What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

The CAP program allows up to two qualified conservators, who serve as assessors, to study of all of a museum’s collections, buildings, and building systems, as well as its policies and procedures relating to collections care. Participants who complete the program receive a report prepared by the assessor(s) with prioritized recommendations to improve collections care. The purpose of this information collection is to support the administration and implementation of the CAP program by IMLS with FAIC (cooperator). The seven forms submitted for public review in this Notice are: 1. An Application Form to collect information about museums that wish to be considered for enrollment in the program; 2. An Assessor Application Form to collect information necessary to determine whether potential conservators/assessors have sufficient qualifications to participate in the program; and 3. A Site Questionnaire to provide more detailed information about a museum to prepare for its assessment once it is accepted for participation in the program. Four forms to collect feedback from participating museums and conservator/assessors following their participation in the program: 4. An Application Feedback Form for museums to share information about how they heard about the program and to provide feedback about the application process; 5. An Assessor Feedback Form for conservators/assessors to share their experiences with the CAP assessment; 6. A Participant Feedback Form to help IMLS and the program administrator gain a better understanding of the experience of museums after participating in the program and to help improve the program for future years; and 7. A Follow-Up Survey for CAP participants to share their longer-term experiences as a result of program participation to help IMLS and the program administrator make improvements over time. This action is to request approval for using the forms for the next three years.

Abstract

Operating reactors in the U.S. want to more efficiently integrate and implement digital upgrades into plant systems to address obsolescence issues with analog components and improve overall plant reliability. The regulatory focus for digital systems is tailored to the unique nature of the digital technologies and uses proposed by licensees and applicants. Depending on the scope of an analog to digital or a digital-to-digital upgrade, the level-of-effort for a requested licensing actions (e.g., license amendment, exemption) can be significantly higher than the level-of-effort expended on a routine requested licensing action. Additionally, a significant portion of the level-of-effort for a digital instrumentation and controls (I&C) review will require specialized digital I&C and human factors engineering skills. To better plan and ensure availability of resources to perform digital I&C reviews, the NRC is seeking scheduling information for licensing submittals from all respondents. This information will allow the NRC to better allocate its resources to support the activities associated with licensing these technologies while being better able to meet the licensee’s desired timeline.

An Investigation of the Effect of Disaster Response and Recovery on Perceived Stress and Emotional Trauma

Abstract

This information collection supports a study to investigate the effect of disaster response and recovery on emergency managers that was requested by Congress in 2022. This is a voluntary survey that will be collected electronically with approximately 38 questions pertaining to the individuals’ experience and demographics, as well as their perceptions of emotional trauma and stress symptoms while supporting a disaster response or recovery. Prior to seeing these questions, participants will see an informed consent screen that outlines the nature of the study, risks, benefits, and Institutional Review Board (IRB) information. Participants may choose to end the survey at any time without questions being asked. Participants are given mental health resources to support them in the event of emotional triggering.

Abstract

On February 28, 2024, we received approval to conduct a survey, Survey on Where Parents Look for and Find Information and How They Use Information When Selecting Child Care (OMB #0970-0627). Since approval, one nonsubstantive change request was approved to on March 19, 2024. The purpose of this survey is to better understand parent perspectives and experiences with using different information sources on child care and early education (CCEE), how they make decisions about their children’s CCEE enrollment, and information about their care arrangements and family circumstances. We launched the parent survey on March 28, 2024 and are currently using NORC’s AmeriSpeak panel to collect parent survey data. We have experienced substantially higher screener completion and interview completion rates than are typical for other AmeriSpeak surveys. Therefore, we have higher than expected burden and need to update the burden rates for this study. As such, we request to update the number of households taking the screener section of the survey from 2,100 to 7,000 and the number of households taking the full survey from 1,500 to 2,500. With increased numbers we will have greater power to detect differences between key subgroups of interest, particularly among low-incidence groups. For example, differences in information access and use based on whether the household has reliable internet access.

