Information Collection Request (ICR) Tracker
An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public.
Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.
Federal agencies are required to submit an ICR whenever they create, renew, modify, or discontinue an information collection. Each ICR includes a description of the collection,
supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.
The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after
which the collection must be renewed through a new ICR submission.
ICRs are publicly available on RegInfo.gov, and additional guidance can be found in the FAQs.

Abstract![]() ![]() This is a mandatory collection from large certificated air carriers on their financial condition. It consists of balance sheet and income/expense information. The collection is on a monthly, quarterly, semi annual & annual basis depending on the size of the air carrier and the data being reported. The Department of Transportation uses this data to determine continuing air carrier fitness, safety analysis, international route negotiations. The Department of Commerce uses this data to prepare its benchmark estimates of the gross domestic product. The Department of Justice uses this data to conduct antitrust analysis. The Department of Energy uses this data to monitor industry fuel consumption for emergency preparedness. This is a revision to a current collection in that we are asking for additional burden hours to collect segregated fees charged by the air carriers. Air carriers already report this data but not in a separate identifiable form. The burden hours affected pertain only to the P-2 Notes and consist of an additional two hours to prepare, per report, per respondent. |

Abstract![]() ![]() As codified in 25 U.S.C. 4001 et seq., the American Indian Trust Fund Management Reform Act of 1994 (the Reform Act), makes provisions for the Bureau of Trust Funds Administration (BTFA) (formerly known as the Office of the Special Trustee for American Indians (OST)) to administer trust funds accounts for individuals and Tribes. This collection of information is required to fulfill the mission of BTFA and the Secretary of the Interior’s responsibility for evaluating all P.L. 93-638 Compact Tribes administering and managing trust programs, functions, services, and/or activities on behalf of the Secretary of the Interior. This responsibility is federally mandated pursuant to 25 U.S.C. 458cc(d) and 25 CRF 1000.350. The BTFA Division of Trust Evaluation and Review (DTER) (formerly known as the Office of Trust Review and Audit (OTRA)) is responsible for performing trust examinations, evaluations and assessments of Indian trust programs and functions, pursuant to executive direction by the Secretary of the Interior. In addition, DTER has a congressional mandate to conduct Annual Tribal Trust Evaluations for Tribes that administer or manage trust programs, functions, services, and/or activities under P.L. 93-638 Self-Governance Compacts on behalf of the Secretary of the Interior. These evaluations are conducted by performing desk reviews (via e-mail questionnaires) and/or teleconferences, as well as on-site visits. |

Changes from the previous submission include updated ONMS permit application and applicant instructions to improve the quality of information initially collected and to make the permit process more efficient; the correction of a mathematical error that increased the total burden hours for baitfish permits; the removal of lionfish permits in Florida Keys National Marine Sanctuary (FKNMS); and the addition of ten general permits to the annual estimate, five of these due to the designation of Mallows Bay - Potomac River National Marine Sanctuary (MPNMS), and five permits due to the designation of Wisconsin Shipwreck Coast National Marine Sanctuary (WSCNMS). This data collection request is for information collected in support of the review of Office of National Marine Sanctuaries (ONMS) permit applications and the issuance of permits in a manner that protects sanctuary resources and qualities. Permit decisions must be consistent with the purposes and policies of the National Marine Sanctuaries Act (NMSA; 16 U.S.C. §§ 1431 et seq.), the purposes for which the sanctuary was designated, and the regulations governing the National Marine Sanctuary System (15 CFR Part 922). The regulations list specific activities that are prohibited in national marine sanctuaries and establish that otherwise prohibited activities may be conducted if such activity is specifically authorized by and conducted in accordance with the scope, purpose, terms and conditions of a permit issued by ONMS. For most permit types, persons desiring a permit must submit an application, and anyone obtaining a permit is generally required to submit one or more reports on the activity allowed under the permit. The information collection supports determinations on whether proposed activities comply with ONMS permit categories and applicable regulatory review criteria. It allows ONMS to make decisions on possible permit terms and conditions deemed reasonably necessary to protect sanctuary resources and qualities, such as terms and conditions to avoid, minimize, or mitigate injury to sanctuary resources. |

Abstract![]() ![]() The Construction Reserve Fund (CRF), authorized by 46 U.S.C. Chapter 533 (the Act), is a financial assistance program which provides tax benefits to owners and operators of U.S.-flag ships. The application is required from all citizens who own or operate vessels in the U.S. foreign or domestic commerce who desire 'tax' benefits under the CRF program. Annual statements are required from each respondent. The information provided in the application will be used by the Maritime Administration (MARAD), Office of Financial Approvals, to determine if an applicant qualified for the benefits. The annual statement is used by MARAD to assure that account holders are satisfying the requirements of the program and to keep agency leaders informed of the scope and scale of use of the program. The collection is reporting (not a survey). |

CISA ECD will conduct a web-based survey entitled the SAFECOM Nationwide Survey, hereinafter referred to as the SNS. The purpose of the survey is to gather information to assess available emergency communications capabilities and identify gaps and needs for emergency response providers to effectively communicate during all types of natural or man-made hazards. CISA ECD will use the information collected to complete a statutorily mandated assessment and share the data with all stakeholders that have a role in emergency communications. In order to ascertain this information, the SNS will deploy four similar surveys across the nation to various emergency response disciplines at each level of government - federal, state, territorial, tribal, and local. The survey will solicit responses regarding issues affecting the public safety community to determine a jurisdiction’s level of operability, interoperability and continuity and thus their overall emergency communications capability level. CISA ECD will analyze the data collected from this general survey to identify major gaps and themes affecting emergency communications across levels of government. Additionally, this analysis informs the development of supplemental surveys tailored to specific needs across the public safety community, as well as future iterations of the Nationwide Baseline Communications Assessment (NCBA) and National Emergency Communications Plan (NECP). |

