What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

The Board’s Regulation XX - Concentration Limit (12 CFR Part 251) implements section 14 of the Bank Holding Company Act of 1956 (BHC Act), which establishes a financial sector concentration limit that generally prohibits a financial company from merging or consolidating with, or otherwise acquiring, another company if the resulting company’s liabilities upon consummation would exceed 10 percent of the aggregate liabilities of all financial companies (a covered acquisition). Under section 14 of the BHC Act and Regulation XX, a financial company means (1) an insured depository institution, (2) a bank holding company, (3) a savings and loan holding company, (4) any other company that controls an insured depository institution, (5) a nonbank financial company designated by the Financial Stability Oversight Council (Council) for supervision by the Board, or (6) a foreign bank or company that is treated as a bank holding company for purposes of the BHC Act. Regulation XX includes certain reporting requirements that apply to financial companies (sections 251.3(e), 251.4(b), and 251.4(c)). In addition, section 251.6 of Regulation XX requires financial companies that do not report consolidated financial information to the Board or other appropriate Federal banking agency to report information on their total liabilities; the Board has implemented this requirement through the Financial Company (as defined) Report of Consolidated Liabilities (FR XX-1).

Key Information

Abstract

CMS’ primary objective for the interviews is to identify the drivers of nonresponse to the race and ethnicity questions. Specifically, we aim to solicit detail on whether and what concerns drove individuals’ nonresponse to these items, including (but not limited to) (a) concerns about confidentiality of their data, (b) concerns about how their race and ethnicity data would be used, including concerns about whether disclosing such information could in any way affect eligibility for Medicare benefits (which it would not), or (c) concerns about response options (e.g. missing response options for race or ethnicity groups in which they may identify). We also intend to explore whether it is possible to amend the race and ethnicity elements on Part C/D enrollment form to address any of those concerns, and if so, how. Additionally, we plan to ask whether there are other – beyond the Part C/D enrollment form – vehicles for collecting race and ethnicity information that would be more acceptable to non-responders, and if so, what those are.

Key Information

Abstract

The PACE program is a unique model of managed care service delivery for the frail elderly, most of whom are dually-eligible for Medicare and Medicaid benefits. To be eligible to enroll in PACE, an individual must: be 55 or older, live in the service area of a PACE organization (PO), need a nursing home-level of care, and be able to live safely in the community with assistance from PACE. POs are responsible for providing all required Medicare and Medicaid covered services, and any other service that the interdisciplinary team (IDT) determines necessary to improve and maintain a participant’s overall health condition. The IDT is responsible for providing as well as coordinating the care and services for each participant enrolled in the program based on his or her individual needs with the goal of enabling older individuals to remain in their community. Because PACE organizations are both an insurer and health care provider, it is vital that CMS have a mechanism to monitor POs performance and identify areas for quality improvement and the need for technical assistance. Therefore, POs must comply with the quality monitoring and reporting requirements outlined in the regulatory citations listed on this form. POs are also required to report certain unusual incidents to other Federal and State agencies. POs have been collecting and reporting PACE Quality data to CMS and State administering agencies (SAA) since 1999.

Ryan White HIV/AIDS Program Mpox Vaccine Distribution

Key Information

Abstract

On August 4, 2022, the mpox outbreak was declared a public health emergency (PHE) in the United States. From the outset, HRSA engaged with federal partners across HHS to provide resources to combat the spread of mpox; assist health care providers who are treating people who have mpox; and ensure those who are most at risk are the focus of vaccine response efforts. HHS authorized HRSA to receive allotments of the JYNNEOS vaccine for mpox for rapid distribution to Ryan White HIV/AIDS Program (RWHAP) recipients. HRSA was identified as a distribution partner due to the health care services provided to individuals with HIV and the number of uninsured and underinsured persons seen in RWHAP and Health Center Programs. The allotments were meant to supplement, not replace, vaccine efforts at jurisdictional levels. To expedite dispensing of the vaccine, HRSA provided the vaccine to dually funded RWHAP Part C and Health Center providers that care for at-risk populations. Most of the identified providers already had access to the Health Partner Ordering Portal (HPOP), a system HHS uses to quickly distribute vaccines to HHS health partners. For providers who elected to receive the vaccine but did not have access to HPOP, HRSA registered them in the HPOP system. HRSA made 73 shipments to 57 (53 dually funded and four Part C only) RWHAP recipients who elected to receive and distribute the mpox vaccine. RWHAP recipients that receive shipments of the JYNNEOS vaccine are required to upload administration and inventory/wastage data into HPOP on a weekly basis. The information collected includes federal or state PIN, contact, lot number, description, number of vials, expiration date, courses/doses/bottles administered, bottles available, wastage, reason, and date reported. RWHAP recipients who accept JYNNEOS vaccine from HRSA are also asked to submit data with information necessary for HRSA to assess the quantity of mpox vaccines requested and their distribution status. The information collected includes grant number; recipient name, point of contact, and phone number; shipping address; shipping point of contact, email address, and phone number; and number of boxes of mpox vaccine requested. As a result of the PHE for mpox, the Assistant Secretary for Planning and Evaluation issued a Paperwork Reduction Act waiver for collection of these data. Since the PHE ended on January 31, 2023, HRSA is proposing to continue collecting these data until December 31, 2025. This action will help to improve HRSA’s ability to provide additional resources and assistance to RWHAP recipients, which may result in increased prevention of mpox among RWHAP clients.

