Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Key Information

Abstract

In 2015, the Wireline Competition Bureau, pursuant to its delegated authority, created a standardized reporting template, as well as instructions to guide providers through the reporting process. The Commission required an officer of each provider certify annually as to the accuracy of the data and other information submitted in the providers' Annual Reports. The Commission also required providers to disclose their rates and ancillary charges to consumers. Providers must also comply with certain requirements to the extent they seek a waiver. The annual reports were revised in 2020 to improve the type and quality of information collected, and again in 2022 to reflect rule changes in the 2021 ICS Order. The collection is currently being revised to reflect changes to the disability access rules, as set forth in a 2022 ICS Order.

Abstract

Electronic Records Express (ERE) is an online system which enables medical providers and various third party representatives to download and submit disability claimant information electronically to SSA as part of the disability application process. To ensure only authorized people access ERE, SSA requires third parties to complete a unique registration process if they wish to use this system. This information collection request (ICR) includes the third-party registration process; the burden for submitting evidence to SSA is part of other, various ICRs. The respondents are third party representatives of disability applicants or recipients who want to use ERE to electronically access clients’ disability files online and submit information to SSA. The SSA is making non-substantive changes to enhance the ERE Third-Party’s application to allow appointed representatives to access a list of all their cases pending at the initial and reconsideration levels will reduce the number of calls to FOs asking if a written notice of appointment or Form SSA-1696 has been processed, reduce the number of calls to the SSA Helpdesk for unlocking accounts, and greatly improve the customer service SSA provides to the representative community.

Key Information

Abstract

HUD requests clearance for the proposed questions to be used on the 2024 Rental Housing Finance Survey (RHFS). Data collection will occur between June 24, 2024 and November 30, 2024. Estimates derived from the RHFS sample will help public and private stakeholders better understand the financing, operating costs, and property characteristics of the rental housing stock in the United States. Many of the questions are similar to those found on the 1995 Property Owners and Managers Survey, the rental housing portion of the 2001 Residential Finance Survey, and the 2012, 2015, 2018, and 2021 RHFS. Title 12, United States Code, Sections 1701z-1 and 1701z-2(g) provide authority to collect this information. Title 13, U.S.C., Section 8b provides the U.S. Census Bureau authority to collect this information for the Department of Housing and Urban Development (HUD). The collected data will be protected by the confidentiality provisions of Title 13, U.S.C., Section 9.

Abstract

This request is for a new OMB approval to collect the Grant Profile data from Charter School Programs (CSP) State Entity (SE) grantees. The Charter School Programs (CSP) was originally authorized under Title V, Part B, Subpart 1, Sections 5201 through 5211 of the Elementary and Secondary Education Act (ESEA) of 1965, as amended by the No Child Left Behind (NCLB) Act of 2001. For fiscal year 2017 and thereafter, ESEA has been amended by the Every Student Succeeds Act (ESSA), (20USC 7221-7221i), which reserves funds to improve education by supporting innovation in public education and to: (2) provide financial assistance for the planning, program design, and initial implementation of charter schools; (3) increase the number of high-quality charter schools available to students across the United States; (4) evaluate the impact of charter schools on student achievement, families, and communities, and share best practices between charter schools and other public schools; (5) encourage States to provide support to charter schools for facilities financing in an amount more nearly commensurate to the amount States typically provide for traditional public schools; (6) expand opportunities for children with disabilities, English learners, and other traditionally underserved students to attend charter schools and meet the challenging State academic standards; (7) support efforts to strengthen the charter school authorizing process to improve performance management, including transparency, oversight and monitoring (including financial audits), and evaluation of such schools; and (8) support quality, accountability, and transparency in the operational performance of all authorized public chartering agencies, including State educational agencies, local educational agencies, and other authorizing entities. The U.S. Department of Education (ED) is requesting authorization to collect data from CSP grantees within the SE program through a new online platform. In 2022, ED began development of a new data collection system, the Charter Online Management and Performance System (COMPS), designed specifically to reduce the burden of reporting for users and increase validity of the overall data. This new collection consists of questions responsive to the actions established in the program’s final rule published in the Federal Register on July 6, 2022, as well as the SE program Notice Inviting Applications (NIA). Abstract

