What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Current Population Survey, Fertility Supplement

Key Information

Abstract

The Census Bureau plans to request clearance from the Office of Management and Budget (OMB) for the collection of data concerning the Fertility Supplement to be conducted in conjunction with the June Current Population Survey (CPS). The Census Bureau sponsors the supplement questions, which were previously collected in June 2022, and have been asked periodically since 1971. The current clearance expired May 30, 2023. This survey provides information used mainly by government and private analysts to project future population growth, to analyze child spacing, and to aid policymakers and private analysts in their decisions affected by changes in family size and composition. Past studies have discovered noticeable changes in the patterns of fertility rates and the timing of the first birth. Potential needs for government assistance, such as aid to families with dependent children, child care, and maternal health care for single parent households, can be estimated using CPS characteristics matched with fertility data.

NRC Form 748, National Source Tracking Transaction Report

Key Information

Abstract

In 2006, the NRC amended its regulations to implement a National Source Tracking System (NSTS) for certain sealed sources. The amendments require licensees to report certain transactions involving nationally tracked sources to the NSTS. These transactions include manufacture, transfer, receipt, disassembly, or disposal of the nationally tracked source. This information collection is mandatory and is used to populate the NSTS. National source tracking is part of a comprehensive radioactive source control program for radioactive materials of greatest concern. The NRC and Agreement States use the information provided by licensees in the NSTS to track the life cycle of the nationally tracked source from manufacture until disposal. NSTS enhances the ability of NRC and Agreement States to conduct inspections and investigations, communicate information to other government agencies, and verify legitimate ownership and use of nationally tracked sources.

Delinquent Filer Voluntary Compliance Program

Abstract

Under Title I of ERISA, the administrator of each welfare plan and each pension plan, unless otherwise exempt, is required to file an annual report with the Secretary containing the information set forth in section 103 of ERISA. The statutory annual reporting requirements under Titles I and IV of ERISA, as well as the Internal Revenue Code (the Code), are satisfied generally by filing the appropriate annual return/report (the Form 5500). On April 27, 1995, the Department implemented the Delinquent Filer Voluntary Compliance Program (the DFVC Program) in an effort to encourage annual reporting compliance. Under the DFVC Program, administrators otherwise subject to the assessment of higher civil penalties are permitted to pay reduced civil penalties for voluntarily complying with the annual reporting requirements under Title I of ERISA. The only information collection requirement included in the DFVC Program is the requirement of providing data necessary to identify the plan along with the penalty payment. This data is the only means by which each penalty payment is associated with the relevant plan. With respect to most pension plans and welfare plans, the requirement is satisfied by sending, along with the penalty payment, a copy of the delinquent annual report (without attachments or schedules) which is filed with the Department at a different address under the EFAST system. In the event that the plan administrator files the delinquent annual report using a 1998 or prior plan year form, a paper copy of only the first page of the Form 5500 or Form 5500–C, as applicable, should be submitted along with the penalty payment. Certain pension plans for highly compensated employees, commonly called “top hat” plans, and apprenticeship plans may file a one-time statement in lieu of annual reports. With respect to such plans, information collection requirements of the DFVC Program are satisfied by sending a completed first page of an annual report form along with the penalty payment. The one-time statements are required to be sent to a different address within the Department. The DFVC Program is designed to allow the processing of all penalty payments at a single location within the Department.

Abstract

This ICR addresses the information collection activities contained in a final rule (RIN 2070-AK27) that was signed on September 27, 2018. Specifically, section 26(b) of TSCA (as amended in 2016) provides EPA with the authority to collect fees to defray 25% of the costs associated with administering sections 4, 5, and 6 of TSCA, as well as the costs of collecting, processing, reviewing and providing access to and protecting CBI from disclosure as appropriate under TSCA section 14. The final rule requires payment from manufactures (defined by statute to include importers) of a chemical substance who: are required to submit information to EPA under TSCA section 4, who submit certain notices and exemption requests to EPA under TSCA section 5, who manufacture a chemical substance that is subject to a risk evaluation under TSCA section 6(b)(4), and who process a chemical substance that is the subject of a Significant New Use Notice (SNUN) or Test Market Exemption (TME) under TSCA section 5 and who are required to submit information to EPA under TSCA section 4 related to a SNUN submission.

