What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Key Information

Abstract

The labor force data gathered through the Current Population Survey (CPS) are provided to users in the greatest detail possible, consistent with the demographic information obtained in the survey. In brief, the labor force data can be broken down by sex, age, race, ethnicity, marital status, family composition, educational level, certification and licensing status, disability status, and various other characteristics. Through such breakdowns, one can focus on the employment situation of specific population groups as well as on the general trends in employment and unemployment. Moreover, the survey yields data on the characteristics of people who have stopped looking for work because they believe no jobs are available, also referred to as discouraged workers. Information of this type can be obtained only through demographically-oriented surveys such as the CPS.

Trusted Traveler Programs and U.S. APEC Bussiness Travel Card

Key Information

Abstract

This submission is to update the number of estimated respondents in the U.S. Asia-Pacific Economic Cooperation Business Travel Card program (ABTC). The original estimate was made prior to the commencement of this program. Now that this program is active, there have been more respondents than anticipated so CBP is updating the estimated number of respondents for ABTC, plus the estimates for Global Entry and the Global Entry kiosks because the ABTC participants must submit information under these programs as well. This collection of information is for CBP's Trusted Traveler Programs including the Secure Electronic Network for Travelers Rapid Inspection (SENTRI), which allows expedited entry at specified southwest land border ports of entry, and the Free and Secure Trade program (FAST), which provides expedited border processing for known, low-risk commercial drivers, and Global Entry which allows pre-approved, low-risk air travelers expedited processing upon arrival into the United States. Key Information

Abstract

EPA is requiring reporting and recordkeeping requirements for Perfluoroalkyl and Polyfluoroalkyl Substances (PFAS) under the Toxic Substances Control Act (TSCA) as amended by the Fiscal Year 2020 National Defense Authorization Act (NDAA). As mandated by the amendment, EPA will require certain persons that manufacture (including import) or have manufactured these chemical substances in any year since January 1, 2011, to electronically report to EPA certain information. This is a one-time reporting event to provide greater transparency on the uses and risks associated with PFAS and is mandated by the NDAA. The total one-time burden and cost of the action are summarized in Table 1. Table 2 annualizes the burden and cost over a three-year ICR approval period (although the reporting is a one-time activity).

This submission is being made for a proposed non-substantive change to an existing information collection pursuant to 44 U.S.C. § 3507. This submission seeks to correct a typographical error in Form 2303(a) (Excel template). This change does not affect the Commission’s previous burden estimates, the reporting requirements, or the costs of this collection. This submission is being made for proposed non-substantive changes to an existing information collection pursuant to 44 U.S.C. § 3507. This submission provides the final versions of FCC Form 2303(a) (consisting of Word and Excel Templates) and of FCC Form 2303(b) (Certification Form) to reflect OMB approval on September 13, 2023. It also reflects the assignment of OMB Control No. 3060-1314 to this new collection. On March 17, 2023, the Commission released the 2023 IPCS Order (FCC 23-19), in which it began the process of implementing the Martha Wright-Reed Just and Communications Act of 2022, which directs the Commission to promulgate any regulations implementing the provisions of the Act, including its mandate that the Commission establish a compensation plan ensuring that all rates and charges for incarcerated people's communications services (IPCS) are "just and reasonable," not earlier than 18 months and not later than 24 months after its January 5, 2023 enactment. The Act gives the Commission authority to enact rates and charges for voice, video, and advanced communications between incarcerated people and their families and loved ones, including communications within a state's borders. Previously, the Commission had authority only over interstate and international voice calls. To ensure that it has the data needed to meet the Commission's responsibilities under the Act, the Wireline Competition Bureau (WCB) and the Office of Economics and Analytics (OEA) must "update and restructure" the Commission's most recent mandatory data collection, OMB Control No. 3060-1300. The Commission delegated authority to WCB and OEA to collect data on IPCS from all providers now subject to the Commission's authority. WCB/OEA developed proposals for the 2023 Mandatory Data Collection and issued a Public Notice on April 28, 2023 seeking comments on all aspects of the proposed revisions to the collection. After considering all filings, the Commission released an Order adopting the instructions, reporting template, and certification form to implement the collection.