In general, all NESHAP standards require initial notifications, performance tests, and periodic reports by the owners/operators of the affected facilities. They are also required to maintain records of the occurrence and duration of any startup, shutdown, or malfunction in the operation of an affected facility, or any period during which the monitoring system is inoperative. These notifications, reports, and records are essential in determining compliance, and are required of all affected facilities subject to NESHAP. |

NOAA’s Office of Coastal Management (OCM) and its regional, state, federal, and non-profit partners have worked closely with coastal managers across the country to increase the resilience of our coastal communities, economies and ecosystems. Per the Coastal Zone Management Act of 1972 (CZMA), OCM provides financial and technical assistance to states and territories, including that which helps its customers (coastal managers) develop hazard mitigation and climate adaptation plans that include strategies for short-term responses to immediate threats (e.g., flooding, hurricanes) as well as long-term responses to gradual changes (e.g., sea level rise, drought). Services are provided through outreach, training, funding, resource, and tool development. In many coastal communities, investment in mitigation and resilience measures remains either limited or reactive in response to a catastrophic event. While there are no data on the number of adaptation plans that have been implemented, lack of funding is a frequently cited barrier to implementation. Understanding the suite of funding and financing options available at the time resilience planning is undertaken, and then incorporating financial strategies into the planning process and recommendations, will help ensure that these plans are implemented. |

Additionally, the data collected is used for regulatory purposes by the Commission, and is available to other domestic and foreign regulators, including the Board of Governors of the Federal Reserve System, Office of the Comptroller of the Currency, Federal Deposit Insurance Corporation, Farm Credit Administration and Federal Housing Finance Agency, Financial Stability Oversight Council, Securities and Exchange Commission, Department of Justice, and any other regulator the Commission determines to be appropriate, including foreign financial supervisors, foreign central banks, and foreign ministries. SDRs also publicly disseminate data pursuant to part 43 of the Commission’s Regulations. The publication of the swap data by a registered SDR is intended to increase transparency in the swaps market for market participants. |

Abstract![]() ![]() The Rural Utilities Service, Rural Business-Cooperative Service, and Rural Housing Service, agencies that comprise the Rural Development Mission Area within the United States Department of Agriculture, are issuing a final rule to establish the authority authorized by Section 6210 of the Agriculture Improvement Act of 2018, which will assist rural families and small businesses in gaining access to broadband service by permitting recipients of a loan, grant, or loan guarantee from RD to use up to 10 percent of the amount provided to construct broadband infrastructure in areas not served by minimum acceptable level of broadband service. The collection of information described in this package is necessary for the identified RD programs that have established their respective programs requirements, to determine an applicant’s ability to borrow under the terms of Sec. 6210 of the 2018 Farm Bill and comply with statutory, regulatory, and administrative eligibility requirements for loan assistance. Applicants for RD programs that wish to will apply under the appropriate program regulation and follow the application requirements of that specific regulation. As part of that submission, applicants are required to provide a service area map, where applicable, of their entire service territory. |

The proposed revisions would do the following to the currently approved information collection. 1. Expand the geographic scope from New England and the Mid-Atlantic only to include New England, Mid-Atlantic, South Atlantic and Gulf of Mexico commercial fisheries; 2. Change the title from “Socio-Economic Survey of Hired Captains and Crew in New England and Mid-Atlantic Commercial Fisheries” to “Socio-Economic Survey of Hired Captains and Crew in New England, Mid-Atlantic, South Atlantic and Gulf of Mexico Commercial Fisheries”; 3. Make minor revisions to the survey form that address regional differences in fisheries; 4. Increase the burden hours to the sum of the burden hours for all four regions; and 5. Extend it for three years. The purpose of this survey is to provide for the ongoing collection of socioeconomic data for regulatory analysis related to fisheries and their communities in the Northeast and Southeast Regions of the United States. NMFS needs the socioeconomic data included in this information collection to be capable of more than cursory efforts to comply with or support the following laws, Executive Orders (EOs) and NOAA Fisheries strategies and policies, which require socioeconomic data and analyses. |

Abstract![]() ![]() Subtitle C, Title XXXV of the National Defense Authorization Act for Fiscal Year (FY) 2004, The Maritime Security Act of 2003 (MSA 2003), as amended, provides for enrollment of eligible vessels in the Maritime Security Program (MSP) for FY 2006 through FY 2015. The National Defense Authorization Act of 2013 extended the MSP from fiscal year 2016 through 2025. The respondents are required, to obtain and/or retain benefits, to submit an initial application in written form to the Secretary of the Maritime Administration (MARAD) on behalf of the Secretary of Transportation. The application format, can be completed electronically and submitted electronically (electronic signatures are accepted). The application information is used by MARAD’s Office of Sealift Support to evaluate eligibility of the applicant for participation in the MSP. In addition, respondents are required to submit monthly vouchers and reports that require certification under the signature of an authorized company representative and an annual financial report. The monthly vouchers and reports can also be submitted electronically as well as the annual financial reports. Monthly and annual reporting information is submitted directly to the Office of Sealift Support, and is used to monitor participant compliance with program requirements. Requests for amendments are handled in the same manner as an application. |
