What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Key Information

Abstract

Federal funds account for less than 10 percent of K–12 education spending nationally but can play an important role, particularly in communities that are lower-income or have lower-performing schools. Although each federal education program has unique goals and provisions, they often allow funds to be used for similar purposes and services or overlapping populations. Congress provided state and local education agencies greater flexibility in their use of federal funds through the 2015 reauthorization of the Elementary and Secondary Education Act (ESEA). As the COVID-19 pandemic began to disrupt schools in 2020, Congress also created new programs to provide funding and flexibilities for states and districts to respond to the emergency. Because policymakers remain interested in how federal dollars are spent, this study will examine the distribution and use of pandemic relief funds and explore the possibility of examining those issues for five ”core” federal education programs that represent the vast share of the Department’s K-12 grant making: Part A of Titles I, II, III, and IV of ESEA, and Title I, Part B of the Individuals with Disabilities Education Act (IDEA).

Performance of the VA mission requires the use of contractors. VAAR provision 852.209-70, Organizational Conflicts of Interest, establishes VA unique requirements to implement section 8141 of the 1989 Department of Defense Appropriation Act, Pub. L. 100-463, 102 Stat. 2270-47 (1988). VAAR section 809.507-1, Solicitation provisions, prescribes VAAR provision 852.209-70, Organizational Conflicts of Interest, and applies to contracts (and solicitations to select such contracts) with either profit or nonprofit organizations, and is included in any solicitation for services addressed in Federal Acquisition Regulation (FAR) 9.502, to include in those types of acquisitions where organizational conflicts of interest are more likely to occur such as in contracts involving management support services; consultant or other professional services; contractor performance of or assistance in technical evaluations; or systems engineering and technical direction work performed by a contractor that does not have overall contractual responsibility for development or production. Offerors must advise, as part of the firm’s offer, whether award of the contract to the firm might involve organizational conflicts of interest or potential conflicts of interest, and, if so, to disclose all relevant facts regarding the conflicts or potential conflicts. The Agency is requesting a 3-year extension to collect this information from public or private businesses.

Abstract

The Migratory Bird Treaty Act (16 U.S.C. 703-711) and the Fish and Wildlife Act of 1956 (16 U.S.C. 742d) designate the Department of the Interior as the key agency responsible for: (1) the wise management of migratory bird populations frequenting the United States, and (2) setting hunting regulations that allow appropriate harvests that are within the guidelines that will allow for those populations' well-being. These responsibilities dictate that we gather accurate data on various characteristics of migratory bird harvest. Based on information from harvest surveys, we can adjust hunting regulations as needed to optimize harvests at levels that provide a maximum of hunting recreation while keeping populations at desired levels.

Key Information

Abstract

This control number applies to the exploration, development, and utilization of oil shale resources on the Bureau of Land Management (BLM)-managed public lands. Currently, the only oil shale leases issued by the BLM are research, development, and demonstration (RD&D) leases. However, the BLM regulations provide a framework for commercial oil shale leasing and additionally include provisions for conversion of RD&D leases to commercial leases. Section 369 of the Energy Policy Act (42 U.S.C. 15927) addresses oil shale development and authorizes the Secretary of the Interior to establish regulations for a commercial leasing program for oil shale. The Mineral Leasing Act of 1920 (30 U.S.C. 241(a)) provides the authority for the BLM to allow for the exploration, development, and utilization of oil shale resources on the BLM-managed public lands. Additional statutory authorities for the oil shale program are: (1) The Mineral Leasing Act for Acquired Lands of 1947 (30 U.S.C. 351-359); and (2) The Federal Land Policy and Management Act (FLPMA) of 1976 (43 U.S.C. 1701 et seq., including 43 U.S.C. 1732). The information collection requirements are contained in 43 CFR Part 3900, 3910, 3920, and 3930. OMB Control Number 1004-0201 is currently scheduled to expire on June 30, 2024. The BLM request that OMB renew this OMB control number for an additional three (3) years.
