Information Collection Request (ICR) Tracker
An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public.
Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.
Federal agencies are required to submit an ICR whenever they create, renew, modify, or discontinue an information collection. Each ICR includes a description of the collection,
supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.
The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after
which the collection must be renewed through a new ICR submission.
ICRs are publicly available on RegInfo.gov, and additional guidance can be found in the FAQs.

Abstract![]() ![]() USMMA graduates and SMA SIP graduates use form MA-935 to request a waiver of their service obligation requirement, form MA-936 to request deferring their service obligation, or form MA-937 to request one final review of the MARAD decision made on these requests by the Maritime Administrator. The information collected on these forms is then reviewed by the responsible government agencies (MARAD, DOD, Coast Guard and NOAA) as part of the service obligation compliance function. Failure to collect this information would make it difficult for MARAD to determine compliance with the obligation and the enabling statute. Every student and graduate of the USMMA and each SMA SIP subsidized student and graduate of the State maritime academies incurs a mandatory service obligation as a participant in the Federal maritime academy program. This obligation consists of: (1) completing the academies course of instruction; (2) maintaining a license as an officer in the merchant marine of the United States for at least six years following graduation from a maritime academy; (3) serving as a commissioned officer in the U.S. Naval Reserve, the U.S. Coast Guard Reserve or any other reserve unit of an armed force of the United States for at least six years following graduation from a maritime academy; and (4) serving as a merchant marine officer on U.S.-flag vessels, as an employee in a U.S. maritime-related industry ashore or as a commissioned officer on active duty in an armed force of the United States or NOAA Corps. The employment service obligation is three years for SIP subsidized state maritime academy graduates and five years for U.S. Merchant Marine Academy graduates. The graduates of the USMMA and the SMA graduates provide an annual report to the USMMA or MARAD between January and March that provides service obligation compliance data for the previous year. Students and graduates of the U.S. Merchant Marine Academy and State maritime academies are required to complete these forms when requesting waivers and/or deferments of their service obligation contract. |

Abstract![]() ![]() The Commission is required by section 9 of the Shipping Act of 1984 (46 U.S.C. 40701-40706) to ensure that controlled carriers (i.e., carriers owned or controlled by a government) publish and use rates, charges, classifications, rules, and regulations that are just and reasonable. Carriers are required to notify the Commission of certain events, including certain changes in ownership or control and their entry into the U.S. trade when they meet certain ownership or control conditions, so that that the Commission can determine whether they are controlled carriers under the Act. 46 CFR 565.4. This information allows the Commission to identify controlled carriers and to monitor their activities to ensure that they do not engage in the acts prohibited by section 9 of the Act (46 U.S.C. 40701-40706), i.e., to charge or assess rates below a just and reasonable level or to reduce effective tariff rates sooner than the 30th day after the date of publication. |

Abstract![]() ![]() Pursuant to delegated authority under the Defense Production Act (50 App. U.S.C. §§2061-2170), EO 13603, EO 12656, and 46 CFR 340; MARAD issues pre-emergency, standby Port Planning Orders (PPO) to the DoD-designated strategic commercial seaports (port) for providing port facilities to support military deployments during national emergencies. At DoD request (since the 1980's), MARAD has been collecting a Monthly Readiness Report from each port to validate the port’s ability to provide the PPO delineated facilities to DoD within the PPO delineated time frame. GAO Report GAO-14-184SU, dated February 02, 2014, recommended that MARAD collect additional data from the strategic commercial ports. DoD now requires this enhanced data on a quarterly basis for DoD contingency planning and readiness evaluation purposes. The collected information is required to obtain and/or retain benefits. All data collected from the strategic commercial seaports is maintained by the Office of the Associate Administrator for Strategic Sealift as For Official Use Only (FOUO) and is not intended for release to the public. |

Abstract![]() ![]() In the Maritime Transportation Security Act of 2002 (MTSA)1, Congress directed the Secretary of the Department in which the Coast Guard is operating to require all crewmembers on vessels calling at U.S. ports to carry and present on demand any identification the Secretary decides is necessary. The Act also directed the Secretary to develop forms and processes for the identification and verification of crewmembers. Congress directed the Secretary to consult with the Attorney General and Secretary of State when developing these crewmember identification requirements. The Secretary of the Department of Homeland Security (DHS) delegated this rulemaking authority to the Commandant of the Coast Guard2 and directed the Commandant to develop these requirements in cooperation with U.S. Customs and Border Protection (CBP) and the Transportation Security Administration (TSA). This information collection and the associated regulations fulfills Congress’ mandate to require that crewmembers on vessels calling at U.S. ports must carry and present on demand an identification that allows the identity of crewmembers to be authoritatively validated. The regulations are in 33 CFR Part 160 Subpart D. The statutory authority is 46 U.S. Code 70111. |

As part of the quality review, SSA verifies claimants’ reported financial accounts as discussed in section 20 CFR 418.3420 of the Code of Federal Regulations. To complete this verification, SSA needs to obtain authorization from claimants to contact their financial institutions (FI) to verify the reported account balances. SSA uses Form SSA-4640 to: (1) obtain the individual’s consent to verify balances of FI accounts; and (2) obtain verification of such balances from the FI. The respondents are subsidy applicants or claimants and their FI. |

Security vulnerability mitigation is a process starting with discovery of the vulnerability leading to applying some solution to resolve the vulnerability. There is constantly a search for security vulnerabilities within information systems, from individuals or nation states wishing to bypass security controls to gain invaluable information, to researchers seeking knowledge in the field of cyber security. Bypassing such security controls in the DHS and other Federal Agencies information systems can cause catastrophic damage including but not limited to loss in Personally Identifiable Information (PII), sensitive information gathering, and data manipulation. Pursuant to section 101 of the Strengthening and Enhancing Cyber-capabilities by Utilizing Risk Exposure Technology Act, (commonly known as the SECURE Technologies Act) individuals, organizations, and/or companies may submit any discovered security vulnerabilities found associated with the information system of any Federal agency. This collection would be used by these individuals, organizations, and/or companies who choose to submit a discovered vulnerability found associated with the information system of any Federal agency. Pub. L. 116-283, Sec. 1705 (which amended 44 U.S.C. § 3553) permits extensive sharing of information regarding cybersecurity and the protection of information and information systems from cybersecurity risks between Federal Agencies covered by the Federal Information Security Modernization Act and the Department of Homeland Security. This unique authority makes DHS well positioned to host the approval of this information collection on behalf of other Federal agencies DHS is requesting pursuant to 44 US Code 3554(a)(1)(B), that the information collection be designated for any Federal agencies ability to utilize the standardized DHS online form to collect their own agency’s vulnerability information and post the information on their own agency websites. |