Abstract

Section 313 of the Joseph Maxwell Cleland and Robert Joseph Dole Memorial Veterans Benefits and Health Care Improvement (Cleland-Dole) Act of 2022 (P.L. 117-328) requires the VA to conduct a study on financial and credit counseling by querying financial and credit counselors, homeless programs providers, and subject matters experts regarding the use of financial and credit counseling services. The intent of this study is to identify financial and credit counseling needs of Veterans experiencing homelessness or at risk of experiencing homelessness, the financial and credit counseling services offered to these Veterans, the specific barriers that these Veterans have in accessing these financial and credit counseling services, and the effects of financial and credit counseling services on such outcomes as employment, housing status, income, and credit score. The information collected will be used to inform VA policy makers, program managers, and process improvement investigators about how to enhance financial and credit counseling services that are offered to Veterans experiencing homelessness or at risk of experiencing homelessness. The results of this study, which will not include personally identifiable information about the individual respondents, will be shared with Congress via a congressionally mandated report.

Report of Dispute Resolution Under Part C of the Individuals with Disabilities Education Act

Key Information

Abstract

The Individuals with Disabilities Education Act (IDEA; P. L. 108-446) directs the Secretary of Education to obtain data on the dispute resolution process described in Section 615 of the law. Specific legislative authority in Section 618 of IDEA requires that: “(a) IN GENERAL- Each State that receives assistance under this part, and the Secretary of the Interior, shall provide data each year to the Secretary of Education and the public on the following: (1)(F) The number of due process complaints filed under section 615 and the number of hearings conducted. (H) The number of mediations held, and the number of settlement agreements reached through such mediations”. In addition to the specific data requirements described in Section 618, Section 616(a)(3)(B) of IDEA identifies the dispute resolution process as a monitoring priority. The law states specifically that: “(3) MONITORING PRIORITIES- The Secretary shall monitor the States, and shall require each State to monitor the local educational agencies located in the State (except the State exercise of general supervisory responsibility), using quantifiable indicators in each of the following priority areas, and using such qualitative indicators as are needed to adequately measure performance in the following priority areas: (B) State exercise of general supervisory authority, including child find, effective monitoring, the use of resolution sessions, mediation, voluntary binding arbitration, and a system of transition services as defined in sections 602(34) and 637(a)(9)”. The data collection form provides instructions and information for States when submitting their dispute resolution data. The form collects data on the number of written, signed complaints; mediation requests; and hearing requests and the status of these actions initiated during the reporting year with regards to children served under Part C of IDEA. The purposes of these data are to: (1) assess the progress, impact, and effectiveness of State and local efforts to implement the legislation and (2) provide Congress, the public, and Federal, State, and local educational agencies with relevant information. These data are used for monitoring activities, planning purposes, congressional reporting requirements, and dissemination to individuals and groups.

Abstract

On January 18, 2022, the Department convened a negotiated rulemaking committee, the Institutional and Programmatic Eligibility Committee, to consider proposed regulations for the Federal Student Aid programs authorized under title IV of the Higher Education Act of 1965, as amended, (HEA). Through the Notice of Proposed Rulemaking (NPRM) published on May 19, 2023, docket number ED-2022-OPE-0062, the Secretary proposed new regulations to promote transparency, competence, stability, and effective outcomes for students in the provision of postsecondary education. The Final Rule under new § 668.605 requires institutions to provide warnings to current and prospective students if a Gainful Employment (GE) program is at risk of a loss of title IV, HEA eligibility, specifies the content and delivery requirements for such notifications, and provides that students must acknowledge having seen the warning before the institution may disburse any title IV, HEA funds. In addition to providing the English-language warnings, the institution will be required to provide accurate translations of the English-language warning into the primary languages of current and prospective students with limited English proficiency. Updates to the regulations since the NPRM has changed the estimated burden for this collection as identified in the NPRM. This is a request for a new collection designated 1845-0173 by OMB during the NPRM stage of this information collection filing.