Conservation Effects Assessment Project

Abstract

This Information Collection Request (ICR) is for the reinstatement of data collection efforts for the National Resources Inventory Conservation Effects Assessment Project (NRI CEAP) cropland assessment for a period of three years. The last CEAP information collection occurred in 2016. For the upcoming CEAP Surveys in 2024, 2025, and 2026, the NRI CEAP program will be at the continental US level (48 States). The target sample size will average 20,000 farm operators annually for the three-year period. Data collected under this ICR is under a cooperative agreement between the National Agricultural Statistics Service (NASS) and the Natural Resources Conservation Service (NRCS) in cooperation with the Iowa State University Center for Survey Statistics and Methodology (ISU-CSSM).

Part 241 requires, in the absence of a waiver, that all dispatching of United States railroad operations be performed in the United States. A railroad may, however, dispatch from a country other than the United States in an emergency situation, but only for the duration of the emergency situation. A railroad relying on this exception must provide written notification of its action to FRA as soon as practicable. This information collected is used as part of FRA's oversight function to help ensure that extraterritorial dispatchers comply with applicable safety regulations.

Connecting Adults to Success: Career Navigator Training Study (CATS Study)

Abstract

The Institute of Education Sciences within the U.S. Department of Education requests clearance for a revision to the Connecting Adults to Success: Evaluation of Career Navigator Training (1850-0973, approved on July 18, 2022). This demonstration study examines the impact of training for career navigators—local adult education provider staff who provide services to address the challenges that learners face navigating the transition to the workforce and to further education and training. The study compares the education and employment outcomes of learners enrolled in adult education sites whose career navigators are assigned by lottery to receive the study’s training (the treatment group) with the outcomes of learners enrolled in the business-as-usual sites who are assigned by lottery to receive the study's training after the study period (the comparison group). Approximately 64 adult education sites nationally are participating in the study. Impacts on learners' education and employment outcomes will be examined after 18 and 30 months. The revision is for the purpose of shifting one component of the approved data collection plan – frequent adult education career navigator-completed logs—to add a single follow-up survey to ensure the study can still examine whether the training leads to changes in these practices. The survey is now needed because of concerns about low response rates and data quality from early rounds of those logs.

The Defense Health Agency (DHA) administers two TRICARE Inpatient Satisfaction Survey (TRISS) instruments to understand perceptions of inpatient care among Military Health System (MHS) users. The survey instruments adhere to the methodological and analytical protocols and questionnaire items mandated by the industry standard Hospital Consumer Assessment of Healthcare Providers and Systems (HCAHPS) protocol for the Adult version and the guidelines put forth by Agency for Healthcare Research and Quality (AHRQ) for the Child version. Developed by the Centers for Medicare and Medicaid Services (CMS) and AHRQ, the program provides valid and reliable self-reported experience ratings of inpatient experiences. As a result, the TRISS program allows objective and meaningful comparisons between hospitals, in areas that are important to consumers.

Abstract

House Rule 3295, the Help America Vote Act of 2002, mandates that States verify the identities of newly registered voters. When newly registered voters do not have driver’s licenses or State-issued ID cards, they must supply the last four digits of their Social Security number to their local State election agencies for verification. The election agencies forward this information to their State Motor Vehicle Administration (MVA), and the State MVA inputs the data into the American Association of MVAs, a central consolidation system that routes the voter data to SSA’s Help America Vote Verification (HAVV) system. Once SSA’s HAVV system confirms the identity of the voter, the information returns along the same route in reverse until it reaches the State election agency. The respondents are the State MVAs seeking to confirm voter identities.