Abstract

This request is for a revision and renewal of a current information collection. Fishery quotas are established for many species in the fishery management plans developed by the Gulf of Mexico Reef Fish Fishery Management Council, the South Atlantic Fishery Management Council, and The Caribbean Fishery Management Council. The Southeast Fisheries Science Center has been delegated the responsibility to monitor these quotas. To do so in a timely manner, seafood dealers that handle these species are required to report the purchases (landings) of these species. It was discovered that the USVI trip interviews were being double counted with the Vessel trip interviews. We have made the changes to remove the USVI interviews for accuracy. Fishery statistics are collected by the National Marine Fisheries Service (NMFS) for a variety of reasons under several Federal statutes. The overall purposes for the data collection activities under this family of forms have not changed significantly since the first approval of this family of forms in 1995. In general industry effort has been relatively consistent from year to year and is expected to remain so even though there are some minor localized disruptions. Locations where there were brief closures/ disruptions from the Covid-19 pandemic are similar to impact noticed during natural disasters (i.e., Hurricanes and flooding) and procedures are in place to statistically account for strata with missing data. This family of forms includes the same three methodologies that were included in the previous submissions. These methods include: (1) landings statistics, (2) mandatory dealer reporting for monitoring Federal fishery annual catch limits (ACLs), and (3) bio-profile data from the Trip Interview Program (TIP). The SEFSC employs several methods to collect the variety of data included in the information collection. The following is a brief description of these procedures. For the landing statistics referred to as general canvass statistics, the SEFSC does not collect these data directly from the seafood dealers. The state fishery agencies in each of the states in the southeast region collect landings statistics under their individual state authority. The state agencies share these data with the SEFSC as part of formal cooperative agreements between the SEFSC and the states. These cooperative arrangements serve to both reduce the overall cost of data collection and avoid the possibility of duplicate effort. To collect the data required to monitor the federal fisheries ACLs for the coastal fisheries, the SEFSC has entered formal cooperative agreements with the states which has reduced the public burden. Starting in 2012, 7 of the 8 states changed state regulations to allow dealers to use an electronic trip ticket system. Minimum burden will be required of dealers in these 7 states to transmit federal data through the states to the SEFSC every week. In South Carolina, dealers are still permitted to use a paper trip ticket system for state reporting obligations. Burden will be required of SC dealers to use the electronic system and transmit federal ACL data every week. Mackerel gillnet dealers on the Florida gulf coast report summarized landing statistics to the SEFSC for ACL monitoring by using a simple, easy to use form developed by the SEFSC. The bio-profile data (also referred to as the trip interview data) is collected by federal and State personnel referred to as port agents who are distributed throughout the region and use local knowledge and relationships with industry to make arrangements to sample catch from the trip.

Generic Clearance For Socioeconomics of Coral Reef Conservation

Abstract

This request is for a revision and extension of a currently approved information collection under OMB Control Number 0648-0646. No survey question concept or theory has changed since the first hybrid-generic clearance of this information collect request in 2021. However, NOAA sought feedback from survey administration teams and jurisdictional partners in American Samoa (2021), Puerto Rico (2022), and Guam (2023), as well as during preparation for survey administration in the CNMI (2024) and the USVI (2025). Responses came primarily from state and local natural resource management agencies, fisheries management councils and NGOs. In addition, NOAA adjusted each of the jurisdictional surveys based on respondents’ feedback to the instrument. This feedback resulted in non-substantive survey instrument revisions that reduce question complexity, reduce respondent burden, simplify terminology for translation into other languages, improve clarity, and maintain consistent formatting. This previously approved information collection is part of the National Coral Reef Monitoring Program (NCRMP), which was established by the National Oceanic and Atmospheric Administration (NOAA) Coral Reef Conservation Program (CRCP) under the authority of the Coral Reef Conservation Act of 2000. The administration of this program has potential economic and cultural impacts on the lives of nearby residents and citizens. In accordance with its mission goals, NOAA developed a survey to track relevant information regarding each jurisdiction’s population, social and economic structure, the benefits of coral reefs and related habitats, the impacts of society on coral reefs, and the impacts of coral management on communities. The purpose of this information collection is to obtain human dimensions information from residents in the seven inhabited U.S. jurisdictions containing coral reef ecosystems: Florida, U.S. Virgin Islands (USVI), Puerto Rico, Hawai’i, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands (CNMI). The survey has a core set of questions that are the same for all jurisdictions to allow for information to be tracked over time. The survey also includes questions that are specific to the local context and developed in collaboration with jurisdictional partners. Survey administration is repeated in each jurisdiction every five to seven years in order to provide longitudinal information for managers to effectively conserve coral reefs for current and future generations.

Abstract

This request is for a 1 year extension of this previously approved data collection. An extension is requested in order to provide time for the program office to address revisions to the collection pursuant to a recent law. Under the Marine Mammal Protection Act (MMPA), the Secretary of Commerce (Secretary), who has delegated responsibility under this Act to the National Oceanic and Atmospheric Administration (NOAA) Assistant Administrator for Fisheries, is charged with the protection and management of marine mammals and is responsible for collecting information on marine mammal strandings, which will be compiled and analyzed, by region, to monitor species, numbers, conditions, and causes of illnesses and deaths of stranded animals. The Secretary is also responsible for collection of information on other life history and reference level data, including marine mammal tissue analyses, that would allow comparison of the causes of illness and deaths in stranded marine mammals by physical, chemical, and biological environmental parameters.

Abstract

SSA regularly reviews individuals’ claims for SVB to determine their continued eligibility and the correct payment amounts. Individuals living outside of the United States who receive SVB must report to SSA any changes that may affect their benefits. We initiate this collection request by sending yearly notice with instructions (SSA 2010-F6 Cover Letter), which includes an SSA 2010 F6. Since we cannot rely on self-reporting, SSA uses Form SSA-2010-F6 to collect this required information from beneficiaries living outside the United States (U.S.) who are collecting SVB. All SVB beneficiaries have interviews with the Federal Benefits Unit (FBU) every year, who assist them in completing this form. Respondents are SVB beneficiaries living outside the U.S. We are submitting this non-substantive change to remove the signature line and replace the Penalty of Perjury Statement with a Penalty of Perjury Warning.