The Final Rule under new § 668.407 establishes that prospective students must acknowledge having seen the information on the program information website maintained by the Secretary if an eligible non-Gainful Employment (non-GE) program has failed the debt-to-earnings (D/E) measure and requires that students must provide the acknowledgment before the institution may disburse any title IV, HEA funds. The change to the regulations since the NPRM has changed the estimated burden for this collection as identified in the NPRM. The required acknowledgments now exclude undergraduate degree programs from the acknowledgment requirements at § 668.407(a). This is a request for a change to the collection designated 1845-0174 by OMB during the NPRM stage of this information collection filing.

The Commission seeks to revise this information collection by requiring 911 service providers to notify us when they completely cease operations. Abstract

To obtain a certificate of coverage, SSA requires the worker or employer to write to SSA and provide personally identifiable information and details of employment. The information required to issue a certificate differs depending on the agreement negotiated with a particular country. As a result, SSA created 30 forms for each agreement corresponding to the 30 countries with which we have agreements. The forms require respondents to provide personally identifiable information about the worker; the employer; and residential locations for the worker and employer. Some of the questions include the applicant’s name, U.S. Social Security number, date of birth, country of birth, country of citizenship, country of permanent residence, date of hire, country of hire, beginning and ending date of work assignment in the foreign country, the employer, and residential location in the U.S. and abroad. The respondents are U.S. citizens and residents who wish to work in a foreign country, and their employers. We are making non-substantive changes to modify our 30 Totalization informational brochures from a .PDF format to an online unified website and to modify the display hyperlink for accessing the Certificate of Coverage collection form is displayed as a button located at the top of the webpage (for easier access).

Abstract

There is currently no national, standardized hypothesis generating interview data collection instrument for use during single or multi state shigellosis cluster or outbreak investigations. The Shigella Hypothesis Generating Questionnaire (SHGQ) will be administered by state and local public health officials among cases as part of outbreak and cluster response. Is to define a core set of data elements to be used for hypothesis generation as part of investigations of clusters or outbreaks of shigellosis. The SHGQ will be used by federal, state, and local public health officials responsible for conducting interviews with reported cases of shigellosis in their jurisdiction in order to systematically assess core exposure elements and risk factors among cases of shigellosis.

Abstract

USGS is authorized under SECURE Water Act Section 9508 to assist state water resource agencies with improving their water use data collection activities. USGS has implemented the Water Use Date and Research program (WUDR), to work with state water agencies in gathering and analyzing their data, and assists this effort via cooperative agreements. WUDR will be used to improve the collection and reporting of water use categories by state agencies, including the inclusion of categories that have been discontinued in the past due to limited resources. This collection will also be used in reports to Congress on water resources in the nation.

Abstract

Claimants have a statutory right under the Act and current regulations to request review of an ALJ’s hearing decision or dismissal of a hearing request on Title II and Title XVI claims. Claimants may request Appeals Council review by filing a written request using Form HA-520, or the Internet version of Form HA-520, the i520. SSA uses the information to establish the claimant filed the request for review within the prescribed time, and to ensure the claimant completed the requisite steps permitting the Appeals Council review. The Appeals Council uses the information to: (1) Document the claimant’s reason(s) for disagreeing with the ALJ’s decision or dismissal; (2) determine whether the claimant has additional evidence to submit; and (3) determine whether the claimant has a representative or wants to appoint one. The respondents are claimants requesting review of an ALJ’s decision or dismissal of hearing. We are making non-substantive changes to update the mailing address for the HA-520, and to incorporate inclusive language consistent with executive orders on diversity, equity, and inclusion.
