Information Collection Request (ICR) Tracker
An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public.
Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.
Federal agencies are required to submit an ICR whenever they create, renew, modify, or discontinue an information collection. Each ICR includes a description of the collection,
supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.
The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after
which the collection must be renewed through a new ICR submission.
ICRs are publicly available on RegInfo.gov, and additional guidance can be found in the FAQs.

Abstract![]() ![]() In its administration of the Medicare Modernization Act, the Centers for Medicare & Medicaid Services (CMS) is a covered entity under the Health Insurance Portability and Accountability Act of 1996 (HIPAA) rules. As a covered entity, CMS is required to verify at a high level of assurance all persons requesting access to CMS' computer systems. Under the Health Care Reform Bill HR 3590, known as the "Patient Protection and Affordable Care Act" (PPACA), there are many provisions that require the secure ingress and egress of data from CMS. CMS has created the horizontal enterprise services programs to address those provisions. One of these programs is the Enterprise Identity Management (EIDM) system. Identity management is an important part of protecting the security of CMS' data by ensuring that individuals are who they claim to be. The EIDM solution will provide an enterprise-wide solution that will also support CMS' senior management goal to improve the Provider and Health Information Exchange experience by providing an enterprise-wide set of credentials and single sign-on capability for multiple CMS applications. |

Abstract![]() ![]() The National Emission Standards for Hazardous Air Pollutants (NESHAP) for Pharmaceuticals Production (40 CFR Part 63, Subpart GGG) were proposed on April 2, 1997; promulgated on September 21, 1998; and amended on both April 21, 2011 and February 27, 2014. The 2014 amendment promulgated technical correction was made to allow for EPA Method 320 as an alternative to EPA Method 18 for demonstrating that a vent is not a process vent. These regulations apply to existing and new pharmaceuticals manufacturing operations that are major sources of hazardous air pollutants (HAP). The affected facilities encompass all pharmaceuticals manufacturing operations that include process vents, storage tanks, equipment components, and wastewater systems. New facilities include those that commenced construction or reconstruction after the date of proposal. This information is being collected to assure compliance with 40 CFR Part 63, Subpart GGG. In general, all NESHAP standards require initial notifications, performance tests, and periodic reports by the owners/operators of the affected facilities. They are also required to maintain records of the occurrence and duration of any startup, shutdown, or malfunction in the operation of an affected facility, or any period during which the monitoring system is inoperative. These notifications, reports, and records are essential in determining compliance, and are required of all affected facilities subject to NESHAP. |

As part of this effort, the participating Bureaus committed to advancing the actions summarized in the following plan: Safeguarding the West from Invasive Species: Actions to Strengthen Federal, State and Tribal Coordination to Address Invasive Mussels . One of the actions in the plan was to explore options for sharing information on trailered boats that are putting in and taking out of National Park Service (NPS) managed waters. In 2020, NPS obtained Office of Management and Budget (OMB) approval (OMB Control Number 1024-0285) to collect information on the origin, destination, inspection, and decontamination of trailered recreational watercraft. The NPS approval acknowledged a similar need in the following DOI bureaus: the Bureau of Land Management (BLM), Bureau of Reclamation (Reclamation), and US Fish and Wildlife Service (FWS). In an effort to reduce redundancy and duplication of effort, DOI is now seeking OMB approval for a new information collection to be used by DOI agencies responsible for management and control of aquatic and invasive species. |

Abstract![]() ![]() The Department of the Interior and Department of Education developed an American Indian Education Study Group (Study Group) to diagnose the causes of too common academic failure in BIE-funded schools, which are some of the lowest performing schools in the country. The Study Group, which encompasses a combination of management, legal, education, and tribal expertise, was charged with developing and implementing recommendations to transform the BIE. Based on the recommendations from the Study Group released on June 13, 2014 ("Blueprint for Reform"), BIE developed the Sovereignty in Indian Education Grant which awards competitive grants to tribes and their Tribal Education Departments (TEDs) to promote tribal control and operation of BIE-funded schools on their reservations. The purpose of the grant is to support the TEDs capacity to manage and operate tribally-controlled schools as defined in the Tribally Controlled Schools Act of 1988 (P.L. 100-297). These funds will support the development of an implementation plan for the TEDs to review their infrastructure and determine the most efficient course of action to promote full operation of BIE-funded schools through a single grant, and begin the process of implementation of the tribally approved course of action. |
