Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Crash Report Sampling System (CRSS)

Key Information

Abstract

The National Highway Traffic Safety Administration (NHTSA) is seeking approval from OMB of this information collection request (ICR) for an extension with modification of its currently approved information collection for the Crash Report Sampling System (CRSS) information collection and related special studies. NHTSA is seeking approval to modify the collection to include the collection of the portion of NHTSA’s Non-Traffic Surveillance (NTS) data that is submitted through the CRSS data collection effort and add two special studies. NHTSA is authorized by 49 U.S.C. 30182 and 23 U.S.C. 403 to collect data on motor vehicle traffic crashes to aid in the identification of issues and the development, implementation, and evaluation of motor vehicle and highway safety countermeasures to support efforts to reduce injuries and fatalities caused by motor vehicle crashes. CRSS is a voluntary collection of data from police-reported crashes involving all types of motor vehicles, pedestrians, and cyclists; this includes property damage only crashes as well as those resulting in injuries and fatalities. The Non-Traffic Surveillance (NTS) is a virtual data collection effort for collecting information about non-traffic crashes and non-crash incidents. The NTS data provide counts and details regarding fatalities and injuries that occur in non-traffic crashes and in non-crash incidents. Additionally, two special studies are included: the non-Sample count study and the PJ frame evaluation which will assess the quality of the CRSS sampling frame and assist with determining the weights and measure of size for the CRSS Police Jurisdictions (PJs). This is a modification to the previously approved as OMB Control No. 2127-0714 (current expiration Date: 12/31/2022). This ICR increases burden by 7,000 hours (from 35,680 hours to 42,680 hours). The cost burden remains the same at $0.

The Tribal Housing and Urban Development Veteran Administration Supportive Housing Program (Tribal HUD–VASH) provides rental housing assistance and supportive services to Native American veterans who are homeless or at risk of homelessness living on or near a reservation or other Indian areas. Veterans Upward Bound (VUB) Program Annual Performance Report

Key Information

Abstract

All Veterans Upward Bound projects must provide instruction in mathematics through pre-calculus, laboratory science, foreign language, composition, and literature. Projects may also provide short-term remedial or refresher courses for veterans who are high school graduates but have delayed pursuing postsecondary education. Projects are also expected to assist veterans in securing support services from other locally available resources such as the U.S. Department of Veterans Affairs, veterans- associations, and other state and local agencies that serve veterans. The Department-s annual performance report (APR) for VUB collects each current grantee-s data at the participant level on services and performance over the course of a year. The Department uses the information conveyed in the performance report to assess a grantee-s progress in meeting its approved goals and objectives and to evaluate a grantee-s prior experience in accordance with the program regulations in 34 CFR 645.32. Grantees- annual performance reports also provide information on the outcomes of projects- work and of the VUB program as a whole. In addition, APR data allows the Department to respond to the reporting requirements of the Government Performance and Results Act. The APR has been updated to include questions related to the Competitive Preference Priorities used in the most recent competition. These questions are not expected to affect the total burden hours per response.

Educational Opportunity Centers Program (EOC) Annual Performance Report

Key Information

Abstract

The Department of Education (ED) collects Annual Performance Reports (APRs) from Educational Opportunity Centers (EOC) grantees under the authority of Title IV, Part A, Subpart 2, Division 1, Sections 402A and 402B of the Higher Education Act of 1965, as amended, the program regulations in 34 CFR 644, and the Education Department General Administrative Regulations (EDGAR), in 34 CFR 74.51, 75.720, and 75.732. The information that grantees submit in their APRs allows ED to annually assess each grantee's progress in meeting their project's approved goals and objectives. The APR data that grantees submit are compared with the projects' approved objectives to determine the projects' accomplishments, to make decisions regarding whether funding should be continued, and to award "prior experience" points. The regulations for this program provide for awarding up to 15 points for prior experience (34 CR 644.22). During a competition for new grant awards, the prior experience points are added to the average of the peer reviewers' scores to arrive at a total score for each application. Funding recommendations and decisions are primarily based on the rank order of applications on the slate; therefore, assessment of prior experience points, based on data in the annual performance report, is a crucial part of the overall application process. Further, this performance report form is the main source of data for the Department's response to the requirements of the Government Performance and Results Act (GPRA) for this program. In addition, the Department uses the annual performance reports to produce program level data for annual reporting, budget submissions to OMB, Congressional hearings and inquiries, and responding to inquiries from higher education interest groups and the general public. EOC APRs are prepared and submitted by EOC grant projects. For each EOC grant project, the grant project director of record completes, or supervises the completion of the data submission process. The grant project director supervises the administration of an EOC grant. An EOC grant provides counseling and information on college admissions to qualified adults who want to enter or continue a program of postsecondary education. The program also provides services to improve the financial and economic literacy of participants. An important objective of the program is to counsel participants on financial aid options, including basic financial planning skills, and to assist in the application process. The goal of the EOC program is to increase the number of adult participants who enroll in postsecondary education institutions. The proposed revision to the APR entails replacement of Competitive Preference Priority (CPP) questions with new CPP questions of equal response time. In addition, the annual number of responses and total annual burden hours have been adjusted to reflect an increase in the size of the reporting universe.

