What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Workforce Innovation and Opportunity Act Joint Quarterly Narrative Performance Report

Abstract

This information collection includes data validation for the Senior Community Service Employment Program (SCSEP), and a streamlined quarterly narrative report template to support the 1) reporting, 2) recordkeeping, and 3) program evaluation requirements for the following grant programs: National Dislocated Worker Grants (DWG), H-1B grant programs (started July 1, 2016 or later), National Farmworker Jobs Program (NFJP), Reentry Employment Opportunities (REO) youth and adult grant programs, SCSEP, and YouthBuild (YB). This information collection does not increase the burden on grantees. SCSEP data validation assesses the accuracy of data collected and reported to ETA on program activities and outcomes. The accuracy and reliability of program reports submitted by states and grantees using federal funds are fundamental elements of good public administration, and are necessary tools for maintaining and demonstrating system integrity. The data validation requirement for employment and training programs strengthens the workforce system by ensuring that accurate and reliable information on program activities and outcomes is available. The WIOA Joint Quarterly Narrative Performance Report provides a detailed account of program activities, accomplishments, and progress toward performance outcomes during the quarter. It also provides information on grant challenges and timeline progress, as well as the opportunity to share success stories. Grantees currently provide quarterly narrative reports through ETA-provided, Web-based management systems that already exist and are currently in use by the grantees, or by email to Federal Project Officers where such systems do not exist. Additionally, the use of standardized narrative reports supports Workforce Innovation and Opportunity Act (WIOA) implementation and assists in identifying areas of technical assistance need consistently across the discretionary programs that are reporting on WIOA performance indicators. The use of a consistent narrative template furthers the goals of WIOA around system alignment and consistency of reporting, which helps to improve the quality of performance information that is received by ETA.

An Observer Program for At-Sea Processing Vessels in the Pacific Coast Groundfish Fishery

Key Information

Abstract

This is a request for extension of an approved information collection. In 2011, the National Marine Fisheries Service (NMFS) mandated observer requirements for the West Coast groundfish trawl catch shares program. For all fishery sectors, observers must be obtained through third-party observer provider companies operating under permits issued by NMFS. The regulations at §§ 660.140 (h), 660.150 (j), and 660.160 (g), specify observer coverage requirements for trawl vessels and define the responsibilities for observer providers, including reporting requirements. Regulations at §660.140 (i) specify requirements for catch monitor coverage for first receivers. Data collected by observers are used by NMFS to estimate total landed catch and discards, monitor the attainment of annual groundfish allocations, estimate catch rates of prohibited species, and as a component in stock assessments. These data are necessary to comply with the Magnuson-Stevens Act requirements to prevent overfishing. In addition, observer data is used to assess fishing related mortality of protected and endangered species.

Abstract

The Department of Veterans Affairs (VA), through its Veterans Benefits Administration (VBA), administers an integrated program of benefits and services, established by law, for veterans, service personnel, and their dependents and/or beneficiaries. A Veteran’s or Surviving Spouse’s rate of “Improved Pension” is determined by family income. Generally, the income of children who are members of the household is included in this determination. However, children’s income may be excluded if it is unavailable or if consideration of that income would cause hardship. 38 U.S.C. 1521(h) and 1541(g) provide the authority for the exclusion of children’s income based on unavailability or hardship. VA Form 21P-0571 is the prescribed form used by VBA to adequately evaluate children’s income for possible exclusion from the calculation of total family income.

VA Form 21P-4171 is primarily used to collect information from third-parties regarding claimed common-law marriage between Veterans and spouses/surviving spouses. VBA uses the information collected to determine whether the claimed common-law marriage is valid under the law of the place where the parties resided at the time of marriage, or the law of the place where the parties resided when the right to benefits accrued, to comply with 38 CFR §3.1(j) and pay monetary benefits.

Abstract

On December 14, 2017, the Commission adopted the Restoring Internet Freedom Declaratory Ruling, Report and Order, and Order, FCC 17-166. The Restoring Internet Freedom Order restored the light-touch regulatory framework which allowed the Internet to flourish for almost two decades. The Restoring Internet Freedom Order revised the information collection requirements applicable to Internet service providers (ISPs). The Open Internet Order, adopted in 2010, required ISPs to disclose certain network management processes, performance characteristics, and other attributes of broadband Internet access service. These transparency rule disclosure requirements were significantly increased by the Title II Order. The Restoring Internet Freedom Order eliminated the additional information collection obligations imposed by the Title II Order and added a few discrete elements to the Open Internet Order’s information collection requirements.

