP portal. LOA holders may submit the same reports. The shark research fishery data are collected through the Shark Bottom Longline Observer Program and are used for a wide range of HMS fishery management initiatives.

This clause requires the contractor to report annually the product types and dollar value of any United States Department of Agriculture (USDA)-designated biobased products purchased by the contractor during the previous Government fiscal year. • FAR 52.223-5, Pollution Prevention and Right-to-Know Information. This clause requires a contractor that is performing at a federal facility to provide all information needed by the federal facility to comply with Emergency Planning and Community Right-to-Know Act of 1986 (EPCRA) (42 U.S.C. 11001-11050) and the Pollution Prevention Act of 1990 (42 U.S.C.13101-13109). Contractors report information related to emergency planning and hazardous chemicals reporting and toxic chemical release inventories. • FAR 52.223-7, Notice of Radioactive Material. This clause requires the contractor to notify the contracting officer or a designee in writing prior to the delivery of, or prior to completion of any servicing required by the contract of, items containing certain radioactive material. The notice shall specify the part or parts of the items which contain radioactive materials, the name and activity of the isotope, the manufacturer of the materials, and any other information known to the contractor which will put users of the items on notice as to the hazards involved. If there has been no change affecting the quantity of activity, or the characteristics and composition of the radioactive material from deliveries under the contract or prior contracts, then the contractor may request in writing that the contracting officer or designee waive this notice requirement. • FAR 52.223-9, Estimate of Percentage of Recovered Material Content for EPA-Designated Items. This clause requires the contractor, upon completion of the contract, to submit to the Government an estimate of the percentage of the total recovered material content for Environmental Protection Agency (EPA)-designated item(s) delivered and/or used in contract performance, including, if applicable, the percentage of post-consumer material content. This subpart governs the Immigration-Status Confirmation, as authorized by section 484(g) of the Higher Education Act of 1965, as amended (HEA) (20 U.S.C. 1091). The regulations may be reviewed at 34 CFR 668, Subpart I. The regulations are necessary to determine eligibility to receive program benefits and to prevent fraud and abuse of program funds. This collection updates the usage by individuals and schools. While the regulations refer to a secondary confirmation process and completion of the paper G-845 form these processes are no longer in use. The Department of Homeland Security/U.S. Citizen and Immigration Services (DHS/USCIS) replaced the paper secondary confirmation method with a fully electronic process, Systematic Alien Verification for Entitlements (SAVE) system and the use of the Third Step Verification Process.

Integral to this role, ACL conducts research and evaluation studies to measure the needs, barriers, and facilitators for ACL programs. Qualitative research, evaluation, and assessment are the main objectives of the activities included in this clearance. The goal of developing these activities is to identify emerging issues and research gaps to ensure the successful implementation of ACL programs. The participants may include subject matter experts appropriate to the question of interest; national, state, and/or local representatives; individuals from aging and disability networks; human service, behavioral health, and healthcare providers; individuals from tribal communities; and/or representatives of other organizations appropriate to the question or questions of interest.

Abstract

Under Section 12(b) of the Securities Exchange Act of 1934, 15 (U.S.C. 78l(b)) ("Act"), Rule 12d2-2 requires all issuers and national securities exchanges seeking to delist and/or deregister a security in accordance with the rules of an exchange and the Commission to electronically file a Form 25. Rule 12d2-2 ("Rule") and Form 25 ("Form 25") were adopted in 1935 and 1952, respectively, pursuant to Sections 12 and 23 of the Act. The Rule sets forth the conditions and procedures under which a security may be delisted from an exchange and withdrawn from registration under Section 12(b) of the Act. The Commission adopted amendments to Rule 12d2-2 and Form 25. Under the amended Rule, all issuers and national securities exchanges seeking to delist and deregister a security in accordance with the rules of an exchange must file the adopted version of Form 25 with the Commission. The Commission has also adopted amendments to Rule 19d-1 under the Act to require exchanges to file the adopted version of Form 25 as notice to the Commission under Section 19(d) of the Act. Finally, the Commission has adopted amendments to exempt options and security futures from Section 12(d) of the Act. These amendments are intended to simplify the paperwork and procedure associated with a delisting and to unify general rules and procedures relating to the delisting process.
