What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Ryan White HIV/AIDS Program CAREWare Customer Satisfaction and Usage Survey

Key Information

Abstract

HRSA developed CAREWare, a software application first released in 2000, to help meet the data collection and reporting needs of Ryan White HIV/AIDS Program (RWHAP) grant recipients. The secure software is a free, electronic health and social support services information system for RWHAP grant recipients and their subrecipients to assist in the data requirement submissions that inform the development of the Ryan White HIV/AIDS Program Service Report, the AIDS Drug Assistance Program Data Report, the Ending the HIV Epidemic Initiative Triannual Report, and the voluntary Clinical Quality Measures Performance Measures module. Over time, the software has evolved into a comprehensive health information system and is now the source of more than half of all the RWHAP client-level data received from recipients and subrecipients of RWHAP grant funding. CAREWare software manages HIV clinical and support service data from more than 360,000 client records in 48 states; Washington, D.C.; Puerto Rico; and the U.S. Virgin Islands. The CAREWare software application contains customizable modules for tracking demographic information, services, medications, laboratory test results, immunization history, diagnoses (updated with International Classification of Diseases, Tenth Revision codes), referrals to outside agencies, and an appointment scheduler. There is a custom report generator and a performance measures module that supports quality of care initiatives at the provider level. The software also has several ways to import data from third-party sources, including commercial labs and other electronic health records (using both Health Level Seven and simple Comma Separated Value-formatted files), HIV surveillance systems, and for RWHAP Part B AIDS Drug Assistance Programs, pharmacy benefit programs. Finally, CAREWare supports users through an experienced helpdesk with ongoing software maintenance issues and enhancements to the user interface. HRSA is proposing a customer satisfaction survey to gather feedback from CAREWare users regarding their experiences and satisfaction with the software platform and to obtain suggestions for improvement.

Regional Educational Laboratory (REL) Southwest Write to Succeed Evaluation

Abstract

The current authorization for the Regional Educational Laboratories (REL) program is under the Education Sciences Reform Act of 2002, Part D, Section 174, (20 U.S.C. 9564), administered by the Department of Education, Institute of Education Sciences (IES), National Center for Education Evaluation and Regional Assistance (NCEE). The central mission and primary function of the RELs is to support applied research and provide technical assistance to state and local education agencies within their region (ESRA, Part D, section 174[f]). The REL program's goal is to partner with educators and policymakers to conduct work that is change-oriented and supports meaningful local, regional, or state decisions about education policies, programs, and practices to improve outcomes for students. Supporting equitable educational opportunities and achievement for English learner students in New Mexico is a high priority for the New Mexico Public Education Department (NMPED, n.d., 2021). In light of analysis showing English learner students in the state have lower rates of English language arts (ELA) proficiency (Arellano et al., 2018), plus legal rulings in the state that English learner students' rights to a sufficient public education have been violated (NMPED, 2022a), NMPED created a strategic plan that includes supporting the whole child through literacy instruction that is culturally and linguistically responsive (NMPED, 2022b). Improving English learner students' English proficiency and the literacy skills of all students is a top priority of NMPED and the district and regional partners of REL Southwest. To address this problem, REL Southwest is implementing, refining, and building evidence for the Write to Succeed professional learning program. The core focus of the Write to Succeed program is scaffolded writing instruction that can support all students but with embedded opportunities to meet the language needs to English learner students. Prior to this study, the program will be further enhanced with supports for teacher collaboration and culturally and linguistically relevant instructional routines, as prior work with New Mexico partners has indicated these are two elements in need of further support. This study is designed to measure the efficacy and implementation of the Write to Succeed. The evaluation team plans to conduct an independent evaluation using a school-level, cluster randomized control trial design to assess the programs impact on teachers' practices and beliefs and students' language and literacy outcomes. The evaluation will also assess the implementation of the program and how it may be effectively scaled. The evaluation will take place in 40 schools across an estimated 10 districts in New Mexico and will focus on teachers and students in Grade 4-8. The evaluation will produce a report and presentations to study participants, practitioners, policymakers, and researchers, and infographics and blog posts for a wider audience of educators and policymakers. These will be designed to inform district and school leaders and teachers about scaffolded writing practices that could be beneficial for English learner students and all students.

Additionally, Title 38 United States Code (U.S.C.) 501(a) provides VA the authority to collect this information. 38 U.S.C 3116 and 3117 authorizes the VA to provide employment services. The VA Veteran Readiness and Employment (VR&E) program refers Chapter 31 program participants to the American Job Center staff including Disabled Veterans’ Outreach Program (DVOP) specialists to assist with individualized career services. This form is required for the American Job Center staff to complete to indicate the Veteran’s participation, progress, and services provided to VR&E Veterans regarding his or her job seeking activities. The information collected will include job referrals, job seeking skills, employment resources, and workshop activities. This data gathered will assist the VR&E program to ensure participants in the VR&E program are provided with the necessary intensive employment services to assist them in obtaining and maintaining suitable employment.

