Information Collection Request (ICR) Tracker
An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public.
Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.
Federal agencies are required to submit an ICR whenever they create, renew, modify, or discontinue an information collection. Each ICR includes a description of the collection,
supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.
The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after
which the collection must be renewed through a new ICR submission.
ICRs are publicly available on RegInfo.gov, and additional guidance can be found in the FAQs.

The Office of Law Enforcement, Alaska Division, is conducting a survey of North Pacific Observers to determine the number of observers who experienced victimizing behavior during deployments in a given year. The survey will also investigate the reasons that prevented observers from reporting these violations. The results of the survey will provide the Office of Law Enforcement a better understanding of how often observers are victimized, which will enable them to reallocate resources as needed, conduct more training for observers to ensure they know how to report, conduct training to ensure people understand what constitutes a victim crime, and to increase awareness of potential victimizations. Additionally, the survey results will help law enforcement understand the barriers to disclosure, so enforcement may begin to address these impediments so they no longer prevent observers from disclosure. |

3D Nation Elevation Requirements and Benefits Study

Abstract![]() ![]() This is a request for extension of an approved information collection. NOAA, the U.S. Geological Survey (USGS), and partner agencies work to continually improve the technology systems, data, and services that provide information about 3D elevation data and related applications within the United States. By periodically assessing business uses and associated benefits from improved 3D mapping data, the agencies can more effectively prioritize and direct investments that will best serve user needs over time. The 3D Nation Study is a follow-on to the National Enhanced Elevation Assessment (NEEA) white paper finalized in 2012 (NEEA overview can be found at https://pubs.usgs.gov/fs/2012/3088/). The 3D Nation Study incorporates coastal and ocean requirements for elevation data together with terrestrial elevation data needs. The study assesses needs for 3D elevation data in terms of Mission Critical Activities, geographic extents of data needs, collection standards and accuracy requirements, frequency needed, and anticipated benefits of having the required data. Because 3D data are collected and used to meet a wide range of mission critical needs, the 3D Nation Study seeks input from managers and data users from a variety of government entities (e.g., Federal, State, local, Tribal) as well as not for profit, academic, and private/commercial entities. The findings will update a baseline of national business needs and associated benefits for 3D data and associated technologies. This study is intended to inform the design of directed future programs that balance requirements, benefits, and costs at a national scale. From lessons learned with the 2018 survey, NOAA and USGS will ask the same questions, but will change how those questions are shown in the online survey tool to enable respondents to streamline their input and save time in answering. |

Regulation revisions also allow RUS to rely on the borrowers' year end filed Financial and Operating Reports unless the borrower has failed to meet applicable financial ratios, as required by its security instrument and loan contract. The agency estimates that the numbers of respondents will be reduced by this change, reducing the annualized burden. The regulation revisions remove requirements for borrowers and/or applicants to submit Board of Directors' resolutions resulting in a reduction of response time. |

Abstract![]() ![]() This request is for extension of the current collection for the Monitoring Programs for Vessels in the Pacific Coast Groundfish Fishery. In 2011, the National Marine Fisheries Service (NMFS) mandated observer requirements for the West Coast groundfish trawl catch shares program. For all fishery sectors, observers must be obtained through third-party observer provider companies operating under permits issued by NMFS. The regulations at §§ 660.140 (h), 660.150 (j), and 660.160 (g), specify observer coverage requirements for trawl vessels and define the responsibilities for observer providers, including reporting requirements. Regulations at §660.140 (i) specify requirements for catch monitor coverage for first receivers. Data collected by observers are used by NMFS to estimate total landed catch and discards, monitor the attainment of annual groundfish allocations, estimate catch rates of prohibited species, and as a component in stock assessments. These data are necessary to comply with the Magnuson-Stevens Act requirements to prevent overfishing. In addition, observer data is used to assess fishing related mortality of protected and endangered species. |

Abstract![]() ![]() The National Emission Standards for Hazardous Air Pollutants (NESHAP) for Marine Tank Vessel Loading Operations establishes Maximum Achievable Control Technology (MACT) standards for existing facilities and new facilities that load marine tank vessels with petroleum or gasoline. These facilities have aggregate actual hazardous air pollutants (HAP) emissions of 10 tons or more of each individual HAP, or 25 tons or more of all HAP combined. This NESHAP regulation also established reasonably-available control technology (RACT) standards to such facilities with an annual throughput of 10 million or more barrels of gasoline or 200 million or more barrels of crude oil. This information is being collected to assure compliance with 40 CFR Part 63, Subpart Y. In general, all NESHAP standards require initial notifications, performance tests, and periodic reports by the owners/operators of the affected facilities. They are also required to maintain records of the occurrence and duration of any startup, shutdown, or malfunction in the operation of an affected facility or any period during which the monitoring system is inoperative. These notifications, reports, and records are essential in determining compliance, and are required of all affected facilities subject to NESHAP. |
