What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Where to find an ICR?

ICRs are publicly available on RegInfo.gov, and additional guidance can be found in the FAQs.

Note: Presidential Action influences are notated for ICRs received between January 20, 2025 and July 19, 2025.

Post-Accident Drug Testing for Pipeline Operators

Key Information

Abstract

49 CFR 199.227 requires operators to retain records for three years if they decide not to administer post-accident/incident drug testing on affected employees). Operators who choose not to perform post-accident drug and alcohol tests on affected employees are required to keep records explaining their decision not to do so. This mandatory information collection request requires operators who choose not to perform post-accident drug and alcohol tests on affected employees to keep records explaining their decision not to do so. The purposes of the collection is to provide PHMSA with an understanding of why drug and alcohol tests were not administered following a reportable incident. Examples of the records may include any official documents that support or explain an operators decision not to administer a drug or alcohol test following a reportable incident. Operators must retain the records for a period of 3 years.

Record keeping Requirements for Liquefied Natural Gas (LNG) Facilities

Key Information

Abstract

49 CFR Part 193 requires operators of liquefied natural gas (LNG) facilities to maintain records, as needed, pertaining to facility design, operations, maintenance, and personnel training. The purpose of this mandatory information collection request is to ensure compliance with the record keeping requirements prescribed in the federal pipeline safety regulations. LNG operators must make and maintain records as described and have those records available for compliance inspection by PHMSA staff upon request. Examples of such records include the results of personnel training activities; records of materials used for components, buildings, foundations, and LNG support systems; maps; and various facility maintenance activities. Most records of the required records are to be kept for as long as the facility is in service. Personnel records must be maintained for one year after personnel are no longer assigned duties at the LNG plant.

Customer-Owned Service Lines

Key Information

Abstract

This information collection request requires operators of gas service lines who do not maintain their customers’ buried piping between service lines and building walls or gas utilization equipment to send written notices to their customers prescribing the proper maintenance of these gas lines and of the potential hazards of not properly maintaining these gas lines. Operators also have to maintain records that include a copy of the notice currently in use and evidence that notices were sent to customers within the previous 3 years. The purpose of the collection is to prevent pipeline safety failures and to enforce regulatory compliance. Examples of written notices include informational inserts included in customer's billing statements. For multi-family residences such as mobile parks, housing projects, or apartment complexes, the requirement allows master meter operators to post a general notice in a predominant location frequented by customers rather than issuing individual notices to each customer. The time frames for developing notices are immediate and operators must retain proof of notice for 3 years.

FEMA Preparedness Grants: Homeland Security Grant Program (HSGP)

Key Information

Abstract

The Homeland Security Grant Program (HSGP) is an important tool among a comprehensive set of measures to help strengthen the Nation against risks associated with potential terrorist attacks. FEMA uses the information to evaluate applicants’ familiarity with the national preparedness architecture and identify how elements of this architecture have been incorporated into planning, operations, and investments at the regional, state and local levels. The HSGP is a primary funding mechanism for building and sustaining national preparedness capabilities. The HSGP is comprised of three separate grant programs: the State Homeland Security Program (SHSP), the Urban Area Security Initiative (UASI), and Operation Stonegarden (OPSG). Together, these grants fund a range of preparedness activities, including planning, organization, equipment purchase, training, exercises, and management and administration costs.

Alaska Pacific Halibut Fisheries: Charter

Key Information

Abstract

The National Marine Fisheries Service (NMFS), Alaska Regional Office, requests extension of this currently approved information collection. This information collection contains the logbooks, landing reports, permit and transfer applications, and administrative appeals for the Pacific halibut charter fishery off Alaska. This collection is necessary for NMFS to manage and administer the charter halibut fishery under the Charter Halibut Limited Access Program and the Pacific Halibut Catch Sharing Plan. This collection is an essential part of the sustainable management of the Pacific halibut fishery off Alaska, and is an integral element of ensuring regulatory compliance in the charter halibut fishing sector. With this extension, a form for the manual (non-electronic) guided angler fish (GAF) landing report has been created. Previously there was no form for a permit holder to use if they could not submit this report electronically. This form will improve the efficiency of submitting non-electronic GAF landing information. Minor editorial changes have been made to existing forms to increase clarity and consistency with other NMFS Alaska Regional Office forms. The Application for Annual Registration of Charter Halibut Permit has been updated to show that it can be submitted online through eFISH. This supporting statement also incorporates the 2021 change request that removed the notary certification requirement for the Application for Transfer of Charter Halibut Permit.

Key Information

Abstract

The Centers for Medicare & Medicaid Services (CMS) awarded 31 grants to States to participate in the Money Follows the Person Rebalancing Demonstration (MFP) from January 1, 2007 through September 30, 2011. This demonstration, created by section 6071 of the Deficit Reduction Act of 2005 (P.L. 109-171), supports State efforts to "rebalance" their long-term support systems by offering $1.75 billion over 5 years in competitive grants to States. Specifically, the demonstration will support State efforts to: a) Rebalance their long-term support system so that individuals have a choice of where they live and receive services; b) Transition individuals from institutions who want to live in the community; and c) Promote a strategic approach to implement a system that provides person centered, appropriate, needs based, quality of care and quality of life services and a quality management strategy that ensures the provision of, and improvement of such services in both home and community-based settings and institutions. The demonstration provides enhanced federal medical assistance percentage (FMAP) for 12 months for qualified home and community-based services for each person transitioned from an institution to the community during the demonstration period.

National Childcare Costs Database

Key Information

Abstract

The federal government provides states with funding to offer financial assistance to low-income families to pay for childcare. This funding is provided through the Child Care and Development Fund (CCDF) childcare subsidy program. Subsidy payment rates are determined by states, but payment rates are required to be informed by childcare market prices. States are encouraged, but not required, to set payment rates at the 75th percentile of the market price. To obtain market prices, states are required to conduct a Market Rate Survey (MRS) no more than two years prior to the submission of states’ Child Care and Development Fund (CCDF) Plan. The CCDF Plan serves as the mandatory state application to receive Child Care and Development Block Grant (CCDBG) funds. The National Database of Childcare Prices fills an important gap in data and was first approved for collection by the Office of Management and Budget in August 2019 and made available to the public in September 2022.

Current Population Survey, Fertility Supplement

Key Information

Abstract

The Census Bureau plans to request clearance from the Office of Management and Budget (OMB) for the collection of data concerning the Fertility Supplement to be conducted in conjunction with the June Current Population Survey (CPS). The Census Bureau sponsors the supplement questions, which were previously collected in June 2022, and have been asked periodically since 1971. The current clearance expired May 30, 2023. This survey provides information used mainly by government and private analysts to project future population growth, to analyze child spacing, and to aid policymakers and private analysts in their decisions affected by changes in family size and composition. Past studies have discovered noticeable changes in the patterns of fertility rates and the timing of the first birth. Potential needs for government assistance, such as aid to families with dependent children, child care, and maternal health care for single parent households, can be estimated using CPS characteristics matched with fertility data.