This is to request the Office of Management and Budget’s (OMB’s) review and approval of a new Federal Motor Carrier Safety Administration (FMCSA) ICR titled “Impact of Driver Detention Time on Safety and Operations.” The purpose for obtaining data in this study is to evaluate the impact of driver detention time on safety and CMV operations. This research study will collect data on commercial motor vehicle (CMV) driver detention times that are representative of the major segments of the motor carrier industry. The research study will collect 12 months of safety and operational data from up to 80 commercial motor carriers (hereafter referred to as “carriers”) and 2,500 of their CMV drivers. Data collected will include electronic logging device (ELD) records, GPS location information, telematics data, pickup/delivery details, information on tasks completed while at shipping and receiving facilities, crashes, violations, and carrier demographics. Participation by CMV drivers in this study is optional. There are three primary objectives for this study: (i) assess the frequency and severity of driver detention time using data that is representative of the major segments of the motor carrier industry, (ii) assess the utility of existing ITS solutions to measure detention time, and (iii) prepare a final report that summarizes the findings, answers the research questions, and offers strategies to reduce detention time. The carriers will be selected from the approximately 3,000 SpeedGauge clients in the Driven Data Clearinghouse. SpeedGauge is a company that specializes in driving analytics and performance. Data that will be collected includes carrier information, carrier-owned driver data, carrier-owned transportation management systems (TMS) data, carrier-owned telematics and ELD data, SpeedGauge insurance claims data, Federal safety data, and data collected through electronic questionnaires. FMCSA has contracted with VTTI at the Virginia Polytechnic Institute and State University (VT) to administer this study and analyze its results. Additionally, VTTI subcontracted data collection tasks to Telematic and Video Services (TVS). TVS provides safety and operational services to commercial motor carriers.

Abstract

This research is conducted under the authority of the Secretary of the U.S. Department of Housing and Urban Development to undertake research and studies related to HUD’s mission and programs (12 USC 1701z-1 et seq.). Findings from various studies illustrate that renters are underprioritized compared to homeowners in terms of recovery program opportunities (Wilson et al., 2021). Renters have fewer disaster assistance options than homeowners (Mickelson et al., 2019) leading to longer-term displacement (Fussell and Harris, 2014). Additionally, disasters disrupting rental housing markets can permanently displace renters (Wilson et al., 2021), increase rents (Dillon-Merrill et al., 2018; GAO, 2010), affect long term availability (Dillon-Merrill et al., 2018; Sheldon and Zhan, 2019), cause post-disaster displacement , particularly for residents relying on housing vouchers (Hamideh and Rongerude, 2018; Vinogradasky, 2009), and result in displaced renters being less likely to return to their original places of residence (Levine et al., 2007; Hori and Schafer, 2010; Fussell and Harris, 2014). This research addresses the HUD issued NOFO (FR-6600-N-29A) to “improve disaster recovery effectiveness for renter households by examining the disaster recovery outcomes of renter households and rental housing stock in places that received Community Development Block Grant-Disaster Recovery grants (CDBG-DR).” . This research objectives aim to (1) better understand CDBG-DR allocations across housing tenure, specifically for renters, (2) identify successful processes with corresponding outcomes for rental housing recovery aid programs, (3) engage with and link disaster recovery strategies and programs to actual and desired outcomes amongst renters from their lived experiences, and (4) translate this research into actionable programmatic recommendations with appropriate timelines, policy making and implementation changes to improve these outcomes. HORNE LLP is managing this research under a cooperative agreement. The purpose of this research is to involve both renters and property owners who have experienced disasters, aiming to capture their firsthand experiences and gain deeper insights into their specific needs and challenges. The overall goal of this study is to collaboratively devise targeted intervention strategies, implemented through CDBG-DR, to comprehensively address the needs of renters whose homes have been damaged or destroyed, thereby enhancing future disaster recovery efforts.

Abstract

The Health Care Survey of DoD Beneficiaries (HCSDB) is the only population-based Consumer Assessment of Healthcare Providers and Systems (CAHPS) Health Plan Survey administered to a statistically representative, world-wide sample of all eligible DoD beneficiaries by the Defense Health Agency (DHA). The HCSDB is a population-based survey. As such, the HCSDB is the only survey able to measure access to care and other metrics for beneficiaries who may not be using the TRICARE health system due to barriers to care they encounter. This information collection, which began in 2008, continues to be of critical importance to DHA and Congress in assessing Military Health System (MHS) and Managed Care Support Contractor performance by allowing for trending by various beneficiary categories over time.
