What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

Public Law (P.L.) 111-163, Caregivers and Veterans Omnibus Health Services Act of 2010 amended title 38 United States Code Chapter 17 by adding a new section, 1720G, “Assistance and Support Services for Caregivers.” Section 1720G required the Department of Veterans Affairs (VA) to develop a Program of Comprehensive Assistance for Family Caregivers and Support Services. Under the law, Primary Family Caregivers may be eligible to receive a stipend, access to health care coverage, mental health counseling, comprehensive caregiver education and training, and expanded respite services. Caregivers also may be eligible for travel benefits when they accompany the Veteran for care or attending training. In order to administer these benefits to caregivers, it is necessary that the VA receive information about the nature of benefit being sought and the persons who will be serving as caregivers and receiving benefits. This information is collected with VA Form 10-10CG. VA requests a three-year renewal of the PRA clearance for 10-10CG from OMB to continue with the collection of this information, which is necessary to administer VA's Program of Comprehensive Assistance for Family Caregivers (PCAFC).

Abstract

This request is for revision and extension of a current information collection. The National Oceanic and Atmospheric Administration (NOAA) Fisheries Service annually collects information from seafood and industrial fishing processing plants on the volume and value of their processed fishery products and their monthly employment figures. NOAA also collects monthly production volume of fish meal, oil, and solubles. The information gathered is used by NOAA in the economic and social analyses developed when proposing and evaluating fishery management actions. The data are also used in annual reports such as Fisheries of the United States and is provided to other agencies, academia, and industry members as needed and allowed through the Magnuson Stevens Act. This year, we are proposing to modify the survey to allow respondents to mark themselves as more than one type of operation (i.e. Processor, wholesaler, cold storage, and/or other) and we are asking them to specify the number of processing line workers they have, if they are a processor.

Disadvantaged Business Enterprise Supportive Services (DBE/SS) Accomplishments Report

Abstract

The FHWA, Office of Civil Rights (HCR), has legislative authority under 23 USC 140(c) to allocate up to $10 million annually to State DOTs for the purpose of providing services to Disadvantaged Business Enterprises (DBEs) to improve their ability to compete on federally assisted contracts as prime and subcontractors. The regulations for the DBE/SS program are found in 230 Subpart B – Supportive Services for Minority, Disadvantaged, and Women Business Enterprises (The DBE/SS program is a FHWA discretionary grant program that has been identified as a Departmental and FHWA equity initiative. DBE/SS is also included in the Department’s Justice 40 initiative. To be eligible for funding for the DBE/SS program, State DOTs must submit a Statement of Work (SOW) to FHWA for review and approval for compliance with program intent, regulatory requirements, and federal cost principles. As a discretionary grant program, State DOTs receiving funding must provide reports to the FHWA to evaluate the progression of the program. See 23 CFR 230.204(h). While HCR has created guidance for State DOTs to follow in creating their SOWs, they are currently submitted in paper form and the contents and size of the submissions vary. Similarly, the reports from State DOTs are not uniform and do not always include the information necessary for FHWA to evaluate the success of the program. To address this, HCR has created a DBE/SS fillable SOW template and a DBE/SS Accomplishments Report for State DOTs to use to replace paper submissions. This template and report form are new and will be accessible electronically through the Civil Rights Connect System. While use of the SOW template will be voluntary, it will allow HCR to receive SOWs that are uniform in content and size. This will allow HCR to streamline its review and approval process in order to distribute funding in a more timely manner. Furthermore, the annual report will allow HCR to collect essential statistical and narrative data needed to evaluate the effectiveness of State DOT DBE/SS programs nationally.

Abstract

Pilots are mandated to provide information pertaining to convictions, and cancellations, suspensions, or revocations of a license to operate a motor vehicle, for a cause related to the operation of a motor vehicle while intoxicated by alcohol or drug. The FAA’s Security and Hazardous Materials Safety (ASH), is the line of business receiving all reports sent in pursuant to 14 C.F.R. § 61.15(e), and does not intend on disseminating this information with the public. ASH is responsible for ensuring compliance with the regulations by comparing the submitted information against official driving and court records. To enhance the safety of aviation transportation, ASH conducts investigations into the information provided by the person on their own letterhead, or via the online notification letter format, by comparing it to FAA records, official state driver records, and/or court records. This office compares the name, date of birth, address, and certificate number provided by the person, with the FAA’s database of airmen to ensure the information is linked to the correct airman. Once a match is confirmed, this office reviews the date and location (state and/or court location) of any suspension and/or conviction for an alcohol- and/or drug-related motor vehicle action and requests official records from those locations. Once obtained, this office confirms the information sent by the airman was complete, accurate, and was sent within the required 60 day time period. Based on this investigation, this office acknowledges the airman’s compliance, or recommends action against their airman certificate if a violation has occurred. ASH shares this information with FAA Aviation Safety, the Office of Aerospace Medicine, Civil Aerospace Medical Institute (CAMI) AAM-313, for their requirements to evaluate the qualifications of that airman to hold a medical certificate.

Abstract

Computerized neurocognitive tests are a non-invasive way to measure cognitive function (e.g., attention, working memory, information processing speed, reaction time) and are used as part of the FAA’s overall aeromedical physical exam process to determine if a pilot is safe to operate an aircraft within the National Airspace System (NAS) and if an Air Traffic Control Specialist (ATCS) is safe to return to duty. Neurocognitive tests are required only for pilots and ATCSs with certain medical conditions associated with aeromedically significant cognitive impairments (i.e., not all pilots and ATCSs are tested). The FAA needs to ensure that the tests and data used to maintain the safety of the NAS are based on the most current scientific knowledge. The purpose of this IC effort is to obtain updated pilot and ATCS normative data for the FAA’s current neurocognitive test and alternative neurocognitive tests under consideration. The IC effort will be used to potentially revise the FAA’s Aviation Medical Examiners (AME) Guide, update clinical practices, and assure aeromedical safety. Information will be collected from representative pilots and ATCSs across the United States, who will complete two different 1-hour neurocognitive tests. Total IC effort/time per person will be approximately four hours (i.e., to include check-in processing, informed consent, neurocognitive test-taking, rest breaks, and participant debrief).