Generic Clearance of Customer Satisfaction Surveys

Key Information

Abstract

The types of surveys to be included in this clearance include various types of customer surveys, listening sessions and focus groups. Program offices will submit a generic information collection that shall include all relevant information, including a statement of need, intended use of information, description of respondents, information collection procedures, expected response rates, justification for incentives and estimated burden. This collection of information is necessary to enable FMCSA to garner voluntary customer and stakeholder feedback in an efficient, timely manner, in accordance with our commitment to improving service delivery. The information collected from our customers and stakeholders will help ensure that users have an effective, efficient, and satisfying experience with the agency’s programs. This feedback will provide insights into customer or stakeholder perceptions, experiences and expectations; provide an early warning of issues with service; or focus attention on areas where communication, training or changes in operations might improve delivery of products or services. These collections will allow for ongoing, collaborative and actionable communications between FMCSA and its customers and stakeholders. Abstract

A Material Event is defined as an occurrence that affects an organization’s strategic direction, mission, or business operation and, thereby, its compliance with the terms and conditions of its allocation or assistance agreement or their status as an entity certified by the CDFI Fund. The CDFI Fund requires this information to prevent fraud, waste, and abuse of Federal funds. The CDFI Fund implements programs that provide financial assistance in the form of grants, loans, and tax credits to increase the capacity of financial institutions to provide capital, credit, and financial services in underserved markets. Additionally, the CDFI Fund is responsible for confirming certification for Community Development Entities (CDEs) and Community Development Financial Institutions (CDFIs). Organizations that receive Federal financial assistance from the CDFI Fund are required to report Material Events in order to be in compliance with requirements of their award agreements. CDEs and CDFIs are required to report Material Events to maintain their certification status with the CDFI Fund.

The Bureau of Land Management (BLM) is proposing to amend its existing right-of-way (ROW) regulations to streamline the communications uses program, update its cost recovery fee schedules for ROW Federal work activities, and include provisions governing the development and approval of operating plans and agreements for ROWs for electric transmission and distribution facilities (powerlines). Communications uses and powerlines are a subset of ROW activities authorized under the Federal Land Policy and Management Act of 1976, as amended (FLPMA). Cost recovery fees apply to most ROW activities authorized under either FLPMA or the Mineral Leasing Act of 1920, as amended (MLA). This collection of information pertains to the issuance of grants for communications use as well as cost recovery fees and operating plans for the ROW program. Communications use on public lands requires processing applications and rent payments.

Section 6002 of the Deficit Reduction Act (DRA) of 2005 added provisions under section 1927 of the Social Security Act to require physicians in their offices and hospital outpatient settings or other entities (e.g., non-profit facilities) to collect and submit the drug National Drug Code (NDC) numbers on Medicaid claims to their State in order for Federal Financial Participation to be available for these drugs. We estimate that there are 20,000 physicians in their offices, hospital outpatient settings or other entities (e.g., non-profit facilities) concentrating in the specialties of oncology, rheumatology and urology will be required by their State Medicaid Programs to collect and submit Healthcare Common Procedure Coding System (HCPC) J drug code data match with NDC numbers. Abstract

Section 107(a)(1) of the Rehabilitation Act of 1973 (Rehabilitation Act) requires the Commissioner of the Rehabilitation Services Administration (RSA) to conduct annual reviews and periodic on-site monitoring of the vocational rehabilitation (VR) program to determine whether a state agency is complying substantially with the provisions of its State Plan under Section 101 of the Rehabilitation Act and with the evaluation standards and performance indicators established under section 106 of the Rehabilitation Act subject to the performance accountability provisions described in Section 116(b) of the Workforce Innovation and Opportunity Act (WIOA). To fulfill its monitoring responsibility, RSA reviews a maximum of 15 VR agencies in each Federal fiscal year. When, based on its monitoring, RSA determines that a state agency has not administered and operated the VR program in compliance with its State Plan, the Rehabilitation Act, and implementing regulations at 34 C.F.R. Part 361, the agency must develop a corrective action plan (CAP), established by RSA in accordance with the requirement of section 107(b)(2) of the Rehabilitation Act, for RSA approval within 45 days from the issuance of the final monitoring report.