A growing body of research demonstrates how the increasing severity and frequency of disasters exacerbates existing challenges of housing affordability and stability, especially for renters in disaster-affected states, counties, and cities. While the federal government plays an increasingly central role in recovery, pathways for long-term recovery of renters and affordable rental housing are understudied, leaving policymakers with limited tools for long-term planning. The Community Development Block Grant-Disaster Recovery (CDBG-DR) grants are one of the most prominent sources of federal funding for post disaster recovery, supplementing assistance programs administered by Federal Emergency Management Agency (FEMA), Small Business Administration (SBA) and other agencies. To date $96 billion dollars have been allocated through CDBG-DR starting from Hurricanes Andrew and Omar in 1992 through Hurricane Ida and other events in 2021. U.S. Department of Housing and Urban Development (HUD) CDBG-DR funding is appropriated by Congress following major Presidentially declared disasters when Congress deemed other aid and resources were not enough to meet the needs of the impacted community. State or local CDBG-DR grantees develop action plans and aligned budgets to address unmet need in their communities. According to HUD, “housing assistance is typically the most immediate priority of state and local governments and is often the largest budgeted activity. The intent of housing recovery programs is to ensure those whose homes were impacted by the disaster can return to safe and adequate housing or relocate to suitable housing elsewhere.” To address the gap in understanding recovery outcomes for rental housing and assessing CDBG-DR effectiveness for this population, in summer 2022, HUD issued a NOFO (FR-6600-N-29A) to announce availability of funding for two research projects. The joint goal of the research is to “improve disaster recovery effectiveness for renter households by examining the disaster recovery outcomes of renter households and rental housing stock in places that received Community Development Block Grant-Disaster Recovery grants (CDBG-DR).” Funding for these studies came from the Consolidated Appropriations Act, 2021 (Public Law 116-260, approved December 27, 2020) which provided funding to HUD for research on disaster recovery to support the Department to evaluate the efficacy of its disaster recovery programs. This is aligned with HUD’s FY 2022-2026 Strategic Plan for ensuring everyone has an affordable, healthy place to live. The scope of the research will focus on the disaster recovery outcomes of renter households and rental housing stock in places awarded CDBG-DR grants, the contributing factors and mechanisms driving recovery outcomes for renter households, and opportunities to improve upon them. The findings of the research will provide recommendations to support Congress, HUD, and State and Local governments in mitigating the loss of affordable rental housing following disasters and facilitating faster and better recovery of renter households. Urban Institute was awarded a cooperative agreement to pursue one of the research studies made available through the NOFO. Research questions identified by HUD in the RFQ—and the corresponding data collection strategy proposed by The Urban Institute—are provided in Table A1. This supporting statement requests approval for qualitative research (interviews and focus groups) in three disaster affected communities to provide context and help identify potential additional variables of interest for local quantitative analysis of changes in rental housing changes in renter populations and understand the recovery initiatives and role of CDBG-DR requirements in influencing outcomes. The other data collection strategies are not subject to the Paperwork Reduction Act and are therefore not included as part of this request.

U.S. DOT Intersection Safety Challenge – System Assessment and Virtual Testing Competition

Abstract

Improving the safety of pedestrians, bicyclists, and other vulnerable road users is of critical importance to achieving the objectives of the U.S. Department of Transportation (U.S. DOT) National Roadway Safety Strategy (NRSS) and U.S. DOT's vision of zero fatalities and serious injuries across our transportation system. According to data from the National Highway Traffic Safety Administration (NHTSA), in 2020 there were 10,626 traffic fatalities in the United States at roadway intersections, including 1,674 pedestrian and 355 bicyclist fatalities. These fatalities at intersections represent 27% of the total of 38,824 road traffic deaths recorded in 2020. The U.S. DOT Intersection Safety Challenge (hereafter, “the Challenge”) supports the U.S. DOT’s strategic goals related to safety, mobility, and economic growth. Safety and mobility are being supported by incentivizing innovation that can anticipate and prevent (or mitigate) unsafe conditions in intersections wherein vehicles, pedestrians, and other vulnerable road users utilize shared space. The anticipated outcomes of the challenge are to provide safer and efficiently managed intersections. Safer intersections will improve the confidence of the vulnerable road users who traverse them, helping underserved communities in both improving individual safety and encouraging utilization of non-motorized modes of travel that expand mobility options. Improved confidence in safe travel and enhanced mobility supports other related goals of economic growth and equity.

Key Information

Abstract

The Securities and Exchange Commission (“SEC” or “Commission”) is adopting a new rule under the Securities Exchange Act of 1934 (“Exchange Act”) to increase the transparency and efficiency of the securities lending market by requiring certain persons to report information about securities loans to a registered national securities association (“RNSA”). The new rule also requires certain confidential information to be reported to an RNSA to enhance an RNSA’s oversight and enforcement functions. Further, the new rule requires that an RNSA make certain information it receives, along with daily information pertaining to the aggregate transaction activity and distribution of loan rates for each reportable security, available to the public.