FY2023 Teen Pregnancy Prevention Performance Measures

Abstract

Data from U.S. state birth defect surveillance systems, or population-based studies derived from them, will be used to identify a population-based sample of children and adolescents 2 to 17 years of age born with congenital heart defects (CHD). Surveys will be mailed to their caregivers inquiring about the child’s cardiac and other healthcare utilization, barriers to health care, quality of life, social and educational outcomes, and transition of care from childhood to adulthood as well as the needs and experiences of caregivers. This information collection request (ICR) facilitates agency initiation and conduct of the investigation of fatigue and fatigue management in land-based Oil and Gas Extraction (OGE) workers in the United States. Collection of information may help a) identify occupational and non-occupational determinants of fatigue in OGE workers; b) identify worker and organizational factors to consider when developing and implementing fatigue management strategies in the OGE industry; and c) describe how fatigue mitigation strategies are currently being used in the onshore OGE industry.

[NIOSH] National Firefighter Registry for Cancer

Key Information

Abstract

The main goal of the National Firefighter Registry (NFR), according to the Firefighter Cancer Registry Act of 2018, is, “to develop and maintain a voluntary registry of firefighters to collect relevant health and occupational information of such firefighters for purposes of determining cancer incidence.” This Non-Substantive Change Request is submitted for the following reason(s): 1) Modification of R/E question to follow the recently released Statistical Policy Directive 15 (SPD-15) Standard in the NFR Enrollment Questionnaire; 2) Removal of three questions in the Enrollment Questionnaire that are being asked exclusively in the User Profile; and 3) Modification of Sex question to conform to EO 14168. There is no change to the burden hours approved for this data collection.

[OPHDST] Generic Clearance for the Collection of Minimal Data Necessary for Case Data During an Emergency Response

Key Information

Abstract

This information collection is designed to collect the MDN and response-specific data as needed, for confirmed, probable, and suspected cases of any disease or condition that is the subject of an emergency response at CDC. During an emergency response, CDC uses case data to inform actions that need to be taken at all levels of public health and by the public. State, tribal, local, and territorial (STLT) health departments and CDC need to exchange data on confirmed, probable, and suspected cases rapidly. Timely notification of cases from STLT to CDC is critical to provide situational awareness at the federal level to support decision making, particularly for public health threats. This change request involves adhering to recent executive orders.

Child Care and Development Fund (CCDF) Plan Preprint for States and Territories for Federal Fiscal Year (FFY) 2022-2024 & 2025-2027

Key Information

Abstract

The authorization to require a Lead Agency in the State or Territory administering a Child Care and Development Fund (CCDF) program to submit a plan using the Preprint form is contained in the Child Care and Development Block Grant Act of 1990 (CCDBG Act), 42 U.S.C 9858 as amended by the Child Care and Development Block Grant Act of 2014, Public Law 113-186. To be eligible to receive funds under this program, Section 658E of the CCDBG Act, 42 U.S.C. 9858c, a State or Territory shall prepare and submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary shall require by rule, including a CCDF Plan (OMB 0970-0114) that meets the requirements of Section 658E(c) of the CCDBG Act, 42 U.S.C. 9858c(c). OCC provides State/Territory Lead Agencies with the CCDF Preprint (ACF Form 118) as a useful tool to guide the development and submission of their Plans. The following ICR has been updated with non substantive changes in response to the Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government Executive Order (Defending Women EO) and recent Presidential Actions related to diversity, equity, and inclusion (DEI), such as those covered under the EO Initial Recissions of Harmful Executive Orders and Actions.

[NCEZID] The National Healthcare Safety Network (NHSN)

Key Information

Abstract

The National Healthcare Safety Network (NHSN) is a system designed to accumulate, exchange, and integrate relevant information and resources among private and public stakeholders to support local and national efforts to protect patients and promote healthcare safety. Specifically, the data is used to determine the magnitude of various healthcare-associated adverse events and trends in the rates of these events among patients and healthcare workers with similar risks. The data will be used to detect changes in the epidemiology of adverse events resulting from new and current medical therapies and changing risks. This Change Request is submitted to adhere to recent EOs and includes another minor change.Emergency Justfication:Emergency Processing is requested to add three (3) additional pathogens of concern to the NHSN (OMB Control No. 0920-0666) data collection: Influenza A (H5), Marburg, and Oropouche. This requested update in disease surveillance will illustrate which patient populations are being affected by these pathogens and the potential need for additional healthcare infection prevention and control. Since this form is collecting data on hospitalized patients, the update will also help inform on the severity of illness a high consequence pathogen is causing as well as what region(s) of the country are affected. Data collection is vital to ensure that local and state authorities are supported to prepare for and respond to emerging outbreaks.