Abstract

The Bipartisan Safer Communities Act (BSCA) provides $1 billion in funding to State educational agencies (SEAs) to be distributed under Title IV, Part A of the Elementary and Secondary Education Act of 1965 (ESEA). The BSCA specifies that SEAs must make competitive subgrants to high-need local educational agencies (LEAs), as determined by the SEA, for activities to support safe and healthy students under section 4108 of the ESEA. The Department of Education has designated BSCA section 4108 funds as the Stronger Connections grant program. This is a new information collection request for the Stronger Connections grant program annual performance reporting. Under the Education Department’s General Administrative Regulations (EDGAR, Section 75.720), grantees shall submit annual performance reports. In addition, in order to receive a Stronger Connections grant award, SEAs were required to submit an assurance that the SEA will submit such other information as the Secretary may later require, such as 1) the identification of the LEAs awarded Stronger Connections grant funds, 2) how the SEA and its LEAs are using Stronger Connections grant funds, and 3) Whether the SEA will evaluate the effectiveness of the SCG program, including the effectiveness of LEA use of SCG funds and, if so, how it will do so. As part of the public comment period review, ED requests that SEAs and its other stakeholders respond to the directed questions found in Attachment A.

Capital Requirements for Board-Regulated Institutions Significantly Engaged in Insurance Activities

Abstract

The Board adopted a final rule that established minimum risk-based capital requirements for certain depository institution holding companies significantly engaged in insurance activities (insurance depository institution holding companies). The final rule established an enterprise-wide risk-based capital framework, termed the Building Block Approach (BBA), that incorporates legal entity capital requirements such as the requirements prescribed by state insurance regulators, taking into account differences between the business of insurance and banking. The final rule also contains a risk-based capital requirement, in compliance with section 171 of The Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act). The Board also adopted the reporting form FR Q-1 in order to collect information related to the BBA. The capital requirements and associated reporting form meet statutory mandates and will help to prevent the economic and consumer impacts resulting from the failure of organizations engaged in banking and insurance. The FR Q-1 is effective January 1, 2024, with the first as of date being December 31, 2024.

Abstract

The National Institute on Disability, Independent Living, and Rehabilitation Research (NIDILRR) of the Department of Health and Human Services (HHS) request clearance of revised Annual Performance Reporting (APR) and Final Report forms to be completed by all NIDILRR grantees. The forms included in this information collection request are used by grantees in the following 10 programs to submit their Annual and Final Performance Reports for Reporting under OMB control number 0985-0050: • Rehabilitation Research Training Centers (RRTCs) • Rehabilitation Engineering Research Centers (RERCs) • Field Initiated Research Projects (FIPs) • Advanced Rehabilitation Research Training Projects (ARRTs) • Model Systems (including spinal cord injury, traumatic brain injury, and burn centers) • Disability and Rehabilitation Research Projects (DRRPs) • Knowledge Translation (KT) Projects • ADA National Network Centers (ADAs) • Small Business Innovation Research Projects (SBIR) grantees (Phase 2 only) Research Fellowships Program (RFP) Statutory Requirements for This Data Collection NIDILRR’s APR web-based reporting system (APR system) addresses specific Department of Health and Human Services (DHHS) regulations that shall be met by applicants and grantees. DHHS regulations that apply to NIDILRR Grant programs include Part 75 of the Uniform Administrative Requirements, Cost Principles and Audit requirements for HHS Awards. Specifically, §75.342, which addresses monitoring and reporting program performance, requires grantees to submit an annual performance report or, for the last year of a project, a final report that evaluates: (a) the grantee’s progress in achieving the objectives in its approved application, (b) the effectiveness of the project in meeting the purposes of the program, and (c) the results of research and related activities. Additionally, GPRA requires all federal agencies to implement performance measurement systems that include: (1) a five-year strategic plan, (2) an annual performance plan, and (3) an annual performance report. Currently, NIDILRR has met these requirements and has established performance indicators to meet the reporting requirements. The NIDILRR APR System currently includes reporting forms for all 10 of NIDILRR’s grant programs. Reporting forms for all 10 programs are Web-based; that is, all grantees will complete their annual reports via the Internet. Data collected through these forms will be used to: (a) facilitate program planning and management; (b) respond to Department of Health and Human Services (DHHS) Grants Policy Administration Manual (GPAM) requirements; and (c) respond to the reporting requirements of the Government Performance and Results Act (GPRA) of 1993 (P.L. 103-62).

HHS conducts inspections to determine a laboratory's compliance with the CLIA requirements. CLIA implements the certificate, laboratory standards, and inspection requirements.