Key Information

Abstract

To develop resource management strategies for the parklands, the National Park Service needs information on harvest patterns among residents of communities with subsistence eligibility, resource distribution systems, and the impact of the changing rural economy on subsistence activities. A survey will be used to estimate subsistence harvests and to describe community subsistence economies. The communities to be surveyed are designated as resident zone communities in recognition that many residents have customarily and traditionally engaged in subsistence uses within a national park or monument. The resulting information will assist park managers in their subsistence management responsibilities and will also be of use to local and regional advisory councils in making recommendations and by the State of Alaska and the Federal Subsistence Board in making decisions regarding the management of fish and wildlife in the region.

Abstract

CBP initiates the Form I-515A receipt or notice to allow an academic nonimmigrant student (F-1), vocational nonimmigrant student (M-1), exchange visitor (J-1), or dependent (F-2, M-2 or J-2) who is without proper documentation to enter the United States temporarily for a 30-day period. To extend the authorized duration of the visit, the F, J or M nonimmigrant must obtain the required documents and, along with the Form I-515A, submit them to the SEVP office within 30-days of entry. This change removes references to “original documents” and “sign in BLUE ink”; replaces mailing address with email address to submit documents electronically; and adds the full titles of Form I-20 and Form DS-2019 for accuracy. The Form I-515A serves as a receipt to an F, M or J nonimmigrant who has been granted 30-day admission to the United States until they submit requested documents to prove eligibility for “duration of status” admission. The revised form clarifies that electronically signed Forms I-20 and DS-2019 are acceptable following the Dec. 12. 2022, Department of Homeland Security’s Interim Final Rule (IFR), “Removal of Obsolete Procedures and Requirements Related to F, J, and M Nonimmigrants,” and Department of State’s March 28, 2023, IFR, “Exchange Visitor Program—Interim Provisions.”

Abstract

The Office of Indian Education (OIE) of the Department of Education (ED) requests an extension for the Indian Education Professional Development Grant Application authorized under Title VI, Part A, of the Elementary and Secondary Education Act, as amended. The Every Student Succeeds Act (ESSA) amended the Elementary and Secondary Education Act (ESEA); included amongst those amendments was new statutory language for the PD program in section 6122 of the ESSA. It is a competitive discretionary grant program. The grant application submitted for this program is evaluated on the basis of how well an applicant addresses the selection criteria, and is used to determine applicant eligibility and amount of award for projects selected for funding. This discretionary grant falls under the Streamlined Clearance Process for Discretionary Grant Information Collections, 1894-0001.

Abstract

This request is for revision and extension of a current information collection. The National Oceanic and Atmospheric Administration (NOAA) Fisheries Service annually collects information from seafood and industrial fishing processing plants on the volume and value of their processed fishery products and their monthly employment figures. NOAA also collects monthly production volume of fish meal, oil, and solubles. The information gathered is used by NOAA in the economic and social analyses developed when proposing and evaluating fishery management actions. The data are also used in annual reports such as Fisheries of the United States and is provided to other agencies, academia, and industry members as needed and allowed through the Magnuson Stevens Act. This year, we are proposing to modify the survey to allow respondents to mark themselves as more than one type of operation (i.e. Processor, wholesaler, cold storage, and/or other) and we are asking them to specify the number of processing line workers they have, if they are a processor.

Abstract

10 CFR part 35, ‘‘Medical Use of Byproduct Material,’’ contains NRC’s requirements and provisions for the medical use of byproduct material and for issuance of specific licenses authorizing the medical use of this material. These requirements and provisions provide for the radiation safety of workers, the general public, patients, and human research subjects. Part 35 contains mandatory requirements that apply to NRC licensees authorized to administer byproduct material or radiation to humans for medical use. These requirements also provide voluntary provisions for specialty boards to apply to have their certification processes recognized by the NRC so that their board certified individuals can use the certifications as proof of training and experience.

Pilots Convicted of Alcohol or Drug-Related Motor Vehicle Offenses or Subject to State Motor Vehicle Administrative Procedure

Abstract

Pilots are mandated to provide information pertaining to convictions, and cancellations, suspensions, or revocations of a license to operate a motor vehicle, for a cause related to the operation of a motor vehicle while intoxicated by alcohol or drug. The FAA’s Security and Hazardous Materials Safety (ASH), is the line of business receiving all reports sent in pursuant to 14 C.F.R. § 61.15(e), and does not intend on disseminating this information with the public. ASH is responsible for ensuring compliance with the regulations by comparing the submitted information against official driving and court records. To enhance the safety of aviation transportation, ASH conducts investigations into the information provided by the person on their own letterhead, or via the online notification letter format, by comparing it to FAA records, official state driver records, and/or court records. This office compares the name, date of birth, address, and certificate number provided by the person, with the FAA’s database of airmen to ensure the information is linked to the correct airman. Once a match is confirmed, this office reviews the date and location (state and/or court location) of any suspension and/or conviction for an alcohol- and/or drug-related motor vehicle action and requests official records from those locations. Once obtained, this office confirms the information sent by the airman was complete, accurate, and was sent within the required 60 day time period. Based on this investigation, this office acknowledges the airman’s compliance, or recommends action against their airman certificate if a violation has occurred. ASH shares this information with FAA Aviation Safety, the Office of Aerospace Medicine, Civil Aerospace Medical Institute (CAMI) AAM-313, for their requirements to evaluate the qualifications of that airman to hold a medical certificate.
