An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public.
Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.
Federal agencies are required to submit an ICR whenever they create, renew, or modify an information collection. Each ICR includes a description of the collection,
supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.
The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after
which the collection must be renewed through a new ICR submission.
ICRs are publicly available on RegInfo.gov, and additional guidance can be found in the FAQs.

Abstract
The FAA sometimes includes a request for voluntary reporting of information (e.g., inspection results, etc.) in SAIBs. The inspection results may help the FAA in an ongoing investigation to determine the cause of a specific condition, or whether the condition is likely to exist or develop on other products of the same type design. We may also require reports if a potential unsafe condition is a result of manufacturing quality control problems. We need these reports to determine the scope of the problem and how adequate the design approval holder’s corrective actions are. As such, each reporting situation is unique. To date, our only means for obtaining reporting information is from design approval holders through 14 CFR § 21.3. We have no other authorized method for notification and collection of information from owner/operators to help in our assessment of a potential unsafe condition. If the FAA is unable to obtain this information, we may need to conduct a directed safety investigation. This is a burden on both the FAA and the owner/operator. |

In this decision, CMS determined that it the evidence is sufficient to cover TMVR under Coverage with Evidence Development for Medicare beneficiaries under certain conditions only when the provider is participating in and patients are enrolled in a qualifying clinical studies meeting certain requirements. Consistent with section 1142 of the Social Security Act, the Agency for Healthcare Research and Quality (AHRQ) supports clinical research studies that the CMS determines meet specified standards and address the specified research questions. |

Abstract
The Federal Water Pollution Control Act (FWPCA) requires the issuance of regulations to prevent the discharge of oil or hazardous materials from facilities. It also requires the monitoring, reporting, and recordkeeping regarding discharges of oil or hazardous materials by facilities. The authority for the requirements is 33 U.S.C. 1321. The Letter of Intent regulations in 33 CFR 154.110 serves as the official notice from a facility operator to the Captain of the Port (COTP) that they intend to operate a facility. The Operations Manual regulations in 33 CFR 154.300 through 154.325 establish procedures for facility personnel to follow when transferring oil or hazardous materials, in bulk, to or from a vessel in order to reduce the number of spills caused by human error or improper procedures. This collection applies to shore side facilities and does not apply to facilities operating in the Outer Continental Shelf. It also establishes procedures for facility personnel to follow in the event a spill occurs to control and mitigate the effects of the spill. Development of a new Operations Manual is a one-time occurrence whenever a new facility begins operation or a facility changes ownership. Amendments to manuals are used to ensure they are kept current. |

The Bureau of Transportation Statistics collects financial data from commuter and small certificated air carriers to enable the Department of Transportation (DOT) to monitor the state of this important segment of the airline industry. Responding to this collection is mandatory on a quarterly basis. Both commuter and small certificated carriers are required to report to the F1 Report of Financial Data which includes operating revenues and expenses. The small certificated carriers are also required to submit the F2 Report of Aircraft Operating Expenses and Related Statistics. The data collection provides the DOT with initial and ongoing air carrier fitness, the monitoring of industry fuel consumption for emergency preparedness planning, the gross domestic product by industry, and the setting of intra-Alaska bush mail rates for the United States Postal Service. |

This request is for an extension of a currently approved information collection by the NOAA’s National Marine Fisheries Service, Office of Sustainable Fisheries. Under the provisions of the Magnuson-Stevens Fishery and Conservation and Management Act (Magnuson-Stevens Act) [16 U.S.C. 1801 et seq.], as amended by the Sustainable Fisheries Act [Pub. L. 104-297], the Secretary of Commerce (Secretary) is required to publish a list of all fisheries under authority of each Regional Fishery Management Council (Council) and all such fishing gear used in such fisheries (see section 305(a) of the Magnuson-Stevens Act). The list has been published and appears in 50 CFR Part 600.725(v). Any person wishing to use gear not on the list, or engage in a fishery not on the list, must provide the appropriate Council or the Secretary, in the case of Atlantic highly migratory species, with 90 days of advance notice. If the Secretary takes no action to prohibit such a fishery or use of such a gear, the person may proceed. |

The National Institute for Standards and Technology (NIST) houses the NCNR which is a National User Facility, chartered to serve the nation’s scientific community by providing unique experimental apparatus for scientific studies using neutron scattering. Since the demand for such measurements exceeds the available resources, NCNR designed an Information Management System (IMS) that implements a peer-reviewed proposal based system to allocate the instrumentation to the best scientific proposals, collect information from the selected external participants to enable their scientific visits to NIST/NCNR, and track the results of those visits.