The IAF has hired the services of a 3rd party private organization to collect the information, which will then be shared primarily with the IAF’s Programs Office team assigned to this specific initiative. The information, in an aggregated form, will also be shared with other agency offices, as needed and/or pertinent, to advance equitable grantmaking. The information collection will enable the agency to allocate its limited funds more efficiently, ensuring that they reach the groups in greater need. Specifically, the collection will provide the agency with a deeper understanding of barriers marginalized/underserved groups face to: 1) accessing IAF programming, and 2) achieving their development objectives. The information, in an aggregated form, will also be shared with other agency offices, as needed and/or pertinent, to advance equitable grantmaking. The information collection will enable the agency to allocate its limited funds more efficiently, ensuring that they reach the groups in greater need. Specifically, the collection will provide the agency with a deeper understanding of barriers marginalized/underserved groups face to: 1) accessing IAF programming, and 2) achieving their development objectives. Depending on findings, the IAF will adjust its practices to: 1) Better support marginalized groups and the grantees who work with them and 2) Develop and deploy strategies to improve access to all grant proponents and extend its network of grassroots organizations. The study will use two complementary methods: focus groups and surveys. The focus groups will provide us with more answers about what we saw in the survey data, such as why barriers exist, how organizations confront and understand these barriers, and what IAF can do to better support organizations facing such barriers.

Abstract

This information collection includes data validation for the Senior Community Service Employment Program (SCSEP), and a streamlined quarterly narrative report template to support the 1) reporting, 2) recordkeeping, and 3) program evaluation requirements for the following grant programs: National Dislocated Worker Grants (DWG), H-1B grant programs (started July 1, 2016 or later), National Farmworker Jobs Program (NFJP), Reentry Employment Opportunities (REO) youth and adult grant programs, SCSEP, and YouthBuild (YB). This information collection does not increase the burden on grantees. SCSEP data validation assesses the accuracy of data collected and reported to ETA on program activities and outcomes. The accuracy and reliability of program reports submitted by states and grantees using federal funds are fundamental elements of good public administration, and are necessary tools for maintaining and demonstrating system integrity. The data validation requirement for employment and training programs strengthens the workforce system by ensuring that accurate and reliable information on program activities and outcomes is available. The WIOA Joint Quarterly Narrative Performance Report provides a detailed account of program activities, accomplishments, and progress toward performance outcomes during the quarter. It also provides information on grant challenges and timeline progress, as well as the opportunity to share success stories. Grantees currently provide quarterly narrative reports through ETA-provided, Web-based management systems that already exist and are currently in use by the grantees, or by email to Federal Project Officers where such systems do not exist. Additionally, the use of standardized narrative reports supports Workforce Innovation and Opportunity Act (WIOA) implementation and assists in identifying areas of technical assistance need consistently across the discretionary programs that are reporting on WIOA performance indicators. The use of a consistent narrative template furthers the goals of WIOA around system alignment and consistency of reporting, which helps to improve the quality of performance information that is received by ETA.

Abstract

To implement the Pallone-Thune Telephone Robocall Abuse Criminal Enforcement and Deterrence (TRACED) Act’s provisions related to caller ID authentication, the Commission adopted a Report and Order and Further Notice of Proposed Rulemaking on March 30, 2020, which required service providers to implement the STIR/SHAKEN caller ID authentication technology in the Internet Protocol portions of their phone networks by June 30, 2021. On August 5, 2021, the Commission adopted a Third Report and Order that established a limited role for the Commission to oversee certificate revocation decisions by the private STIR/SHAKEN governance system that would have the effect of placing providers in noncompliance with Commission rules.

An Observer Program for At-Sea Processing Vessels in the Pacific Coast Groundfish Fishery

Abstract

This is a request for extension of an approved information collection. In 2011, the National Marine Fisheries Service (NMFS) mandated observer requirements for the West Coast groundfish trawl catch shares program. For all fishery sectors, observers must be obtained through third-party observer provider companies operating under permits issued by NMFS. The regulations at §§ 660.140 (h), 660.150 (j), and 660.160 (g), specify observer coverage requirements for trawl vessels and define the responsibilities for observer providers, including reporting requirements. Regulations at §660.140 (i) specify requirements for catch monitor coverage for first receivers. Data collected by observers are used by NMFS to estimate total landed catch and discards, monitor the attainment of annual groundfish allocations, estimate catch rates of prohibited species, and as a component in stock assessments. These data are necessary to comply with the Magnuson-Stevens Act requirements to prevent overfishing. In addition, observer data is used to assess fishing related mortality of protected and endangered species.