The mission of the Nationwide Vendor File Division of the Department of Veterans Affairs – Financial Services Center (VA-FSC) is to add, modify, or delete vendor records in the Financial Management Services (FMS) vendor file. The VA-FSC FMS vendor file controls aspects of when, where, and how vendors are paid. There are currently more than 2.4 million active vendor records in FMS. The VA-FSC Vendor File Request Form, VA Form 10091, was created to streamline the data required to establish a vendor record from multiple sources into a single form. VA Form 10091 will be used throughout the VA to gather essential payment data from vendors (commercial, individuals, Veterans, employees, etc.) to establish or update vendor records in order to process electronic payments through the ACH network to the vendor's financial institution.

Abstract

To carry out its responsibilities under the Act, HUD has issued the Federal Manufactured Home Construction and Safety Standards (the Standards), 24 CFR 3280. The Department has also issued the Manufactured Home Procedural and Enforcement Regulations (the Regulations), 24 CFR 3282, to enforce these standards. The Regulations incorporate an exemption from HUD regulation for recreational vehicles (RV) if they are: built on a single chassis; 400 square feet or less when measured at their largest horizontal projections; self-propelled or permanently towable by a light duty truck; and designed primarily not for use as a permanent dwelling but as temporary living quarters for recreational, camping, travel, or seasonal use. Through recent rulemaking, HUD is adopting a recommendation of the Manufactured Housing Consensus Committee (MHCC), a Federal Advisory Committee, and is clarifying the definition of recreational vehicle (RV) and modifying it to require certification with either the American National Standards Institute’s (ANSI) standard for Park Model Recreational Vehicles (PMRV), A119.5–15 or the National Fire Protection Association’s NFPA 1192, Standard on Recreational Vehicles, 2015 Edition. Since Park Model RVs built to ANSI A119.5-15 may exceed the RV exemption’s 400 square foot threshold, a manufacturer must post notice in the home that the structure is only designed for recreational purposes and is not designed as a primary residence or for permanent occupancy.

Under the Dodd-Frank Wall Street Reform and Consumer Protection Act, the Bureau of Consumer Financial Protection (Bureau) is tasked with researching, analyzing, and reporting on topics relating to the Bureau’s mission, including developments in markets for consumer financial products and services, consumer awareness, and consumer behavior. Under this generic information collection plan, the Bureau collects data through qualitative and quantitative methods, including focus groups, interviews, and controlled trials in field and laboratory settings. The primary purpose of research carried out under this generic clearance is for foundational research of an exploratory nature. This foundational research will be used for developmental and informative purposes to increase the Bureau’s understanding of consumer credit markets and household financial decision-making. In addition, research may be related to the Bureau’s mission regarding financial education, including evaluating the effectiveness of financial education programs and understanding financial planning behaviors, including savings, spending, and investing behavior. This collection will gather application information directly from grant seekers including details about the applicant’s organization, the development opportunity, and proposed project activities. Using this information, IAF is able to perform an initial assessment of the proposed project and determine which applicants are qualified as well as which projects are best positioned to advance grassroots development in the region. The IAF has made an effort to standardize the basic level of information required for this review in order to reduce the burden on both applicants and IAF staff reviewing the applications.

Abstract

This request is for extension of a currently approved information collection. On February 23, 2021, NMFS published in the Federal Register a final rule (86 FR 10857) allowing a Pacific whiting sector cooperative or group of vessels to develop a Salmon Mitigation Plan (SMP) to promote reduction in Chinook salmon bycatch. The SMP is a voluntary agreement by a Pacific whiting fishery Mothership (MS), Catcher/processor (C/P), or Pacific whiting individual fishing quota (IFQ) fishery group to manage Chinook salmon bycatch. The SMP would be approved by NMFS. Those groups with an approved SMP would be required to provide an annual postseason report to the Council and NMFS no later than March 31. The report would describe the group’s use of Chinook salmon bycatch avoidance measures and an evaluation of the effectiveness of those measures. It would also describe any amendments to the terms of the SMP that were approved by NMFS during the fishing year in which the SMP was approved and the reasons that the amendments to the SMP were made. The rule also established that vessels with a NMFS-approved SMP have access to the Chinook salmon bycatch reserve regardless of NMFS implementing other inseason measures to minimize salmon bycatch. Participation in an SMP is voluntary; however, any vessel that chooses not to participate in an SMP would be subject to additional salmon bycatch minimization measures prior to being allowed access to the reserve. The associated regulations are found at 50 CFR part 660. OMB approved the collection-of-information requirements contained in the final rule on March 10, 2021, under OMB Control Number 0648–0794 (Pacific Coast Groundfish Salmon Bycatch Minimization).

The IAF works to promote sustainable development in Latin America and the Caribbean by directly supporting qualified civil society organizations through funding actions, such as grants and cooperative agreements. In order to track grant progress toward desired results and ensure compliance with the terms and conditions of the agreement, the IAF seeks to establish a requirement that grantees provide programmatic and financial information every six months during the grant period, including reporting on project indicators, narrative data on grant achievements and challenges, and a record of spent funds. This information is necessary as it allows IAF to ensure that the grantee is using project funds responsibly and making the necessary strides toward achieving the results laid out in the grant agreement.
