An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

Federal agencies are required to submit an ICR whenever they create, renew, or modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

ICRs are publicly available on RegInfo.gov, and additional guidance can be found in the FAQs.

Abstract

Regulation G implements the Secure and Fair Enforcement for Mortgage Licensing Act (the S.A.F.E. Act, 12 USC 5101 et sq.) , federal registration requirement with respect to any covered financial institutions, and their employees who act as residential mortgage loan originators (MLOs), to register with the Nationwide Mortgage Licensing System and Registry, obtain a unique identifier, maintain this registration, and disclose to consumers the unique identifier. The rule also requires the covered financial institutions employing these MLOs to adopt and follow written policies and procedures to ensure their employees comply with these requirements and to disclose the unique identifiers of their MLOs.

Abstract

This is a mandatory information collection for railroads who transport high-hazard flammable liquids that exceed certain thresholds by rail. This burden contains both reporting and recordkeeping requirements. The information collection ranges from a one-time collection, to monthly, annually, and on occasion collection. The information collected is specific to additional requirements for railroads when transporting large amounts of high-hazard flammable liquids by rail. For example, railroads are required to develop a comprehensive oil spill response plan to ensure that if there is an accident, proper procedures are in place to deal with mitigation, response, and clean-up of the hazardous material. The development, maintenance, and submission of these plans are captured within this information collection. While another information collection requires a person, who offers mined gases and liquids, including crude oil, to developing a sampling and testing plan to ensure the proper classification of the material, ensuring selection of the most appropriate rail car for shipment. In addition, many of these records may be requested at a reasonable time and location by DOT enforcement entities for review.

Abstract

TSA issued an interim final rule to restore access to Ronald Reagan National Airport (DCA) for certain aircraft operations while maintaining the security of critical Federal Government and other assets in the Washington, DC metropolitan area. The IFR and this information collection apply to all general aviation operations into or out of DCA. TSA’s regulations require GA aircraft operators to designate a security coordinator and adopt a DCA Access Standard Security Program (DASSP). As part of the DASSP, the regulations require GA aircraft operators to ensure all flight crewmembers, armed security officers (ASOs), and security coordinators have undergone a fingerprint-based criminal history records check (CHRC).
