Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

CDC's Division of Diabetes Translation's (DDT) National Diabetes Prevention Program Diabetes Prevention Recognition Program (DPRP) Revision of the DPRP Standards and Operating Procedures. Research studies have shown that a structured lifestyle intervention leading to modest weight loss and increased physical activity can prevent or delay type 2 diabetes. The Application and Annual Report fulfill the requirements of Section 505 and Section 506, respectively, of the Title V legislation. Consistent with previous editions, the updated Application/Annual Report Guidance is designed to allow states flexibility in meeting the unique needs of their MCH populations while enabling the Maternal and Child Health Bureau (MCHB) to meet the Title V legislative requirements, collect and utilize comparative data for addressing national and state MCH priorities, and demonstrate accountability in the use of the Federal Title V funds. The MCHB, in the Health Resources and Services Administration (HRSA), serves as the Health and Human Services (HHS) Secretary’s delegate to collect this information and to review it prior to the award of approximately $581 million annually in state formula grants under the MCH Block Grant. Data from U.S. state birth defect surveillance systems, or population-based studies derived from them, will be used to identify a population-based sample of children and adolescents 2 to 17 years of age born with congenital heart defects (CHD). Surveys will be mailed to their caregivers inquiring about the child’s cardiac and other healthcare utilization, barriers to health care, quality of life, social and educational outcomes, and transition of care from childhood to adulthood as well as the needs and experiences of caregivers. FY2023 Teen Pregnancy Prevention Performance Measures

The Office of Population Affairs (OPA), in the Office of the Assistant Secretary for Health (OASH), U.S. Department of Health and Human Services (HHS), requests a new clearance for the collection of performance measures specifically for new FY2023 Teen Pregnancy Prevention (TPP) Program grantees. ACF’s Generic Clearance for Reviewer Recruitment Forms

Abstract

This request by the Administration for Children and Families (ACF) is to extend approval of the generic clearance for Reviewer Recruitment Forms with no changes (note that burden estimates have been updated to reflect ongoing collections and estimated future burden, but the purpose and use of this generic have not changed). ACF may recruit reviewers for a variety of different activities and each program office within ACF has a slightly different needs for information about reviewer applicants for different activities. This overarching generic clearance allows ACF to request slightly different information from potential reviewers, yet the individual forms serve the same general function. This information collection request (ICR) is for a revision to the umbrella Generic for ACF Program Monitoring Activities. The current expiration date is November 30, 2023. The overall proposed purposes, uses, and scope of the umbrella remain unchanged. The only changes are to the burden estimates, as described in sections A12 and A15. The Generic for ACF Program Monitoring Activities allows Administration for Children and Families (ACF) program offices to collect standardized information from recipients that receive Federal funds to ensure oversight, evaluation, support purposes, and stewardship of Federal funds. The information is necessary to ensure compliance with Federal and programmatic requirements, monitor progress on recipient activities, and determine and respond to recipient needs such as Training and Technical Assistance (T/TA). ACF is primarily a grant-making agency that promotes the economic and social well-being of families, children, individuals and communities with partnerships, funding, guidance, T/TA. ACF program offices have evolving monitoring needs, dependent on both internal and external factors, such as but not limited to: current grantee activities, needs; uses of federal funds; changes to aspects of programs based on statutory authority, federal regulations or policy, and/or Congressional appropriations; availability of program office funds for site visits (v. desk monitoring); matters of importance related to national health and safety needs of the public, or other events that lead to program changes. There are times when standardized collections of information would be helpful for program offices as they monitor recipient activities and needs. This generic clearance allows program offices the flexibility to create tailored information collections based on current circumstances and to receive approval for these in a timely manner. In general, a PAR includes information about the vehicles and individuals involved in a crash, injuries or fatalities resulting from a crash, roadway information, environmental information, and information to reconstruct the crash scenes, etc. The SDT is a process through which participating States transfer their PAR data to the National Highway Traffic Safety Administration (NHTSA). SDT has two components that NHTSA’s National Center for Statistics and Analysis (NCSA) calls protocols: 1. The State Data System (SDS) protocol obtains PAR crash data from States that submit data on an annual basis to NCSA. The data is submitted via electronic media, such as encrypted CD-ROM/DVD, or through secured mail or a secure file transfer protocol (SFTP). Files submitted through the SDS protocol are referred to as “annual crash files.” 2. The Electronic Data Transfer (EDT) protocol obtains PAR crash data, crash reports, and crash images from participating State crash systems through an electronic data transfer. Generally, this transfer occurs on a nightly basis following State data quality control checks and acceptance by each State’s centralized database. The information is transmitted using Extensible Markup Language (XML) or JavaScript Object Notation (JSON) files through a web service using the Hypertext Transfer Protocol Secure (HTTPS) protocol between a State’s crash data system and NHTSA. On November 15, 2021, President Biden signed the Infrastructure Investment and Jobs Act (IIJA or the Bipartisan Infrastructure Law), Public Law 117-58. Section. 24108 (d) authorizes the Secretary of Transportation to establish the State Electronic Data Collection (SEDC) program to provide grants to States to establish, upgrade, and standardize their centralized statewide crash data repositories to enable electronic data collection, intrastate data sharing, and electronic data transfer to NHTSA. The objective is to increase the accuracy, timeliness, and accessibility of the data, including data related to fatalities involving vulnerable road users. Through the SEDC program, NHTSA will award grants to States to modernize or establish their centralized statewide crash data repositories to enable full electronic data transfer to NHTSA, increase their alignment to the Model Minimum Uniform Crash Criteria (MMUCC) Sixth Edition data, and transmit the data in a standardized format to NHTSA. This information collection request is to modify NHTSA’s existing information collection for SDT to account for changes resulting from the new grant program. The annual burden for this collection is 312,663 hours and $25,000,000. This is an increase of 311,980 hours and $25,000,000 from when the information collection was last approved (from 683 hours and $0). The adjustment in burden hours is due to the new SEDC grant program. SEDC grants increase the number of states participating and will increase the burden on the states because the SEDC States will be required to increase their alignment to MMUCC and transmit standardized data. However, NHTSA can provide 80 percent of the funds for the SEDC grant program, so the State respondent must provide at least 20 percent or about $5,000,000 annually.

This information collection is part of the Assessing and Describing Practice Transitions Among Evidence-Based Home Visiting Programs in Response to the COVID-19 Public Health Emergency Study, which aims to identify and study practices implemented in response to the COVID-19 public health emergency that support evidence-based practice and have the potential to enhance home visiting programming. One of the practices the study identified is the use of coaching to promote caregiver-child interactions and positive caregiving skills. Coaching involves a home visitor providing instructions to the parent or caregiver as they carry out the skill and differs from a common home visiting strategy, modeling, in which home visitors first demonstrate a skill themselves before asking the parent or caregiver to try it. The purpose of this information collection is to better understand, through rapid cycle learning, how MIECHV-funded home visiting programs can implement coaching strategies during home visits.

The Family Violence Prevention and Services Act (FVPSA) grant program within the Office of Family Violence Prevention and Services (OFVPS) in the Administration for Children and Families (ACF) provides formula grant funding to States, Tribes and State Domestic Violence Coalitions. States, Tribes, and State Domestic Violence Coalitions are required to submit applications for the formula grant funding (42 U.S.C. 10402(a)(2), (b)(2)) and implementing regulations (45 CFR Part 1370). In accordance with the FVPSA statute, OFVPS is required to collect and report data on the provision of family violence, domestic violence, and dating violence services, including assistance and programs supported by Federal funds (42 USC 10404 (b)(3)(B)) and establish reporting requirements (42 U.S.C. 10404 (a)(3)). ACF collects this information through the FVPSA Performance Progress Reports (PPRs). This change request is to remove references to gender identity.

Section 511 Title V of the Social Security Act created the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program and authorized the Secretary of the Department of Health and Human Services (HHS) to award grants to Indian tribes (or a consortium of Indian tribes), tribal organizations, or urban Indian organizations. The most recent reauthorization of the MIECHV program set aside 6 percent of the total MIECHV program appropriation for grants to tribal entities and indicates that the Tribal MIECHV grants, to the greatest extent practicable, be consistent with the requirements of the MIECHV grants to states and territories and include conducting a needs assessment and establishing benchmarks. Abstract

This request is to establish a new umbrella generic clearance for the Administration for Children and Families (ACF) to request information from potential participants at ACF gatherings, such as meetings or conferences. This may include large scale conferences, meetings for grantees or contractors, workshops, trainings, poster sessions, and other in-person and virtual gatherings for individuals with interest in ACF programs (clients, researchers, policymakers, etc.), among others. To ensure ACF has adequate information to plan these activities, the Agency must often collect information from potential participants such as basic contact information, preferences for attendance (mode, special requests, etc.), organizational affiliation, feedback about meeting content, etc. Additionally, some activities require ACF to have additional information to have the means to select the most appropriate participants for attendance according to the type or purpose of a given activity, or to group participants into the most appropriate category or activity during an event. This may include information about poster presentations, speaking panels, training courses, professional perspectives or experiences, etc. In addition, attendees may be asked to submit an application or abstract for prescreening to be selected for attendance. The planning for meetings is most often on a quick timeline and the standard timeline to comply with a full request under the Paperwork Reduction Act would inhibit the ability to collect information to inform these activities. Therefore, an umbrella generic is necessary to allow for quick turnaround requests for similar information collections related to these activities. As part of this generic, ACF requests OMB provide a response on individual generic information collections within 5 business days. If no response is received and the request meets the purposes, uses and scope outlined in this document, ACF may move forward with the proposed information collection.
